According to Item 2 of the decision of the National Security and Defense Council of Ukraine of March 29, 2013 "Questions of the counteraction to threats and mitigation of consequences of emergency situations" enacted by the Presidential decree of Ukraine of May 15, 2013 No. 265, to Item 49 of the Regulations on single state system of civil protection approved by the resolution of the Cabinet of Ministers of Ukraine of January 9, 2014 No. 11 for the purpose of enhancement of interaction of Public service of Ukraine on emergency situations and the State inspection of nuclear regulation of Ukraine during mitigation of consequences of emergency situations of technogenic and natural nature we ORDER:

1. Approve the Instruction about the organization of information exchange of Public service of Ukraine for emergency situations and the State inspection of nuclear regulation of Ukraine in the field of prevention of origin and emergency response which is applied.

2. Department on forming of policy concerning government authorities and monitoring bodies of the Ministry of Internal Affairs being under control of the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the Chairman of Public service of Ukraine on emergency situations Chechetkin N. A. and Chairman of the State inspection of nuclear regulation of Ukraine Bozhko S. G.

The instruction about the organization of information exchange of Public service of Ukraine for emergency situations and the State inspection of nuclear regulation of Ukraine in the field of prevention of origin and emergency response

I. General provisions

1. This Instruction determines the purpose and procedure for exchange of information between GSChS and Gosatomregulirovaniya in the field of prevention of origin and emergency response.

2. Exchange of information between GSChS and Gosatomregulirovaniya on prevention of origin and emergency response (further - exchange of information) will be organized within single state system of civil protection:

at the national level - between the state control center in emergency situations of GSChS and operations duty officers of the Information and crisis center of Gosatomregulirovaniya (further - operations duty officers of IKTs of Gosatomregulirovaniya);

at the regional level - between centers managements in emergency situations (the operational and coordination centers) of territorial authorities of GSChS and regional state inspectorates for nuclear and radiation safety of Gosatomregulirovaniya - territorial authorities of Gosatomregulirovaniya.

3. Information exchange is performed for the purpose of prevention of emergence of emergency situations, minimization of their effects and the organization of the approved emergency response and event which:

fall under operation of the Convention on the operational notification about nuclear accident and the Convention on the help in case of nuclear accident or radiation emergency, including nuclear and radiological accidents in other countries with threat of cross-border or transnational transfer of radioactive materials on the territory of Ukraine;

are determined according to the Qualifier of emergency situations of group of companies 019: 2010, to No. approved by Gospotrebstandart's order of October 11, 2010 457, and to the classification signs of emergency situations approved by the order of the Ministry of Emergency Situations of Ukraine of December 12, 2012 No. 1400, registered in the Ministry of Justice of Ukraine on January 3, 2013 on No. 40/22572, and the Plan of response to radiation accidents approved by Gosatomregulirovaniya's order and the Ministry of Emergency Situations of Ukraine of May 17, 2004 No. 87/211, No. 720/9319 registered in the Ministry of Justice of Ukraine on June 10, 2004.

4. Information exchange happens:

daily by daily provision of information on operational situation in the field of Gosatomregulirovaniya's responsibility;

in case of threat of origin or emergence of emergency situation by the operational mutually notification and further periodic operational informing on succession of events and the course of mitigation of consequences of emergency situations.

II. Daily information exchange

1. The operations duty officer of IKTs Gosatomregulirovaniya every day (to 08:00) sends by e-mail to service of the state control center operational and on duty in emergency situations of GSChS the available operational information about condition of objects of nuclear power of Ukraine.

2. At the request of service of the state control center operational and on duty in emergency situations of GSChS the operations duty officer of IKTs Gosatomregulirovaniya provides by phone explanations on technical aspects of the transmitted data.

3. When carrying out IAEA of recurring inspections of communication with competent national Items of the notification within the Convention on the operational notification on nuclear accident and the Convention on the help in case of nuclear accident or radiation emergency the operations duty officer of IKTs Gosatomregulirovaniya carries out by phone connection test with field service of control center on duty in emergency situations.

III. Operational notification

1. Upon Gosatomregulirovaniya's receipt of information on threat of origin or emergence of emergency situation the operations duty officer of IKTs Gosatomregulirovaniya within 10 minutes orally informs by phone service of the state control center operational and on duty in emergency situations of GSChS, at the same time the accident class is specified if such information already arrived in Gosatomregulirovaniya.

2. Oral informing within 30 minutes is confirmed in writing on the e-mail address of service operational and on duty of the state control center in emergency situations of GSChS or by fax by the standard message in the emergency form (appendix 1). The following messages in case of need can be supplemented with the specified information (appendix 2).

3. If the event, information on which arrives in Gosatomregulirovaniya, is not emergency situation, but Gosatomregulirovaniya makes the decision on partial or complete activation of the IKTs, the operations duty officer of IKTs Gosatomregulirovaniya immediately informs on this decision service of the state control center operational and on duty in emergency situations of GSChS, specifying the activation reason.

4. In case of receipt of the emergency notification the service of the state control center operational and on duty in emergency situations of GSChS makes the decision on reaction and in case of need involvement of divisions of operational rescue service of civil protection to accident liquidation what immediately informs by phone on (or to the fax or on the e-mail address) operations duty officer of IKTs Gosatomregulirovaniya.

5. In case of Gosatomregulirovaniya's receipt from other country or IAEA of written request or the offer on assistance according to the Convention on the help in case of nuclear accident or radiation emergency the operations duty officer of IKTs Gosatomregulirovaniya immediately faxes or on the e-mail address the corresponding copy in service of the state control center operational and on duty in emergency situations of GSChS.

6. In case of the GSChS direction on behalf of Ukraine according to the Convention on the help in case of nuclear accident or radiation emergency the service of the state control center operational and on duty in emergency situations of GSChS sends the corresponding copy to IAEA of request or the offer on assistance to the operations duty officer of IKTs Gosatomregulirovaniya.

7. GSChS performs the notification and informing central and local executive bodies about threat and emergence of emergency situations.

IV. Periodic informing

1. Informing on the course of mitigation of consequences of emergency situation is performed twice a day - till 20:00 as of 18:00 and till 08:00 at 06:00. Information is transferred by e-mail or by fax.

2. In case of expansion in the state control center in emergency situations of GSChS of interdepartmental operational staff of IKTs of Gosatomregulirovaniya keeps in contact with the representative Gosatomregulirovaniya in interdepartmental operational staff.

3. Copies of facsimile messages of IAEA, competent authorities of other countries with information of rather nuclear and radiological accidents with threat of cross-border/transnational transfer of radioactive materials on the territory of Ukraine are immediately transferred to Gosatomregulirovaniya to service of the state control center operational and on duty in emergency situations of GSChS by fax or on the e-mail address.

4. At the request of Gosatomregulirovaniya's GSChS provides by phone explanations concerning the formats of submission of information and technical issues connected with emergency object.

5. In case of need Gosatomregulirovaniya sends by fax or e-mail to service of the state control center operational and on duty in emergency situations of GSChS query (appendix 3) according to radiation monitoring and information on implementation of measures of radiation protection of the population of Ukraine (shelters, evacuation, prohibition/traffic restriction of transport, etc.). The answer goes service of the state control center operational and on duty in emergency situations of GSChS of Gosatomregulirovaniya by fax or e-mail. This information is used by Gosatomregulirovaniya for informing IAEA and other countries within the international convention about the operational notification about nuclear accident.

V. Transfer of operational information

1. Transfer of operational information is performed according to the following numbers:

2. Immediately inform each other with the subsequent modification of the corresponding reference books on changes of contact phone numbers and e-mail addresses GSChS and Gosatomregulirovaniya.

3. The procedure for exchange of information between the operational and coordination centers of territorial authorities of GSChS and regional state inspectorates for nuclear and radiation safety of Gosatomregulirovaniya - territorial authorities of Gosatomregulirovaniya at the regional level is determined by general organizational and administrative acts.
