About approval of requirements to anti-terrorist security of objects (territories) which are under authority of the Ministry of Natural Resources and Environmental Protection of the Russian Federation, Federal Nature Management Supervision Service, Federal Service for Hydrometeorology and Environmental Monitoring, Federal Agency for Subsoil Management, Federal Agency for Water Resources, Federal Forestry Agency and also the organizations subordinated to them, and form of the material safety data sheet of such objects (territories)
According to item 4 of part 2 of article 5 of the Federal law "About Counteraction to Terrorism" Government of the Russian Federation decides:
1. Approve enclosed:
requirements to anti-terrorist security of objects (territories) which are under authority of the Ministry of Natural Resources and Environmental Protection of the Russian Federation, Federal Nature Management Supervision Service, Federal Service for Hydrometeorology and Environmental Monitoring, Federal Agency for Subsoil Management, Federal Agency for Water Resources, Federal Forestry Agency and also the organizations subordinated to them;
2. To perform financial provision of the actions connected with implementation of this resolution within the budgetary appropriations provided to the Ministry of Natural Resources and Environmental Protection of the Russian Federation, Federal Nature Management Supervision Service, Federal Service for Hydrometeorology and Environmental Monitoring, Federal Agency for Subsoil Management, Federal Agency for Water Resources, Federal Forestry Agency in the federal budget for the corresponding financial year and planning period.

1. These requirements establish complex of the actions aimed at providing anti-terrorist security of complexes technologically and technically the buildings connected among themselves, structures, constructions and systems, certain buildings, structures and constructions (further - objects (territories), being under authority of the Ministry of Natural Resources and Environmental Protection of the Russian Federation, Federal Nature Management Supervision Service, Federal Service for Hydrometeorology and Environmental Monitoring, Federal Agency for Subsoil Management, Federal Agency for Water Resources, Federal Forestry Agency, their territorial authorities and organizations subordinated to them (further - bodies (organizations).
2. These requirements do not extend to objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation.
3. The list of objects (territories) which are subject to anti-terrorist protection is determined by the Ministry of Natural Resources and Environmental Protection of the Russian Federation, the Federal Services and federal agencies subordinated to the Ministry.
Object (territory) can not be included in the specified list if object (territory) is in the territory of the closed administrative-territorial education or the number of workers of object (territory) does not exceed 5 people.
4. The decision on inclusion of object (territory) in the list, stipulated in Item 3 these requirements, is accepted:
a) concerning the functioning (operated) objects (territories) - within 30 days from the date of approval of these requirements;
b) when commissioning new object (territory) - within 30 days from the date of the end of necessary actions for its commissioning.
5. These requirements have general character in questions of equipping of objects (territories) technical means of protection. The choice and equipping of objects (territories) specific types of means of technical reinforcement and technical means of protection are determined in the specification on designing of technical means of protection depending on category of object (territory).
6. Responsibility for anti-terrorist security of objects (territories) is conferred on heads of bodies (organizations) under which authority objects (territories) are, and also on officials of such bodies (organizations) performing management of activities of workers on objects (territories) (further - the head of object). For direct accomplishment of actions for anti-terrorist security of object (territory) the order of the head of object appoints one of deputy managers of object.
7. For the purpose of establishment of the differentiated requirements to anti-terrorist security of objects (territories) depending on the degree of threat to making of act of terrorism and possible effects of its making and based on assessment of condition of security of object (territory), its importance for infrastructure and life support and degree of potential danger of making of act of terrorism categorization of objects (territories) is carried out.
Categorization is performed concerning the functioning (operated) objects (territories), in case of input of objects (territories) in operation, and also in case of change of characteristics of objects (territories) which can influence change of earlier appropriated category.
8. The degree of threat to making of act of terrorism is determined based on data on situation around arrangement of object (territory), about possible threats of making of acts of terrorism, and also about the acts of terrorism committed and prevented around arrangement of object (territory).
Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators about the number of people who can die or receive harm to health, and about possible material damage.
9. For implementation of categorization of object (territory) no later than one month from the date of its inclusion in the list, stipulated in Item 3 these requirements, the decision of the head of body (organization) under which authority object (territory) is appoints the commission on inspection and categorization of object (territory) (further - the commission).
10. The commissions are included authorized employees of body (organization) under which authority object (territory), workers of this object (territory), representatives of territorial authority of safety and territorial authority of the Federal Service of troops of national guard of the Russian Federation or division of private security of troops of national guard of the Russian Federation is (under approval).
The commissions can be involved experts from number of persons employed of the specialized organizations in the field of designing and operation of the technological systems and the specialized organizations having the right to perform examination of safety of objects (territories).
The head of object or its deputy responsible for anti-terrorist security of object (territory) heads the commission.
11. During the work the commission:
a) conducts examination of object (territory) regarding condition of its anti-terrorist security;
b) studies constructive and technical characteristics of object (territory), the organization of its functioning, the operating measures for ensuring safe functioning of object (territory);
c) determines the degree of threat to making of act of terrorism on object (territory), degree of potential danger of making of act of terrorism, the importance of object (territory) for infrastructure and life support, and also possible effects of making of act of terrorism;
d) determines potentially dangerous sites of object (territory), making of act of terrorism on which can lead to emergence of emergency situations with dangerous social and economic effects, and (or) critical elements of object (territory), making of act of terrorism on which can lead to the termination of normal functioning of all object (territory), its damage or accident on it;
e) determines category of object (territory) or confirms (changes) earlier appropriated category;
e) determines actions for ensuring anti-terrorist security of object (territory) taking into account category of object (territory), and also terms of implementation of the specified actions taking into account amount of planned activities and sources of financing.
12. Depending on the degree of threat to making on objects (territories) of acts of terrorism and possible effects of their making and taking into account assessment of condition of security of objects (territories) the following categories of objects (territories) are established:
a) objects (territories) of the first category:
potentially dangerous objects (territories) - objects (territories) on which buildings and constructions of the increased level of responsibility or perhaps simultaneous stay more than 5 thousand people are located and making of act of terrorism on which can lead to emergence of emergency situations with dangerous social and economic effects;
objects (territories), making of act of terrorism on which can lead to emergence of emergency situations with dangerous social and economic effects, at the same time the predicted quantity injured with making of act of terrorism on these objects (territories) are constituted by more than 50 people and (or) the predicted size of material damage - more than 5 million rubles;
b) objects (territories) of the second category - objects (territories), the predicted quantity injured with making of act of terrorism on which are constituted by from 10 to 50 people and (or) the predicted size of material damage - from 100 thousand rubles to 5 million rubles;
c) objects (territories) of the third category - objects (territories), the predicted quantity injured with making of act of terrorism on which are constituted by less than 10 people and (or) the predicted size of material damage - less than 100 thousand rubles.
13. Results of work of the commission are drawn up by the act of inspection and categorization of object (territory) which is signed by all members of the commission, affirms the head of relevant organ (organization) no later than one month from the date of creation of the commission.
The act of inspection and categorization of object (territory) is integral part of the material safety data sheet of object (territory).
14. The act of inspection and categorization of object (territory) shall include results of assessment of condition of anti-terrorist security of the object (territory) which is subject to anti-terrorist protection.
The explanatory note in which all) (territory) data collected about object which are subject to the subsequent entering into the material safety data sheet of object (territory) are introduced is attached to the act of inspection and categorization of object (territory) (with the description of the proving calculations and researches).
In case of insufficiency of the measures of anti-terrorist security realized on object (territory) the commission develops the recommendations about their strengthening attached to the act of inspection and categorization of object (territory).
15. In case of disagreements between members of the commission during creation of the act of inspection and categorization of object (territory) the members of the commission not concordant with the made decision sign the act of inspection and categorization of object (territory) with statement in writing of the special opinion which joins the specified act.
The head of body (organization) who appointed the commission considers the prepared act of inspection and categorization of object (territory) and makes the decision on its approval or completion.
16. The act of inspection and categorization of object (territory) is constituted in 2 copies.
The first copy is stored at the head of object together with the first copy of the material safety data sheet of object (territory), the second copy goes to the Ministry of Natural Resources and Environmental Protection of the Russian Federation.
17. The decision of the head of object concerning object (territory) according to the act of its inspection and categorization develops the list of actions for ensuring its anti-terrorist security taking into account degree of potential danger and threat of making of acts of terrorism, and also forecast amount of expenses on accomplishment of the relevant activities and sources of financing which affirms the head of body (organization) under whose authority object (territory) is.
Date of completion of the specified actions taking into account amount of planned activities cannot exceed 24 months from the date of inclusion of object (territory) in the list of objects (territories), stipulated in Item 3 these requirements.
18. Anti-terrorist security of objects (territories) is provided by implementation of actions for the purpose of:
a) hindrances to illegal penetration on objects (territories) that is reached by means of:
establishments of the throughput and inside modes;
providing the established requirements for technical equipment and reinforcement of objects (territories);
holding other actions directed to the prevention and control of offenses and administrative offenses on objects (territories);
b) identifications of potential violators of the modes set on objects (territories) and (or) signs of preparation or making of act of terrorism that is reached by means of:
strict observance on objects (territories) of the throughput and inside modes;
control of the current situation on objects (territories) and the adjacent territory regarding identification of strangers and suspicious objects, persons performing observation of objects (territories), collection of data on objects (territories);
the permanent analysis of the arriving information on socio-political, criminogenic situation in the region, data on threats of making or on making of acts of terrorism in the territory of the region;
c) suppression of attempts of making of acts of terrorism on objects (territories) that is reached by means of:
holding special occupations with workers of objects (territories) about operations procedure in case of signs of making of act of terrorism or emergence of threat of its making;
interactions with territorial authorities of safety and territorial authorities of the Ministry of Internal Affairs of the Russian Federation and the Federal Service of troops of national guard of the Russian Federation, and also with divisions of protection of objects (territories) concerning anti-terrorist security;
constant control behind established procedure of access to objects (territories) of visitors and vehicles;
d) minimization of possible effects and liquidation of threats of acts of terrorism on objects (territories) that is reached by means of:
ensuring sufficient level of training of workers of objects (territories) concerning anti-terrorist security of objects (territories);
strict observance of these requirements;
timely informing bodies (organizations) under which authority objects (territories), territorial authorities of safety and territorial authorities of the Ministry of Internal Affairs of the Russian Federation and the Federal Service of troops of national guard of the Russian Federation about threat of making or about making of act of terrorism are;
operational notification and carrying out evacuation of workers and visitors of objects (territories);
harmonious interaction in work with territorial authorities of safety, territorial authorities of the Ministry of Internal Affairs of the Russian Federation, the Federal Service of troops of national guard of the Russian Federation and the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, and also with divisions of protection of objects (territories).
19. For the purpose of providing necessary degree of anti-terrorist security of objects (territories) taking into account the category appropriated to them the following events are performed:
a) concerning objects (territories) of the third category:
the organization of protection of object (territory) with use of technical means;
providing technical reinforcement of buildings, structures and constructions;
organization of the inside mode;
the equipment of buildings, structures and constructions, including perimeter of object (territory), technical systems of the security and alarming alarm system;
equipment of buildings, structures and constructions technical systems of the fire alarm;
equipment of buildings, structures and constructions system of video surveillance (security television);
training of workers of object (territory) for actions in the conditions of threat of making and when making act of terrorism;
exchange of information and the operational notification of territorial authorities of safety, territorial authorities of the Ministry of Internal Affairs of the Russian Federation, the Federal Service of troops of national guard of the Russian Federation and the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response about threat of making and (or) about making of act of terrorism, and also about actions for minimization and (or) mitigation of consequences of making of act of terrorism;
conducting joint exercises (trainings) with territorial authorities of safety and territorial authorities of the Ministry of Internal Affairs of the Russian Federation and the Federal Service of troops of national guard of the Russian Federation (under approval) on working off of actions in case of receipt of information on threat of making or about making on object (territory) of act of terrorism;
b) concerning objects (territories) of the second category in addition to the actions provided by the subitem "an" of this Item:
the organization of physical protection of object (territory) with use of special means;
organization of access control;
equipment of barrier of perimeter of object (territory);
equipment of the control system of management of access;
equipment of security lighting;
equipment of the warning system (notice);
c) concerning objects (territories) of the first category in addition to the actions provided by subitems "an" and "b" of this Item:
organization of armed security forces of object (territory);
the equipment of entrances (roads, sites of the area) to perimeter of object (territory) and (or) check-points through which the break of vehicles, can be made by anticollision devices and other protecting constructions.
20. The head of object can make the decision on use of measures of anti-terrorist security of object (territory) for higher category.
21. The system of anti-terrorist security of objects (territories) shall provide opportunity:
a) checks at persons which are on objects (territories), the documents proving their identity and also the documents granting the right to entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;
b) carrying out survey and examination of vehicles in case of their entrance (departure);
c) detention and delivery to the office of law-enforcement body of persons who committed crimes or administrative offenses;
d) uses of physical force, special means and firearms in cases and according to the procedure which are established by the legislation of the Russian Federation;
e) free entrance to rooms of objects (territories) and their survey in case of prosecution of persons which illegally got on objects (territories) and also for detention of persons suspected of making of crimes;
e) operational mitigation of consequences of acts of terrorism.
22. Engineering protection of objects (territories) is performed according to the Federal Law "The Technical Regulation about Safety of Buildings and Constructions" at all stages of their functioning (designing (including researches), construction, installation, adjustment, operation, reconstruction, capital repairs and utilization (demolition).
The greatest density of technical means of protection is created on the directions conducting to critical elements of object (territory) on difficult looked through sites of perimeter and in weak spots of object (territory).
23. In case of receipt of information on threat of making of act of terrorism the head of object provides:
a) implementation of actions for providing the corresponding mode of strengthening of counteraction to terrorism for the purpose of timely and adequate response to the arising terrorist threats, preventions of making of the acts of terrorism directed against object (territory);
b) the notification of persons which are on object (territory) about threat of making of act of terrorism;
c) evacuation of people;
d) protection strengthening, and also throughput and inside modes;
e) the organization of access of operational divisions of territorial authorities of safety, territorial authorities of the Ministry of Internal Affairs of the Russian Federation, the Federal Service of troops of national guard of the Russian Federation and the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on object (territory).
24. The modes of strengthening of counteraction to terrorism provide accomplishment of the actions provided by these requirements depending on the degree of threat to making of act of terrorism and its possible effects, the level of terrorist danger entered within subjects of the Russian Federation and on certain sites of the territory the Russian Federation (objects) according to Procedure for establishment of the levels of terrorist danger providing acceptance of additional measures for safety of the personality, society and state, the approved Presidential decree of the Russian Federation of June 14, 2012 No. 851 "About procedure for establishment of the levels of terrorist danger providing acceptance of additional measures for safety of the personality, society and state".
25. Information on threat of making or on making of act of terrorism on object (territory) (including anonymous nature) without delay goes the head of object or person authorized by it by means of the means of communication which are available at its order to territorial authorities of safety, territorial authorities of the Ministry of Internal Affairs of the Russian Federation, the Federal Service of troops of national guard of the Russian Federation and the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, and also body (organization) under which authority object (territory) is.
26. In case of submission of information by telephone communication or radio communication person transferring information tells the surname, the name, middle name (in the presence), the position, the name of object (territory), and also gives the available information on threat of making or on making of act of terrorism on object (territory). At the same time the transfer fact, date and time of information transfer by available means audio-and (or) videos, program and (or) technical means is fixed.
27. The storage duration of the data carriers confirming the fact of its transfer, and also date and time of information transfer constitutes at least one month.
28. Control of system of ensuring anti-terrorist security of objects (territories) is exercised at the object and departmental levels.
29. Object control of anti-terrorist security of object (territory) is exercised by the head of object or person authorized by it.
30. Control over the implementation of requirements to anti-terrorist security on object (territory) at the departmental level is exercised by governing bodies of body (organization) under which authority object (territory), in the form of scheduled and unscheduled inspections is.
31. Scheduled inspections of anti-terrorist security of object (territory) are carried out at least once in 3 years according to the scheduled plan of conducting planned inspections developed by officials of body (organization) under which authority object (territory), responsible for holding actions for anti-terrorist security of objects (territories), and the approved head of this body (organization), and also after completion date of earlier issued specifying about elimination of the revealed violation of mandatory requirements is.
32. The head of object is notified by relevant organ (organization) not later than 30 days prior to its carrying out by means of the direction of the copy of the order (order) of relevant organ (organization) on conducting planned inspection.
33. Unscheduled inspections of anti-terrorist security of object (territory) are carried out according to the decision of heads of body (organization) under which authority object (territory), and (or) higher body (organization) is in case of receipt of information on non-compliance on subject (territory) of requirements to anti-terrorist security, and also after updating of the material safety data sheet of object (territory).
34. The list of the officials authorized on conducting checks of anti-terrorist security of objects (territories) is determined by relevant organ (organization).
35. The term of conducting checks of anti-terrorist security of object (territory) cannot exceed 10 working days.
36. Results of carrying out scheduled and unscheduled inspections are drawn up by the inspection statement of object (territory) with reflection of condition of anti-terrorist security of object (territory) in it, offers on elimination of the revealed shortcomings and terms of their elimination.
37. Remedial action, the objects (territories) revealed during scheduled and unscheduled inspections of anti-terrorist security, is performed by management of these objects (territories).
38. After elimination of the revealed shortcomings specified in inspection statements of anti-terrorist security of object (territory), the head of object within 15 days informs the body (organization) performing on accomplishment of actions for ensuring anti-terrorist security of object (territory).
39. On each object (territory) according to the act of inspection and categorization of object (territory) the material safety data sheet of object (territory) is developed.
The material safety data sheet of object (territory) is the directory document reflecting condition of anti-terrorist security of object (territory) and contains list of actions for the prevention (suppression) of making of act of terrorism on object (territory) and minimization (liquidation) of effects of making of act of terrorism on object (territory).
40. The material safety data sheet of object (territory) is the document containing office information of limited distribution and has mark "For office use" if the security classification is not appropriated to it.
The decision on assignment to the material safety data sheet of security classification is made in accordance with the legislation of the Russian Federation.
41. The material safety data sheet of object (territory) is constituted by the head of object or person authorized by it and affirms the Minister of Natural Resources and Environmental Protection of the Russian Federation (the head of federal executive body subordinated to the Ministry) or the official authorized by it.
42. The material safety data sheet of object (territory) is constituted in 2 copies and approved (including in case of its updating) with heads of territorial authority of safety and territorial authority of the Federal Service of troops of national guard of the Russian Federation or division of private security of troops of national guard of the Russian Federation in the location of object (territory).
43. The first copy of the material safety data sheet of object (territory) is stored on object (territory), the second copy goes to the Ministry of Natural Resources and Environmental Protection of the Russian Federation (federal executive body subordinated to the Ministry), the copy (the electronic copy) of the material safety data sheet of object (territory) goes to territorial authority of safety in the location of object (territory).
44. Updating of the material safety data sheet of object (territory) is performed according to the procedure, provided for its development, at least once in 5 years, and also within 30 days from the date of change of the main destination of object (territory), total area of object (territory) and its perimeter, quantity of potentially dangerous and critical elements of object (territory), forces and the funds raised for ensuring anti-terrorist security of object (territory), and also measures for physical and technical protection of object (territory).
