I. General provisions

1.1. Federal regulations and rules of industrial safety of "The rule of industrial safety of warehouses of oil and oil products" (further - Rules) are developed according to:

1.2. Rules extend to hazardous production facilities of warehouses of oil and oil products.

II. Requirements to ensuring safe operation of hazardous production facilities of warehouses of oil and oil products

2.1. Linear branches from the main oil pipelines

2.1.1. Acceptance (leave) of oil products on the taking-away distribution pipelines (branches) of the main oil pipelines shall be performed with observance of the requirements established by regulatory legal acts to the organization and procedure for delivery of oil products for withdrawal of the main oil pipelines.

2.1.5. In order to avoid hydroblows of latch on branch it is necessary to open in the following sequence: at first trailer latches of branch open, after receipt of information on opening of trailer latches - latches on zero kilometer of branch open.

2.1.6. Behind condition of withdrawal of the main oil pipeline periodic control shall be exercised. Frequency and methods of patrol of the route of linear branches should be established taking into account service conditions, technical condition of the pipeline, features of the site of laying of the pipeline, natural factors influencing safety of operation of the pipeline. Results of survey should be brought in the magazine of bypass of the route of branch.

2.1.7. Actions of personnel in case of accidents shall correspond to the actions plan on localization and mitigation of consequences of accidents (further - PMLA) developed according to the procedure established by the Regulations on plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities approved by the order of the Government of the Russian Federation of August 26, 2013 No. 730 (The Russian Federation Code, 2013, No. 35, the Art. 4516), and also to the plan for the prevention and liquidation of emergency oil spills and oil products (further - PLRN) developed according to the Rules of organization of events according to the prevention and liquidation of oil spills and oil products in the territory of the Russian Federation approved by the order of the Government of the Russian Federation of April 15, 2002 No. 240 (The Russian Federation Code, 2002, No. 16, Art. 1569; 2014, No. 47, the Art. 6548), and the Main requirements to plan development according to the prevention and liquidation of emergency oil spills and oil products approved by the order of the Government of the Russian Federation of August 21, 2000 No. 613 (The Russian Federation Code, 2000, No. 35, Art. 3582; 2002, No. 16, Art. 1569; 2014, No. 47, Art. 6548).
