About the organization of project activities in the Government of the Russian Federation

1. Approve enclosed:

Regulations on the organization of project activities in the Government of the Russian Federation;

functional structure of management system project activities in the Government of the Russian Federation;

changes which are made to acts of the Government of the Russian Federation.

2. Recommend to public authorities of subjects of the Russian Federation to organize project activities, being guided by the Provision approved by this resolution.

3. Determine that functions of federal project office are performed by Department of project activities of the Government of the Russian Federation.

4. Agree with the offer of federal state-funded educational institution of the higher education "Russian Presidential Academy of National Economy and Public Administration" about investment of the Scientific and educational center of project management in addition with functions of the center of competences of project management, stipulated in Item the 39th functional structure of management system project activities in the Government of the Russian Federation approved by this resolution.

5. This resolution becomes effective from the date of its official publication, except for:

Item 5 of the Provision approved by this resolution which becomes effective from the date of commissioning of the automated information system of project activities;

Item 24 of the Provision approved by this resolution which becomes effective since July 1, 2017.

Regulations on the organization of project activities in the Government of the Russian Federation

I. General provisions

1. This Provision establishes procedure for the organization of project activities in the Government of the Russian Federation.

2. The terms used in this Provision mean the following:

"project" - complex of the interconnected actions directed to achievement of unique results in the conditions of temporary and resource restrictions;

"program" - complex of the interconnected projects and actions combined by common goal and coordinated jointly for the purpose of increase in general effectiveness and controllability;

"portfolio" - set (list) of projects (programs) combined for the purpose of effective management for achievement of strategic objectives;

"project activities" - the activities connected with initiation, preparation, realization and project completion (programs).

3. By regulatory legal acts of the Government of the Russian Federation features of application of this provision concerning separate types of projects (programs) can be established (projects on capital construction, projects on information technologies, organizational projects, etc.).

4. Realization according to this Provision is subject:

a) determined by presidium of Council in case of the President of the Russian Federation by strategic development and national projects (further - Council) priority projects (programs) for the main directions of strategic development of the Russian Federation (further - the directions);

b) determined by coordinating bodies of federal executive bodies (further - departmental coordinating bodies) departmental projects (programs) performed by federal executive bodies.

5. Management of priority projects (programs) and interaction between project participants (program) is performed with use of the automated information system of project activities.

6. The organizational structure of management system project activities includes:

a) standing bodies of management of project activities which treat:

presidium of Council;

federal project office;

departmental coordinating bodies;

project offices of federal executive bodies (further - departmental project offices);

b) the temporary governing bodies of project activities created for the purpose of projects implementation (programs) which treat:

curators;

project committees;

functional project orderers (programs);

senior officials of projects (programs);

project managers (programs);

administrators of projects (programs);

heads of working bodies of projects (programs);

working bodies of projects (programs);

project participants (programs);

c) the providing and facilitative branches of management of project activities which treat:

public business councils;

expert groups;

center of competences of project management.

7. Functions of governing bodies of project activities of the Government of the Russian Federation are determined by functional structure of management system project activities in the Government of the Russian Federation approved by the order of the Government of the Russian Federation of October 15, 2016 No. 1050 "About the organization of project activities in the Government of the Russian Federation" and are implemented according to this Provision.

II. Initiation of priority projects (programs) and portfolio construction of priority projects (programs)

8. Offers on priority projects (programs) are developed and initiated by federal executive bodies on own initiative, and also according to orders and decisions of the President of the Russian Federation, the Government of the Russian Federation, decisions of presidium of Council and proceeding from the set parameters and priorities for portfolio construction of priority projects (programs).

Offers on priority projects (programs) can be prepared including following the results of holding expert and analytical actions and be initiated by the working groups which are specially created according to the decision of presidium of Council or project committee in the corresponding direction.

Offers on priority projects (programs) can be initiated by the interested authorities of subjects of the Russian Federation, local government bodies, public associations, scientific and other organizations.
