THE ORDER OF THE DEPUTY PRIME MINISTER OF THE REPUBLIC OF KAZAKHSTAN - THE MINISTER OF AGRICULTURE OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of the state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan and information databank about meliorative condition of lands of agricultural purpose

According to subitem 21-1) of Item 1 of article 6 of the Law of the Republic of Kazakhstan of July 8, 2005 "About state regulation of development of agro-industrial complex and the rural territories", I ORDER:

1. Approve the enclosed Rules of the state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan and information databank about meliorative condition of lands of agricultural purpose.

2. To provide to committee on water resources of the Ministry of Agriculture of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let, and also within ten working days in the Republican state company on the right of economic maintaining "The republican center of legal information" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and on the intranet portal of state bodies.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of the state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan and information databank about meliorative condition of lands of agricultural purpose

Section 1. Rules of the state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of the state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan and information databank about meliorative condition of lands of agricultural purpose (further - Rules) are developed according to subitem 21-1) of Item 1 of article 6 of the Law of the Republic of Kazakhstan of July 8, 2005 "About state regulation of development of agro-industrial complex and the rural territories" and determine main objectives and tasks of the state conducting monitoring and assessment of meliorative condition of the irrigated lands and information databank about meliorative condition of lands of agricultural purpose, indicators and criteria of its assessment, structure and the amounts of works which are carried out by specialized public institutions.

2. The state conducting monitoring of the irrigated lands represents system of stationary observations of meliorative condition of the irrigated lands which are carried out for the purpose of timely identification of the changes happening on them, assessment and development of recommendations about improvement and rational use of the irrigated lands.

3. Object of monitoring are the irrigated lands, natural and economic factors determining meliorative condition and regulated by means of complex of meliorative actions and also the territories in zone of influence of the irrigated agriculture.

4. The state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan is component of monitoring of lands.

Chapter 2. Procedure for the state conducting monitoring and assessment of meliorative condition of the irrigated lands in the Republic of Kazakhstan

5. Content of the state conducting monitoring is constituted:

1) agromeliorative inspections of the irrigated lands;

2) hydrogeological observations of the urovenno-salt mode of ground waters;

3) soil and meliorative works;

4) hydrological observations of irrigating waters and drain of collector and drainage waters;

5) observations of engineering-geological processes;

6) laboratory researches of surface, collector and drainage, ground waters and soils.

6. The state conducting monitoring is carried out taking into account features of the irrigated lands which are subdivided into the corresponding categories depending on complexity of gidrogeologo-meliorative conditions:

Ia - lands with good natural fitness, ground waters have established (compensated in annual cycle) the urovenny mode, soils which are not salted and not solonetzic;

Ib - lands with weak natural fitness in which borders the level of ground waters lies at depth more than 10 meters and tends to further rise;

Iv - lands with weak natural fitness in which borders the level of ground waters lies at depths from 3 to 10 meters the total area of contours with the salted soils constitutes less than 10% of total area of the irrigated grounds;

II - the irrigated lands with weak natural fitness on which the total area of contours with close bedding of ground waters or with the salted or solonetzic soils exceeds 10% of total area, without drainage;

III - the irrigated lands including which rice crop rotations in borders there are areas with the salted, solonetzic or rehumidified soils;

IIIA - the irrigated lands with horizontal drenazhy;

IIIB - the irrigated lands with vertical drenazhy;

IV - not irrigated the earth of the farms located in contours of the irrigated array including the built-up territories.

7. Indicators of meliorative condition of the irrigated lands are:

1) hydrogeological conditions (level, mineralization and chemical composition of ground waters);

2) salinity and degree of alkalinity of soils;

3) engineering-geological processes (prosadochnost, zaovrazhennost, irrigational erosion).

8. The meliorative condition of the irrigated lands is estimated according to the accepted categories: good, satisfactory and unsatisfactory.

9. The state conducting monitoring and assessment of meliorative condition of the irrigated lands is performed by specialized public institutions according to these rules.

10. Results of the state conducting monitoring and assessment of meliorative condition of the irrigated lands are drawn up in report type, tables, maps and cartograms.

11. Information on meliorative condition of the irrigated lands received in case of the state conducting monitoring of the irrigated lands annually in the first quarter goes the current year specialized public institutions to state bodies of the Republic of Kazakhstan, local executive bodies (akimats) of areas and areas, the operating water management organizations and land users when planning agromeliorative and water management actions on the irrigated lands for their rational use.

12. The purpose of the state conducting monitoring of the irrigated lands is assessment and the forecast of meliorative condition of the irrigated lands, identification of the reasons of deterioration, and also the happening changes in the territories in zone of direct influence of irrigation.

13. Tasks of monitoring and assessment are:

1) observation of hydrogeological, engineering-geological and soil processes in total with the analysis of water management conditions and technical condition of hydromeliorative systems;

2) assessment of meliorative condition of the irrigated lands in irrigation influence zone, identification of the reasons and tendency of these changes;

3) the forecast of development of hydrogeological, engineering-geological and soil processes and ecological effects of impact on the irrigated lands and in irrigation influence zone;

4) development of recommendations and suggestions for improvement of meliorative condition of the irrigated lands;

5) providing with information on meliorative condition of lands and necessary actions of local executive bodies (akimats) of areas and areas, the operating water management organizations and land users on the irrigated lands.

14. The structure and amounts of works depend on complexity of gidrogeologo-meliorative conditions and the marked-out categories of the irrigated lands.

15. In case of accomplishment of the specified works preliminary preparation which includes is carried out: data collection about natural and economic conditions, acquaintance with projects of the corresponding irrigating systems and reports on their operation, collection of climatic and hydrogeological data, materials characterizing relief, geomorphology, geological structure, soil, hydrogeological and engineering-geological conditions, deshifrirovaniye of aerial photographs and space pictures.

Chapter 3. The conditions and factors influencing meliorative condition of lands

16. The meliorative condition of the irrigated lands determines system condition: soils - aeration zone soils - the underground waters created as a result of development of soil, hydrogeological and engineering-geological processes under the influence of different meliorative actions and lands characterizing degree of suitability for production of agricultural products.

17. Are part of natural factors: climatic, hydrogeological, geological, geomorphological, soil, hydrological and engineering-geological conditions of the irrigated territories.

18. Are part of economic factors: method and technology of watering, total and specific water supply, agrotechnology, quality of irrigating water, type and parameters of drainage, amount and quality of drainage drain, structure of crops, coefficient of land use and efficiency of irrigating systems, the layout of surface of the irrigated lands.
