About modification and amendments in the order of the acting minister of health care and social development of the Republic of Kazakhstan of July 31, 2015 No. 647 "About approval of the state obligatory standards and standard professional training programs on medical and pharmaceutical specialties"
According to Item 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" I ORDER:
1. Bring in the order of the acting minister of health care and social development of the Republic of Kazakhstan of July 31, 2015 No. 647 "About approval of the state obligatory standards and standard professional training programs on medical and pharmaceutical specialties" (No. registered in the Register of state registration of regulatory legal acts 12007, published in information system of law of Ad_let of September 9, 2015), the following changes and amendments:
state Item 1 in the following edition:
"1. Approve:
1) the state obligatory standard of doctoral studies on medical specialties according to appendix 1 to this order;
2) the state obligatory standard of doctoral studies on pharmaceutical specialties according to appendix 2 to this order;
3) the state obligatory standard of magistracy on medical specialties according to appendix 3 to this order;
4) the state obligatory standard of magistracy on pharmaceutical specialties according to appendix 4 to this order;
5) the state obligatory standard of residency on medical specialties according to appendix 5 to this order;
5-1) state obligatory standard of bachelor degree on pharmaceutical specialty according to appendix 5-1 to this order;
5-2) state obligatory standard of technical and professional education on medical specialties according to appendix 5-2 to this order;
5-3) state obligatory standard of technical and professional education on pharmaceutical specialty according to appendix 5-3 to this order;
6) the standard professional training program on medical and pharmaceutical specialties of doctoral studies according to appendix 6 to this order;
7) the standard professional training program on medical and pharmaceutical specialties of magistracy according to appendix 7 to this order;
8) the standard professional training program on medical specialties of residency according to appendix 8 to this order;
8-1) standard professional training program on pharmaceutical specialty of bachelor degree according to appendix 8-1 to this order;
8-2) standard professional training program on medical and pharmaceutical to specialties of technical and professional education according to appendix 8-2 to this order";
in the State obligatory standard of doctoral studies on medical specialties approved by the specified order:
be reworded as follows appendix 1 according to appendix 1 to this order;
in the State obligatory standard of doctoral studies on pharmaceutical specialties approved by the specified order:
be reworded as follows appendix 1 according to appendix 2 to this order;
in the State obligatory standard of magistracy on medical specialties approved by the specified order:
be reworded as follows appendix 1 according to appendix 3 to this order;
in the State obligatory standard of magistracy on pharmaceutical specialties approved by the specified order:
be reworded as follows appendix 1 according to appendix 4 to this order;
in the Standard professional training program on medical specialties of the residency approved by the specified order:
be reworded as follows appendix 15 according to appendix 5 to this order;
be reworded as follows appendix 37 according to appendix 6 to this order;
add with appendices 5-1, 5-2, 5-3, 8-1 and 8-2 according to appendices 7, of 8, of 9, 10 and 11 to this order.
2. To provide to department of science and human resources of the Ministry of health and social development of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within five working days from the date of receipt of the registered this order the direction in one copy of its copy in printing and electronic type in the state and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;
4) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan;
5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.
3. To impose control of execution of this order on the Vice-Minister of health and social development of the Republic of Kazakhstan Birtanov E. A.
4. This order becomes effective after ten calendar days after day of its first official publication.

The state obligatory standard of bachelor degree on pharmaceutical specialty
Chapter 1. General provisions
1. This state obligatory standard of bachelor degree on pharmaceutical specialty 5B110300 - "Pharmacy" (further - GOSO) is developed according to Item 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and determines requirements to level of training of students, education content, the maximum amount of academic load of students in higher educational institutions (further - HIGHER EDUCATION INSTITUTION), irrespective of their type, type and patterns of ownership, and also training language.
In this GOSO the following terms and their determinations are applied:
1) the qualification characteristic - knowledge, ability and skills necessary for effective implementation of professional activity in health care system and social development;
2) qualification requirement - knowledge, ability and skills necessary for effective implementation of professional activity in health care system and social development;
3) the thesis (project) - the final work representing generalization of results of independent studying by the student of urgent problem of the corresponding industry;
4) the individual curriculum (further - IUP) - the curriculum of the student which is independently created by it for each academic year by means of edvayzer based on the standard curriculum and the catalog of elective disciplines;
5) the higher pharmaceutical education - the professional training program of the higher education directed to training of specialists with assignment of qualification on the corresponding specialty;
6) professional competence - knowledge, ability and skills necessary for effective implementation of professional activity in health care system;
7) obligatory component (further - OK) - the list of subject matters and the corresponding minimum amounts of the credits established by the standard curriculum and studied by students without fail according to the training program;
8) the working curriculum (further - RUP) - the educational document developed by the organization of education independently on the basis of the standard curriculum;
9) department of registration - the service which is engaged in registration of all history of educational achievements of the student and providing the organization of all types of control of knowledge and calculation of its academic rating;
10) component for choice - the list of subject matters of the corresponding minimum amounts of the credits (or the class periods) offered by higher educational institutions, independently chosen by students in any academic period taking into account their prerekvizit and post-details;
11) transcript (Transcript) - the document, the established form, the containing list of the passable disciplines for the corresponding period of training with indication of the credits and estimates in alphabetic and digital expression;
12) the standard training program (TUPR) - the educational document of discipline OK of the standard curriculum of specialty which determines content amount, recommended literature and affirms authorized body in the field of health care;
13) the standard curriculum (further - TUPL) - the educational document developed on the basis of the Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan and GOSO, regulating structure and amount of the educational program for cycles of disciplines with indication of the list and the minimum amount of the credits of disciplines OK and all types the practician, final assessment approved by authorized body in the field of health care;
14) the catalog of elective disciplines (further - KED) - the systematized annotated list of all disciplines of component for choice containing their short description with indication of the purpose of studying, the summary (the main Sections) and the expected results of studying (knowledge acquired by students, abilities, skills and competences);
15) edvayzer (Advisor) - the teacher performing functions of the academic mentor of the student on the corresponding specialty, rendering assistance in the choice of trajectory of training (forming of the individual curriculum) and development of the educational program during training.
2. Requirements to the prior education level of persons wishing to master the educational program in bachelor degree "Pharmacy" are provided in appendix 1 to this GOSO.
3. The HIGHER EDUCATION INSTITUTION performs training of specialists of the higher education (certified specialists) according to:
1) GOSO and TUPL in the specialty 5B110300 - "Pharmacy";
2) academic calendar;
3) IUP of students;
4) RUP of specialties;
5) training programs on disciplines.
4. GOSO:
1) is determined by content of cycle of disciplines of obligatory component according to appendix 2 to this GOSO;
2) establishes requirements to the maximum amount of academic load and level of training of students.
5. Requirements of this GOSO are considered in case of development:
1) Tuplov of specialties;
2) educational programs;
3) RUPOV of specialties;
4) IUP of students;
5) training programs on disciplines.
Chapter 2. Requirements to level of training of students
7. In HIGHER EDUCATION INSTITUTIONS the higher education is directed to training with qualification assignment in the specialty 5B110300 - "Pharmacy".
8. The cycle of general education disciplines (further - OOD), basic disciplines (further - DB) and the main subjects (further - PD) is included by disciplines OK and component for choice. The high school component for choice enters component.
9. The list and amount of disciplines is OK determined by the standard curriculum of preparation in the specialty 5B110300 - "Pharmacy" according to appendix 3 to this GOSO. The exception is constituted by the reduced educational programs with the accelerated training term based on the higher and technical and professional education on medical and pharmaceutical specialties.
10. The component for choice considers specifics of social and economic development of the specific region and requirement of the labor market, the developed scientific directions in higher educational institution, and also individual interests of the student.
11. The amount of cycle OOD makes at least 20% of the total amount of disciplines of the standard curriculum or 28 credits. From them 21 credits are taken away on disciplines OK: modern history of Kazakhstan, philosophy, Kazakh (Russian) language, foreign language, information and communication technologies.
The component for choice constitutes at least 7 credits from the total amount of disciplines of cycle OOD. Depending on specialties HIGHER EDUCATION INSTITUTIONS independently include the following disciplines: ecology and sustainable development, political science, sociology, bases of the economy, right bases, basics of life safety.
12. In HIGHER EDUCATION INSTITUTIONS the amount of disciplines of cycle DB makes 55% of the total amount of disciplines ТУПла or 70 credits, from them 20 credits also 50 credits for disciplines of VK are taken away on disciplines OK.
13. In OK cycle DB disciplines "Professional Kazakh (Russian) language" and "The professional oriented foreign language" in volume of at least 2 credits everyone join. The specified disciplines are assigned jointly to language and main departments.
14. In HIGHER EDUCATION INSTITUTIONS the amount of disciplines of cycle PD makes 25% of the total amount of disciplines ТУПла or 32 credits, from them 5 credits also 27 credits for disciplines of VK are taken away on disciplines OK.
15. Additional types of training consist from OK and component for choice. The amount OK makes at least 14 credits and "Physical culture" in amount at least 8 credits, and professional practice - at least 6 credits includes discipline.
16. Development OK of additional types of training is provided within the state educational order.
17. Taking into account specifics of separate specialties on the "Healthcare and Welfare (Medicine)" group the main criterion of completeness of educational process is development by students more than 129 credits of theoretical training.
18. The organization of educational activities is performed by means of planning of educational process, content of education, the choice of methods of carrying out studies, independent work of students, forms of final control of their educational achievements.
19. The HIGHER EDUCATION INSTITUTIONS implementing programs of trilingual education perform training at three languages: Kazakh, Russian and English. The HIGHER EDUCATION INSTITUTIONS implementing programs of bilingual education perform training in two languages: Kazakh and Russian. At the same time the percentage ratio of the disciplines taught in different languages is determined by HIGHER EDUCATION INSTITUTION.
20. The HIGHER EDUCATION INSTITUTIONS implementing elements of dual training system perform planning and the organization of educational activities on the basis of combination of theoretical training to practical preparation at production.
At the same time it is provided that to 40% of training material of discipline accustom directly on production (engineering procedure).
Chapter 3. Requirements to education content
21. The purpose of the higher education is ensuring preparation of qualified, competitive personnel for occupational work 5B110300 - "Pharmacy".
22. Within specialty 5B110300 - "Pharmacy" the HIGHER EDUCATION INSTITUTION independently develops educational programs according to the National frame of qualifications, professional standards approved according to Item 2 of Article 117 of the Labor code of the Republic of Kazakhstan of November 23, 2015.
23. The organization of educational activities is performed on the basis of the academic calendar, the schedule of studies. The structure of educational activities is created on the basis of curricula (standard, individual, working) and training programs, amount of academic load, duration of the academic periods, types of the academic occupations, amount of training material according to Item 43 of the Standard rules of organization activity of the higher education approved by the order of the Government of the Republic of Kazakhstan of May 17, 2013 No. 499 "About approval of Standard rules of organization activity of formation of the corresponding types, including Standard rules of the organizations of education realizing additional educational programs for children" (further - Standard rules).
24. Planning and the organization of educational activities are performed on the basis of curricula.
Curricula are subdivided into TUPL, IUP and working RUP according to Item 43 of Standard rules.
25. TUPL are developed in the specialty 5B110300 - "Pharmacy" on the basis of GOSO.
In ТУПле labor input of each subject matter OK and each type of educational activities (practice, state exams, writing and protection of the thesis) in the credits is determined, and the component for choice on each cycle of subject matters is specified total quantity of the credits.
26. The HIGHER EDUCATION INSTITUTION develops KED which represents the systematized annotated list of all disciplines of component for choice. Reflect prerekvizita and post-details of each subject matter in KED. KED provides to students possibility of the alternative choice of elective subject matters.
27. On the basis of TUPL and KED in the specialty 5B110300 - "Pharmacy" the student by means of edvayzer is constituted by IUP. IUP determines individual educational trajectory of each student.
IUP join disciplines OK and types of educational activities (practicians, state exam, writing and protection of the thesis (project) from TUPL and discipline of component for choice from KED.
28. RUP is developed for academic year on the basis of TUPL in the specialty 5B110300 - "Pharmacy" and ИУПов students and affirms the head of the organization of education based on the solution of the academic council.
In RUPE the list of disciplines for academic year and their labor input in the credits, the procedure for studying, types of studies and form of control, practice types, state exam, writing and protection of the thesis (project) are determined.
29. The form, structure, procedure for development and approval of KED, IUP and RUP are determined by HIGHER EDUCATION INSTITUTION independently according to the Items 15,16 and 19 Rules of the organization of educational process for credit technology of training approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of April 20, 2011 No. 152 (further - Rules), (No. registered in the Register of state registration of regulatory legal acts 6976).
30. TUPR are developed on disciplines of obligatory component and affirm authorized body in the field of health care according to Item 10 of Rules.
31. Content of all subject matters is determined by TUPR and RUP.
32. Level, the gained knowledge within obligatory minimum and the amount of academic load offered by HIGHER EDUCATION INSTITUTION, is provided with different types of control.
33. Control of educational achievements of students and assessment of their knowledge of subject matters or modules will be organized by department of registration at rubezhny stages of educational process (at the end of each academic period and academic year) and are guided by final results of training according to Item 64 of Rules.
34. By department of registration it is recorded stories of educational achievements of students which is reflected in their transcript in form according to appendix of 2 Rules.
The transcript is issued to students on the basis of its written application in any form at any stage of its training.
35. Control of knowledge, abilities, skills and competences of graduates is performed when holding their final assessment.
36. The final assessment of university graduates is held to the terms provided by the academic calendar and TUPL.
37. The purpose of final assessment is assessment of theoretical level of the graduate, the created professional competences, readiness for accomplishment of professional tasks and compliance of its preparation to requirements of GOSO according to Item 84 of Standard rules.
38. The final assessment is held in the form of passing state exam and protection of the thesis (project), or form of passing state exams and in addition on two main subjects.
Protection of the thesis (project) includes writing of the thesis (project) and the procedure of protection. The purpose of the thesis (project) - identification and assessment of analytical and research skills of the graduate.
39. The HIGHER EDUCATION INSTITUTION, taking into account the level of theoretical preparation, educational achievements, results of training and research analytical skills of students, independently determines it forms of final assessment: passing state exam and protection of the thesis (project), or passing state exams and in addition on two main subjects.
40. Planning of content of education, method of the organization and carrying out educational process is performed by higher educational institution independently on the basis of credit technology of training.
41. When planning educational process the HIGHER EDUCATION INSTITUTION is guided by regulation of distribution of components of the educational program of bachelor degree in "Pharmacy" according to appendix 4 to this GOSO.
42. The structure of educational programs is created of the different types of study determining education content.
43. The educational program contains:
1) the theoretical training including studying of cycles of the general education, basic and main subjects;
2) additional types of training - professional practice, physical culture, military preparation;
3) intermediate and final certifications.
At the same time educational programs are structured by the principle of modular training.
44. Accounting of labor input of study is performed on amount of the taught material and measured in the credits which are units of measure of labor costs of the students and teachers necessary for achievement of specific results of training.
The credits reflect labor input of study of separate disciplines and (or) modules (elements) of the educational program. Enter concept of general labor input: lecture, practical (seminar), laboratory, studio researches, independent work of students, term, settlement and graphical papers (projects), all types of professional practice, training, preparation and passing of final assessment.
45. General labor input of theoretical training is determined by the list of the studied subject matters.
46. Under the organization of educational process for credit technology of training the amount of each subject matter makes integer of the credits. At the same time the discipline is estimated by amount at least three credits. Estimation of discipline in two credits is allowed.
47. Each subject matter carries one not repeating name.
48. Students master each subject matter in one academic period at the end of which they hand over final control in the form of examination. Final control by all types professional the practician, to term papers (projects) is carried out in the form of protection of the specified types of study of the student which is estimated according to the established rating scale.
49. It is recommended to include the disciplines realizing regulations of the current legislation in the field of drug circulation in educational programs and curricula of HIGHER EDUCATION INSTITUTIONS.
50. Training of students in "Pharmacy" is performed of 5 years according to Item 64 of the state obligatory standard of the higher education approved by the order of the Government of the Republic of Kazakhstan of August 23, 2012 No. 1080 "About approval of the state obligatory standards of formation of appropriate levels of education (further - the Resolution No. 1080).
51. Qualification "Druggist" is appropriated to the persons which completed training in the educational program of the higher education and successfully passed final assessment, the diploma of the state sample with appendix (transcript), according to appendix of 2 Rules is issued.
Chapter 4. Requirements to the maximum amount of academic load of students
52. The amount of academic load of the student is measured in the credits mastered by it within academic year on each subject matter.
53. Planning of academic load of the faculty is performed in the credits or class periods representing time of contact work of the teacher with the student of the schedule on classroom studies or according to separately approved schedule for independent work of students under the leadership of the teacher.
54. One class period of classroom work is equal to 50 minutes. The exception is constituted by laboratory researches, and also occupations of physical training where the class period is equal to respectively 100 minutes for laboratory researches and occupations of physical training.
One class period of all types of practice, final assessment of students is equal to 50 minutes.
55. When planning amount of study recognize that one credit is equal to 15 class periods:
1) classroom work of the student throughout the academic period in the form of semester;
2) works of the student with the teacher in the period of professional the practician;
3) works of the student on writing and protection of the thesis (project);
4) works of the student on preparation and passing state exam in the specialty 5B110300 - "Pharmacy".
56. The academic load of the student is determined lasting class period and amount of the class periods (contact hours 50 minutes) accompanying class periods for different types of study.
Class periods of classroom work of the student are supplemented with the corresponding number of hours of independent work of the student (further - SRS) in such a way that on one total credit the academic load of the student in week throughout the academic period in the form of semester is equal to 3 hours.
In total contact working hours of the student with the teacher during lectures and practical (seminar) training are followed by 2 hours of SRS at each contact o'clock.
Classes in physical culture are not followed by additional hours of SRS. The total amount of final assessment (in hours) and classes in physical culture is not included into average week load of the student.
Each class period of practice (except educational) is followed by the corresponding number of class periods of extra work of the student.
Each class period of final assessment represents (50 minutes) contact work of the student with the teacher of writing and protection of the thesis (project) or work of the student with the teacher of preparation and passing state exam. Each class period of final assessment of students is followed by 6 hours of SRS.
57. Academic year consists of the academic periods, the period of intermediate certification, the practician, training and vacation. On final year academic year joins the period of final assessment.
58. The general duration of academic year constitutes at least 36 weeks.
59. The academic period represents semester lasting 15 weeks, either trimester lasting 10 weeks, or quarter lasting 7-8 weeks.
The HIGHER EDUCATION INSTITUTION independently determines form of the academic period, including also the combined form of its organization.
60. Each academic period comes to the end with the period of intermediate certification of students which duration constitutes at least 1 week.
61. During intermediate certification final control on all studied disciplines and taking into account estimates of the current progress (arithmetic average of estimates by results of current is carried out and rubezhny kontroly) final estimates on disciplines are removed.
In final assessment on discipline the share of assessment of the current progress constitutes at least 60%, and share of assessment of final control - at least 30% according to Item 75 of the Resolution No. 1080.
62. Vacation is provided to students at least two times within academic year which general duration constitutes at least seven weeks, except for final year.
63. Professional practice is obligatory component of the professional training program of the higher education which is subdivided on educational, production, predegree. On practice at least 6 credits are allocated. At the same time educational practice by amount 2 credits, and also work practice with a total amount at least 4 credits is planned. The externship, in the absence of it in specialty TUPL, if necessary is planned by HIGHER EDUCATION INSTITUTION independently.
Duration the practician is determined in weeks proceeding from standard time of work of the student in practice within a week, to equal 30 hours (6 hours a day in case of five-day business week). For calculation of number of weeks the practice amount in the credits is multiplied by labor input of the corresponding type of practice in class periods and is divided into employment duration of the student in practice within a week, that is for 30 hours.
Labor input of 1 credit of practice makes 15 hours (50 minutes) for educational practice, 75 hours (50 minutes) for work practice. Practice duration on 1 credit in weeks constitutes: 0,5 of week - for educational practice, 2,5 of week - for work practice, training.
64. Planning of final assessment of students in weeks is determined proceeding from standard time of work of students within a week, to equal 54 hours (9 hours a day, including SRS, in case of 6-day business week).
Corresponds to one credit of final assessment 105 (15kh 7) hours, that is 2 weeks. From them 15 contact working hours of the student with the teacher and 90 hours of SRS.
On preparation and passing state exam in the specialty 5B110300 - "Pharmacy" is taken away 1 credits, that is 2 weeks.
On writing and protection of the thesis (project) 2 credits, that is respectively 4 weeks are taken away. At the same time 2 credits include registration and protection of the thesis (project). Process of accomplishment of the thesis (project) is performed beforehand during professional practice and at the final stage of theoretical training.
65. The summer semester is carried out (except for final year) lasting at least 6 weeks for requirements satisfaction in additional training, liquidation of the academic debt or difference in curricula, studying of subject matters and development of the credits by the student in other HIGHER EDUCATION INSTITUTIONS with their obligatory reoffsetting in the HIGHER EDUCATION INSTITUTION, increases in GPA of progress (GPA), development of adjacent specialty 5B110300 - "Pharmacy" within two-degree education according to Item 35-4 of Rules.
At the same time liquidation of the academic debts or difference in curricula and additional training are performed on paid basis.
The summer semester, additional types of training (military preparation) are planned at the expense of vacation or separately according to the academic calendar.
66. The quantity of the credits and necessary amount of the educational program to the student who arrived based on technical and professional education on medical and pharmaceutical to specialties for training in the reduced educational programs with the accelerated training term, is determined by HIGHER EDUCATION INSTITUTION independently taking into account compliance of profile of the previous education level, professional competences which were seized by the owner of the education document.
67. The student according to the reduced educational programs with the accelerated training term based on technical and professional education on medical and pharmaceutical to specialties:
1) is created by the individual curriculum depending on the mastered prerekvizit the previous education which are set off by HIGHER EDUCATION INSTITUTION and join in its transcript;
2) has individual terms of training and amount of the educational program which are determined by HIGHER EDUCATION INSTITUTION independently on the basis of the existing educational program in the specialty 5B110300 - "Pharmacy", but taking into account the previous education level.
68. HIGHER EDUCATION INSTITUTION the practician, according to profile in the specialty 5B110300 - "Pharmacy" provides each student with base professional.
69. Requirements to staffing of HIGHER EDUCATION INSTITUTION are determined by the qualification requirements imposed to educational activities, and the list of the documents confirming compliance to them, approved by the order of the Ministry of Education and Science of the Republic of Kazakhstan of June 17, 2015 No. 391 (registered in the Register of state registration of regulatory legal acts No. 11716).
70. Research work of students is continuation and deepening of educational process and will be organized directly at departments, in laboratories, scientific, design and project divisions of higher educational institutions, student's scientific and technical associations (research institutions, the centers).

The state obligatory standard of technical and professional education on medical specialties
Chapter 1. General provisions
1. This state obligatory standard of technical and professional education on medical specialties (further - GOSO) is developed according to Item 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and establishes requirements to contents of educational programs, structure and content of education, assessment of level of readiness of students on medical specialties of technical and professional education (further - TIPO).
In GOSO the following terms and determinations are applied:
1) basic competence (further - BQ) - capability to manage itself and own activities, tendency to self-motivation and self-organization;
2) qualification - readiness level to competent accomplishment of certain type of activity on the profession;
3) the educational program - the document determining content of formation of certain step of education system through the list of disciplines of study types also includes the purposes, amounts of school hours on their studying;
4) the organizations of education in the field of health care (further - the organizations of education) - the organizations of education realizing preparation, advanced training and retraining of professional scientific and pedagogical, medical and pharmaceutical personnel for health care system;
5) professional competence (further - the personal computer) - capability of the specialist to solve set of professional tasks on the basis of knowledge, skills, and also personal qualities allowing to perform effectively professional activity;
6) professional practice - integral part of educational process of professional education and effective form of professional training of workers of the skilled technical and servicing work to labor activity;
7) the standard professional training program (further - it is STUPID) - the document determining content and amount of knowledge, the skills which are subject to development on specific discipline of the standard curriculum;
8) competence - capability of the specialist to be effective and solve certain set of professional tasks on the basis of unity of knowledge, skills, working experience;
9) the normative term of training - the term of development of the professional training program on specific form of education;
10) the working curriculum (further - RUPL) - the document developed by the organization of technical and professional education on the basis of the standard curriculum, regulating the list and amount of subject matters, the sequence, intensity and the main forms of the organization of training, the control of knowledge and abilities of students, assessment of level of professional readiness approved by the head of the organization of education;
11) the working training program (further - RUP) - the document developed by the organization of technical and professional education for specific discipline of the working curriculum on the basis of the standard training program, approved by the head of the organization of education;
12) curriculum model - the form of submission of the curriculum reflecting the main invariant structural components of content of technical and professional training;
13) patsiyenttsentrirovannost - orientation of professional activity to life and patient's environment;
14) the standard curriculum (further - TUPL) - the document developed on the basis of curriculum model, establishing the list and amount of subject matters in relation to profession and specialty, training terms in the organizations of technical and professional education;
15) cycle - set of subject matters of one educational orientation.
2. Educational programs for medical specialties TIPO are implemented by the organizations of education having the license for occupation educational activities for the corresponding specialty irrespective of patterns of ownership and departmental subordination according to Item 9 of article 14 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education".
3. The organizations of formation of the Republic of Kazakhstan perform training of specialists of technical and professional, postsecondary education on medical specialties according to:
1) this GOSO, TUP and TUPL;
2) RUP;
3) academic calendar.
4. Duration of training in medical specialties TIPO constitutes from 10 months to 3 years 10 months depending on the chosen specialty and the prior education level.
5. Training in medical specialties TIPO is performed in internal and evening form.
6. The necessary prior education level for persons wishing to master the educational program - the main secondary or general secondary education.
7. Application of GOSO provides achievement of the following purposes:
1) providing quality assurance of education due to presentation of mandatory requirements to level of training of students and educational organization activity of education;
2) streamlining of the rights of subjects of educational activities;
