I ORDER:

1. Bring in the order of the Minister of cases of public service of the Republic of Kazakhstan of December 29, 2015 No. 12 "About some questions of occupation of managerial state position of the case "B" (registered in the Register of state registration of regulatory legal acts for No. 12639, published in information system of law of Ad_let of January 22, 2016) the following change:

The standard qualification requirements to managerial state positions of the case "B" approved by the specified order to be reworded as follows according to appendix to this order.

2. To department of public service of the Ministry of cases of public service of the Republic of Kazakhstan (Tleukenov Zh. O.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within five working days from the date of receipt of this order the direction it the copy on official publication in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of cases of public service of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-minister of cases of public service of the Republic of Kazakhstan by Ybyrayy N. M.

4. This order becomes effective from the date of its first official publication.

Standard qualification requirements to managerial state positions of the case "B"

Chapter 1. General provisions

1. These standard qualification requirements (further - standard qualification requirements) are established to categories of managerial state positions of groups of categories A, B, C, D, E cases "B" and are shown to the citizens applying for occupation of the positions carried to them.

2. Standard qualification requirements are not imposed to citizens in case, stipulated in Item 3 articles 15 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan".

3. Standard qualification requirements include:

1) requirements by training;

2) requirements for the competences necessary for effective implementation of professional activity on specific state position;

3) requirements from experience;

4) knowledge of the legislation of the Republic of Kazakhstan provided by the program of testing of candidates for occupation of managerial state positions for the corresponding category determined by authorized body for public service;

5) knowledge of Strategy "Kazakhstan - 2050": new political policy of the taken place state, regulatory legal acts of the Republic of Kazakhstan governing the relations in the areas corresponding to specialization of specific position of this category;

6) other obligatory knowledge necessary for execution of functional obligations of positions of this category.

Chapter 2. Standard qualification requirements by training and to work experience

4. To managerial state positions of category A-1 the following requirements are established:

the higher education;

availability of the following competences: initiative, communicativeness, analyticity, organization, strategic thinking, leadership, ethics, quality orientation, consumer focus, intolerance to corruption;

the work experience shall correspond to one of the following requirements:

1) at least five years of years of service of public service, including at least one year of years of service of public service on positions of the following subordinate category, the provided staff list of state body or not below categories B-2, C-2, C-O-1, D-2, D-O-1 or on managerial state positions of the case "A";

2) at least six years of length of service in the areas corresponding to the functional directions of specific position of this category, including at least one year of years of service of public service on positions of the following subordinate category provided by the staff list of state body or not below categories B-2, C-2, C-O-1, D-2, D-O-1 or on managerial state positions of the case "A";

3) at least six years of years of service of public service, including at least two years on positions not below the senior commanding structure law-enforcement or the senior officers of special state bodies of the central level;

4) at least six years of length of service in the areas corresponding to the functional directions of specific position of this category including at least two years on positions of heads of the organizations and their deputies; *

5) at least three years of years of service of public service, including at least one year of years of service of public service on positions of the following subordinate category, the provided staff list of state body or not below categories B-2, C-2, C-O-1, D-2, D-O-1 or on managerial state positions of the case "A" in case of completion of training in programs of postgraduate education based on the state order in the organizations of education in case of the President of the Republic of Kazakhstan or in foreign higher educational institutions on the priority specialties approved by the Republican commission on training abroad;

6) at least three years of length of service in the areas corresponding to the functional directions of specific position of the this category in the presence of academic degree of the candidate of science or the doctor of science or the doctor of philosophy (PhD) or the doctor on profile (further - academic degree).*

5. To managerial state positions of category A-2 the following requirements are established:

the higher education;

availability of the following competences: initiative, communicativeness, analyticity, organization, strategic thinking, leadership, ethics, quality orientation, consumer focus, intolerance to corruption;

the work experience shall correspond to one of the following requirements:

1) at least four years of years of service of public service, including at least one year of years of service of public service on positions of the following subordinate category, the provided staff list of state body or not below categories B-3, C-3, C-O-2, D-3, D-O-2 or on managerial state positions of the case "A";

2) at least five years of length of service in the areas corresponding to the functional directions of specific position of this category

including at least one year of years of service of public service on positions of the following subordinate category, the provided staff list of state body or not below categories B-3, C-3, C-O-2, D-3, D-O-2 or on managerial state positions of the case "A";

3) at least five years of years of service of public service, including at least two years on positions not below the senior commanding structure law-enforcement or the senior officers of special state bodies of the central or regional levels;
