1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning reference of the territories of the Republic of Crimea and Sevastopol to the territories which are united in the first price zone of the wholesale market.

2. Ministry of Energy of the Russian Federation shall provide the following:

carrying out till January 1, 2017 with participation of "Council for Organizing Efficient System of Trading at Wholesale and Retail Electricity and Capacity Market Non-profit Partnership" and "System Operator of the Unified Energy System" joint-stock company Association of actions for assignment of the status of the subject of the wholesale market, the participant of the address of electrical energy in the wholesale market to the suppliers and buyers of electrical energy functioning in the territories of the Republic of Crimea and Sevastopol taking into account reference since January 1, 2017 of the specified territories to the territories united in the first price zone of the wholesale market;

control of transfer of function of dispatching management and dispatching maintaining concerning power generation facilities (the power accepting installations) which are part of technologically isolated territorial electric utility system of the Republic of Crimea and Sevastopol, the subject of supervisory control in the specified power supply system and acceptance of the specified functions by System Operator of the Unified Energy System of Russia on December 29, 2016 at 12 hours 00 minutes Moscow time;

inclusion in the basic list of zones of free overflow of the territories of the Republic of Crimea and Sevastopol till January 1, 2017;

modification of the Treaty of Accession to trade system of the wholesale market, the provisions of this resolution providing realization;

the direction in Federal Antimonopoly Service of offers on review of limits of rates for services in transfer of electrical energy in the territories of separate parts of the price zones of the wholesale market which were earlier relating to technologically isolated territorial electric utility systems which are given in appendix No. 4 to the Rules of the wholesale market of electrical energy and capacity approved by the order of the Government of the Russian Federation of December 27, 2010 No. 1172 "About approval of Rules of the wholesale market of electrical energy and capacity and about introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of functioning of the wholesale market of electrical energy and capacity", in case of exceeding from January 1, 2017 till May 31, 2017 of weighted average cost of purchase of electrical energy (capacity) by consumers (buyers), except for the population and categories of consumers equated to it located in the specified territories, over weighted average cost of purchase of electrical energy (capacity) for consumers (buyers), except for the population and categories of consumers equated to it, from July 1, 2016 till November 30, 2016 more than for 6 percent;

the direction in Federal Antimonopoly Service of offers on review of limits of rates for services in transfer of electrical energy in the territories of separate parts of the price zones of the wholesale market which were earlier relating to technologically isolated territorial electric utility systems which are given in appendix No. 4 to the Rules of the wholesale market of electrical energy and capacity approved by the order of the Government of the Russian Federation of December 27, 2010 No. 1172 "About approval of Rules of the wholesale market of electrical energy and capacity and about introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of functioning of the wholesale market of electrical energy and capacity", in case of exceeding from July 1, 2017 till October 31, 2017 of weighted average cost of purchase of electrical energy (capacity) by consumers (buyers), except for the population and categories of consumers equated to it located in the specified territories, over weighted average cost of purchase of electrical energy (capacity) for consumers (buyers), except for the population and categories of consumers equated to it, from January 1, 2017 till April 30, 2017 more than for 6 percent.

3. To Federal Antimonopoly Service:

make within 14 days the decision on review of limits of rates for services in transfer of electrical energy for 2017 in the territories of separate parts of the price zones of the wholesale market which were earlier relating to technologically isolated territorial electric utility systems, provided by appendix No. 4 to the Rules of the wholesale market of electrical energy and capacity approved by the order of the Government of the Russian Federation of December 27, 2010 No. 1172 "About approval of Rules of the wholesale market of electrical energy and capacity and about introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of functioning of the wholesale market of electrical energy and capacity" in the case provided by paragraphs the sixth or seventh Item 2 of this resolution;
