RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About approval of the Basic rules of flights of aircraft in airspace of the Republic of Uzbekistan

(as amended of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 08.05.2020 No. 271)

According to article 2 of the Air code of the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Approve the Basic rules of flights of aircraft in airspace of the Republic of Uzbekistan according to appendix.

2. To the Ministry of Defence of the Republic of Uzbekistan and State inspectorate of the Republic of Uzbekistan for supervision of safety of flights in two-month time to bring the regulatory legal acts adopted by them into accord with this resolution.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

The basic rules of flights of aircraft in airspace of the Republic of Uzbekistan

Chapter 1. General provisions

1. These Basic rules establish the general procedure for the organization and accomplishment of flights, servicing and air traffic control of aircrafts of experimental, state and civil aviation guaranteeing safety of flights.

§ 2. Determinations

3. In these Basic rules the following concepts are applied:

absolute height - distance down from the average level of the sea (MSL) to the level of point or object accepted for point;

the emergency notification - the services provided for the notification of the relevant organizations on the aircrafts needing the help of search and rescue services;

aviation personnel - persons whose activities are connected with the organization, accomplishment and ensuring flights, and also with servicing of air traffic;

aviation works - the specialized transactions which are carried out on commercial basis by means of aircraft for the purpose of ensuring engineering or transport production processes of the companies, organizations, organizations and citizens (customer) including for carrying out experimental and research works, sanitary and nature protection actions, delivery of health care to the population, natural disaster response, accidents and catastrophic crashes;

atmospheric pressure in airfield (pressure in airfield) - value of atmospheric pressure in millimeters of mercury (mm Hg), in millibars (Mbar) or hectopascals (GPA) at the level of runway threshold;

airfield - specially equipped site terrestrial or surface of the water with the buildings located on it, constructions and the equipment, intended fully or partially for arrival, departure or movement on this surface of aircrafts;

airfield mountain - the airfield located on the area with the crossed relief and relative excesses from 500 m (1650 ft) and more in radius of 25 km (14 m of miles) of rather control point of airfield and also the airfield located at the height of 1000 m (3300 ft) and more above sea level;

airfield temporary - the airfield intended for ensuring flights of aircrafts during certain period of year and which does not have fixed constructions and the equipment, but being subject to accounting and registration in accordance with the established procedure;

airfield movement - all movement on airfield maneuvering areas, and also flights of all aircrafts around airfield (zone of take off and landing);

airfield dispatching servicing - dispatching servicing of airfield movement;

aeronautical information - information obtained as a result of selection, the analysis and formatting of aeronautical data;

aerostat - type of aircraft which carrying power is based on aero static or at the same time aero static and aerodynamic principles which are subdivided on managed (the airship, balloon), uncontrollable (free flight) with cover in the form of sphere (stratosphere balloons, radiosondes, spheres pilots) and fastened;

airline hub - close located airfields, the organization and accomplishment of flights, and also the Department of Internal Affairs/the Department of Internal Affairs in which require special approval and coordinating;

barometric height - the atmospheric pressure expressed in sizes of the absolute height corresponding to this pressure on the standard atmosphere;

safe flight altitude - minimum admissible flight altitude guaranteeing the aircraft against collision with land (water) surface or obstacles in it;

the bezoriyentirny area - the area with uniform background (taiga, the steppe, the desert, the tundra, big forests, and also the low-inspected areas) for which there are no accurate maps;

the unmanned aerial vehicle (UAV) - the aircraft which carries out flight without pilot onboard or completely remotely is controlled from other place, or is programmed and is completely autonomous in flight (except for models of aircrafts, etc.);

bumpiness - the chaotic movement of the aircraft arising when flying in the turbulent atmosphere (bumpiness is considered weak when the surplus of overload reaches no more than ± 0.5 g, moderated - to ± 1.0 g, strong - more than ± 1.0 g; in landing configuration: moderated - ± 0.3 - 0.4 g, strong - more than ± 0.4 g);

vektoreniye - ensuring radar targeting of aircrafts by means of specifying of certain rates (trajectories) on the basis of use of watch system of Department of Internal Affairs;

helidrome - the airfield or certain site of surface on construction intended fully or partially for arrival, departure and movement of helicopters on this surface;

the helicopter - the aircraft is heavier than air which is supported in flight generally due to reaction of air with one or several bearing screws rotated by the power plant around the axes which are approximately in vertical position;

rise of aerostat - movement of aerostat in air in case of which there is increase in height of its flight;

take-off of the aircraft - the flight stage including running start and separation with the subsequent ascent on which transition to flight configuration comes to an end;

landing strip - the certain rectangular site of overland airfield prepared for take off and landing of aircrafts;

visibility - the opportunity determined by atmospheric conditions and expressed in terms of distance to see and identify noticeable dark objects in the afternoon and the noticeable lit objects at night;

visibility on the runway (visibility range on the runway) (RVR) - distance within which of cabin of the aircraft which is on the axial line of the runway it is possible to see marking signs on the surfaces of the runway or fires limiting the runway or designating the axial line;

visual flight - the flight which is carried out in conditions when the space provision and the location of the aircraft of rather natural horizon and terrestrial (light) reference points, and also its relative positioning across and verticals in relation to other aircrafts, objects and obstacles are determined by crew visually;

visual weather conditions - the weather conditions expressed in sizes of visibility range, distances to clouds and height of the lower bound of the clouds corresponding to the established minima or exceeding them;

visual landing approach - continuation of landing approach on devices when part of the scheme or all scheme of landing approach on devices is not complete, and landing approach is performed in case of visual contact with the runway and/or its reference points;

the airway - controlled airspace (or its part) in the form of corridor;

air traffic - all aircrafts which are in flight or moving on the airfield maneuvering area;

airspace of border strip - the airspace of the Republic of Uzbekistan located over the overland and water territory adjacent to Frontier of the Republic of Uzbekistan 25 km wide (14 m of miles);

airspace of the Republic of Uzbekistan - the space over the territory and territorial waters of the state which is under its exclusive jurisdiction;

the aircraft - any aircraft supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from the land surface;

the aircraft - the violator - the aircraft which broke Frontier of the Republic of Uzbekistan or allowed violation of procedure for use of airspace of the Republic of Uzbekistan;

the temporary mode - the special procedure for use of airspace determined by complex of actions of the top military commander of air defense and the Air Force aimed at safety of especially important flights and other activities in the specified area in the territory of the Republic of Uzbekistan;

time of flight of the aircraft - the period from the moment of aircraft start of motion in case of take-off or separation from the land surface in case of vertical take-off until the end of its run when landing or contacts of the land surface in case of vertical landing;

height of the lower bound of clouds - distance down between land surface or waters and the lower bound of the lowest layer of clouds, the being lower than 6000 m (20000 ft) and closing more than a half of the sky;

transition height - height established around airfield for transfer of scale of pressure of the barometric altimeter into value of the standard atmospheric pressure (QNE) in case of set of the set echelon;

flight altitude - the general term meaning distance down from certain level to the aircraft (object);

flight altitude true - flight altitude from point level on the land (water) surface which is directly under the aircraft;

flight altitude relative - flight altitude from the level of conditionally chosen point;
