2. To the Ministry of Regional Development, Construction and Housing together with the State agency concerning electronic control, the Ministry of Economic Development and Trade to develop and in accordance with the established procedure to submit to the Cabinet of Ministers of Ukraine the actions plan on implementation of the Concept approved by this order in a month.

With development of information society and the public relations there is need of provision of administrative and other public services electronically.

For today to the sphere of public services the services provided by executive bodies, local government bodies, the companies, organizations and the organizations which belong to the sphere of their management are referred.

In this Concept the following basic concepts are used:

authentication - electronic process which allows to confirm electronic identification of the physical, legal entity, information, telecommunication, information and telecommunication system, and also origin and integrity of electronic data;

electronic identification - process of use identification these persons electronically who unambiguously determine the physical, legal entity or the representative of the legal entity;
