if the rate for consumers - physical persons, relating the population to group, having all-house metering devices of heat energy (Tnas with OPU) is determined by calculation at the level <

T - the rate for services in supply with heat energy for the corresponding customer group determined according to the Technique item 4;

Qnac - the planned annual amount of consumption of heat energy by consumers, belonging to national group, having and not having all-house metering devices of heat energy (except for consumers - physical persons, belonging to national group, living in shabby, emergency premises, houses of barrack-type type where there is no technical capability of installation of all-house metering devices of heat energy), confirmed with the agreements signed by the subject with consumers of services in supply with heat energy, protocols of intentions and calculations proceeding from obligation of high-quality general servicing and opportunities of the subject, inadmissibility of decrease in amounts for the purpose of maintenance or growth of price level, Gcal;
Qnac without OPU - the planned annual amount of consumption of heat energy by consumers, belonging to national group, not having all-house metering devices of heat energy (except for consumers - physical persons, belonging to national group, living in shabby, emergency premises, houses of barrack-type type where there is no technical capability of installation of all-house metering devices of heat energy), confirmed with the agreements signed by the subject with consumers of services in supply with heat energy, protocols of intentions and calculations proceeding from obligation of high-quality general servicing and opportunities of the subject, inadmissibility of decrease in amounts for the purpose of maintenance or growth of price level, Gcal;
Qnas with OPU - the planned annual amount of consumption of heat energy by consumers, belonging to national group, having all-house metering devices of heat energy, confirmed with the agreements signed by the subject with consumers of services in supply with heat energy, protocols of intentions and calculations proceeding from obligation of high-quality general servicing and opportunities of the subject, inadmissibility of decrease in amounts for the purpose of maintenance or growth of price level, Gcal;
3) for other consumers, except for the state-financed organizations which do not have all-house metering devices of heat energy (Tproch without OPU):

4) for other consumers, except for the state-financed organizations having all-house metering devices of heat energy (Tproch with OPU):

if the rate for the other consumers having all-house metering devices of heat energy (Tproch with OPU) is determined by calculation at the level <0, that Tproch with OPU and are determined by Tproch without OPU by formulas:
