About modification and amendments in the Law of the Republic of Kazakhstan "About the republican budget for 2016-2018"

"Article 1. Approve the republican budget for 2016-2018 according to appendices 1, 2 and 3 respectively, including for 2016 in the following amounts:

1) the income - 7 648 362 885 thousand tenges, including on:

to tax revenues - 3 918 018 771 thousand tenges;

to non-tax receipts - 272 651 673 thousand tenges;

to sales proceeds of fixed capital - 9 504 814 thousand tenges;

to receipts of transfers - 3 448 187 627 thousand tenges;

2) costs - 8 045 742 230 thousand tenges;

3) net budget crediting - 223 163 225 thousand tenges, including:

budget credits - 315 031 873 thousand tenges;

repayment of budget credits - 91 868 648 thousand tenges;

4) balance on transactions with financial assets - 282 143 545 thousand tenges, including:

acquisition of financial assets - 285 913 545 thousand tenges;

sales proceeds of financial assets of the state - 3 770 000 thousand tenges;

5) budget deficit-902 686 115 thousand tenges, or percent 2,0 to country gross domestic product;

6) budget deficit financing - 902 686 115 thousand tenges.

Article 2. Provide in the republican budget for 2016 of receipt of the rents for use of the Russian Federation of the Baikonur complex in the amount 40 069 888 thousand tenges and proving grounds in the amount of 7 325 376 thousand tenges.";

"Article 9. Provide in the republican budget for 2016 the size of the guaranteed transfer from National fund of the Republic of Kazakhstan in the amount of 2 479 726 312 thousand tenges.

Article 10. Provide in the republican budget for 2016 target transfer from National fund of the Republic of Kazakhstan in the amount of 752 848 832 thousand tenges on the purposes determined by the Presidential decree of the Republic of Kazakhstan.

Distribution and (or) procedure for use of target transfer from National fund of the Republic of Kazakhstan are determined based on the decision of the Government of the Republic of Kazakhstan.";

To add 3) with Article 13-1 of the following content:

"Article 13-1. Determine that since January 1, 2016 requirements of the Government of the Republic of Kazakhstan for the public educational and student's credits in cases of death of the borrower or the announcement his dead stop.";

8) implementation of the Actions plan on providing the rights and improvement of quality of life of disabled people in the Republic of Kazakhstan for 2012-2018;

9) services in replacement and setup of speech processors to cochlear implants;

10) carrying out preventive disinsection and deratization (except for disinsections and deratization in the territory of the natural centers of infectious and parasitic diseases, and also in the centers of infectious and parasitic diseases);

11) support of private entrepreneurship in regions.";

"Article 15-1. Distribution of target current transfers regional budgets, budgets of the cities of Astana and Almaty for 2016 is determined based on the decision of the Government of the Republic of Kazakhstan on:

1) conducting exercises on actions in case of threat and emergence of crisis situation;

2) training of staff of administrative police of law-enforcement bodies;

3) content of divisions of local executive bodies of agro-industrial complex;

4) subsidizing of costs of processing enterprises for purchase of agricultural products for production of products of its deep conversion;

5) subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production;

6) compensation of part of the expenses incurred by the subject of agro-industrial complex in case of investment investments;

7) subsidizing within guaranteeing and loans insurance of subjects of agro-industrial complex;

8) subsidizing to procurement organizations in the field of the agro-industrial complex of tax amount on value added paid to the budget within the estimated value added tax;

9) subsidizing of interest rate for credit and leasing obligations within the direction on financial improvement of subjects of agro-industrial complex;

10) subsidizing of rates of remuneration when crediting, and also leasing for acquisition of farm animals, the equipment and processing equipment;

11) content of the number of staff of authorized body on control of use and protection of lands;

12) increase in the pay level of work of administrative government employees;

13) ensuring economic stability;

14) ensuring compensation of losses of local budgets;

15) content of the number of staff of departments of civil registration;

16) implementation of the state educational order in the preschool organizations of education;

17) creation of digital educational infrastructure;

18) increase in the state educational order at training of specialists in the organizations of technical and professional education;

19) increase in the size of grants by the student in the organizations of technical and professional education based on the state educational order of local executive bodies;

20) transition to new model of wages system of the civil servants financed from local budgets and also payment of the monthly allowance to them for special working conditions to official pay rates;

21) introduction of standards of rendering special social services;

22) placement of the state social order in non-governmental organizations;

23) the organization and carrying out exploration on underground waters for economic and drinking water supply of settlements;

24) content of the number of staff of the local executive bodies exercising control of safe operation of dangerous technical devices of objects of housing and communal services;

25) financing of priority projects of transport infrastructure;

26) seizure of land for the state needs;

27) content of the number of staff of local executive bodies for architecture, town planning, construction and the state architectural construction supervision;

28) subsidizing of cost of services in supply of drinking water from especially important group and local water supply systems which are uncontested sources of drinking water supply.";

Article 16-1, 21, 23 and 25 to state 6) in the following edition:

"Article 16-1. Provide in the republican budget for 2016 within expenses of the Ministry for Investments and Development of the Republic of Kazakhstan means in the amount of 18 733 601 thousand tenges for transfer to "Housing Construction Savings Bank of Kazakhstan" joint-stock company on payment of compensations for deposits to housing construction savings at the expense of target transfer from National fund of the Republic of Kazakhstan.";

"Article 21. Approve reserve of the Government of the Republic of Kazakhstan for 2016 in the amount of 240 162 589 thousand tenges, including special reserve in the amount of 87 300 000 thousand tenges.";

"Article 23. Provide in the republican budget for 2016 622 318 thousand tenges for repayment and servicing of the loans guaranteed by the state.";

"Article 25. Set limit of government debt for December 31, 2016 in the amount of 9 570 000 000 thousand tenges.";

Appendices 1 and 4 to the specified Law to state 7) in edition according to appendices 1 and 2 to this Law.

Article 2. This Law becomes effective since January 1, 2016.
