1. Approve the enclosed Standard agreement on long-term subsidizing of the expenses of carrier connected with implementation of transportations of passengers according to socially important messages.

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in paper and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in Reference control bank of regulatory legal acts of the Republic of Kazakhstan within ten calendar days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. Terms and determinations

1. In this Agreement the following basic concepts and determinations are used:

1) the main conditions of price increase (rates) - the main conditions of ensuring limit of price increase (rates) for the services in transportation of passengers on socially important messages established according to the appendix 5 to this Agreement which is its integral part;

2) the main conditions of development - the main conditions of development of transportations of passengers on socially important messages established according to the appendix 2 to this Agreement which is its integral part;

3) the main conditions of providing passenger turnover - the main conditions of providing the planned passenger turnover amount on socially important messages taking into account trailer and through-cars established according to the appendix 6 to this Agreement which is its integral part;

4) the main conditions to cars - the main conditions to cars (electro-, diesel to trains) for implementation of transportations of passengers according to socially important messages established according to the appendix 3 to this Agreement which is its integral part;

5) Item of forming of the passenger train - station of origin of the passenger train on route on which the train and the crew of train servicing this train (the chief of the train, the train electrician and conductors) is created;

6) Item of turnover of the passenger train - terminal station of route of the passenger train;

7) the operator of locomotive draft - the person owning on the property right or other legal causes by the traction vehicle (locomotive), providing it content, operation;

8) the main conditions of ensuring landing and disembarkation - the main conditions of ensuring landing and disembarkation of passengers at stations when implementing transportations of passengers according to socially important messages established according to the appendix 7 to this Agreement which is its integral part;

9) the main conditions of transportations - the main conditions of implementation of transportations of passengers on socially important messages established according to the appendix 1 to this Agreement which is its integral part;

10) authorized body - the central executive body performing management in the field of rail transport and also in limits, stipulated by the legislation the Republic of Kazakhstan, - cross-industry coordination;

11) the main conditions of long-term subsidizing - the main conditions of long-term subsidizing of transportations of passengers on socially important messages established according to the appendix 4 to this Agreement which is its integral part;

12) National carrier of passengers - the legal entity determined by the Government of the Republic of Kazakhstan, rendering services in transportation of passengers, baggage, cargo baggage, mailings, providing implementation of the plan of forming of trains on all high-level railway system including on special and military transportations;

13) the National operator of infrastructure - the legal entity whose controlling stock is owned by National railway company, performing operation, the content, upgrade, construction of the high-level railway system and rendering services to the high-level railway system.

Chapter 2. Subject of the agreement

2. The contractor transports passengers by rail according to socially important messages with execution:

1) main conditions of transportations;

2) main conditions of development;

3) the main conditions to cars;

4) main conditions of price increase (rates);

5) main conditions of providing passenger turnover;

6) main conditions of ensuring landing and disembarkation.
