About introduction of amendments to some orders of the Minister for Culture and Sports of the Republic of Kazakhstan

According to the subitem 2) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Bring the following changes in some orders of the Minister for Culture and Sports of the Republic of Kazakhstan:

1) in the order of the Minister for Culture and Sports of the Republic of Kazakhstan of May 14, 2015 No. 176 "About approval of regulations of the state services in the field of physical culture and sport" (registered in the Register of state registration of regulatory legal acts for No. 11445, published in information system of law of Ad_let of July 13, 2015):

to be reworded as follows the regulations of the state service "Accreditation of Republican and Regional Sports Federations" approved by the specified order according to appendix 1 to this order;

to state the regulations of the state service "Payment of Lifelong Monthly Material Security to Athletes and Trainers" approved by the specified order in edition according to appendix 2 to this order;

regulations of the state service "Assignment of sports ranks: "Honoured Master of Sports of the Republic of Kazakhstan", "world class master of sports of the Republic of Kazakhstan", "Master of Sports of the Republic of Kazakhstan", "The honored trainer of the Republic of Kazakhstan" and qualification categories: the trainer of the highest level of qualification of the highest category, the trainer of the average level of qualification of the highest category, the methodologist of the highest level of qualification of the highest category, the methodologist of the average level of qualification of the highest category, the instructor-athlete of the highest level of qualification of the highest category, the national sports judge of the highest category, the national sports judge", approved by the specified order to state in edition according to appendix 3 to this order;

2) in the order of the Minister for Culture and Sports of the Republic of Kazakhstan of May 14, 2015 No. 181 "About approval of regulations of the state services in the field of lottery activities and gaming" (registered in the Register of state registration of regulatory legal acts for No. 11446, published in information system of law of Ad_let of July 14, 2015):

to be reworded as follows the regulations of the state service "Licensing for Implementation of Type of Activity on the Organization and Carrying Out Lotteries" approved by the specified order according to appendix 4 to this order;

to state the regulations of the state service "Licensing for Occupation Activities of Casino" approved by the specified order in edition according to appendix 5 to this order;

to state the regulations of the state service "Licensing for Occupation Activities of the Slot Machine Hall" approved by the specified order in edition according to appendix 6 to this order;

to state the regulations of the state service "Licensing for Occupation Activities of Bookmaker Office" approved by the specified order in edition according to appendix 7 to this order;

to state the regulations of the state service "Licensing for Occupation Activities of Totalizator" approved by the specified order in edition according to appendix 8 to this order.

2. To committee on cases of sport and physical culture of the Ministry of Culture and sport of the Republic of Kazakhstan (Kanagatov E. B.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction of copies of this order for official publication in information system of law of Ad_let and periodic printing editions on the electronic medium with appendix of the paper copy certified by official stamp;

3) within five working days from the date of receipt of the registered this order the direction of its copies in printing and electronic type certified by official stamp and certified by the digital signature of person, representative to sign this order, for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Culture and sport of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Culture and sport of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister for Culture and Sports of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Accreditation of Republican and Regional Sports Federations"

1. General provisions

1. The state service is Committee on cases of sport and physical culture of the Ministry of Culture and sport of the Republic of Kazakhstan (further - the service provider) according to the Standard of the state service "Accreditation of Republican and Regional Sports Federations" approved by the order of the Minister for Culture and Sports of the Republic of Kazakhstan of April 17, 2015 No. 139, registered in the Register of state registration of regulatory legal acts for No. 11276 (further - the standard).

Reception of an application and issue of result of rendering the state service are performed through:

Non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

the web portal of "the electronic government" www.egov.kz (further - the portal).

2. Form of rendering the state service: electronic (partially automated) and (or) paper.

3. The certificate on accreditation of sports federation, the renewed certificate on accreditation of sports federation, the duplicate of the certificate on accreditation of sports federation is result of the state service (further - the certificate on accreditation).

On the portal receives the notification of the readiness of result of the state service certified by the digital signature (further - the EDS) the authorized officer, for obtaining in the State corporation of result of the state service.

Form of provision of result of rendering the state service: paper.

2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure for rendering the state service are documents from the legal entity (further - uslugopoluchatel), stipulated in Item the 9th standard, accepted by the State corporation or through the portal.

5. Contents of each procedure (action) which is part of process of rendering the state service with indication of accomplishment duration:

1) acceptance and registration of electronic copies of the documents corresponding to Item 9 of the standard, the executive in charge of the service provider implementation by means of information system of monitoring of rendering the state services (further - IS I CAN), in day of receipt of documents (in case of receipt after 18:00 hours, the statement is registered the next working day);

2) after registration of a statement implementation within four calendar days by the executive in charge of preparation of documents of uslugopoluchatel for consideration on commission session about accreditation of sports federations (further - the commission);

3) in case of receipt of documents in the commission consideration of documents and signing of the minutes of the commission within one calendar day;

4) based on the minutes of the commission preparation, signing and registration of the order of the service provider on accreditation of sports federations (further - the order) within three calendar days;

5) based on the approved order signing of the certificate on accreditation within one calendar day;

6) after signing of the certificate on accreditation implementation of its direction in office of the service provider for the subsequent sending to the State corporation and sendings request to IS I CAN within one calendar day.

In case of correctness of registration and completeness of the statement the term of rendering the state service is estimated from the moment of delivery of document package in the State corporation, and also in case of the address on the portal: renewal and (or) issue of the duplicate of the certificate on accreditation - 5 (five) calendar days.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) the registered statement;
