1. The Bank of Russia (Department of the admission and termination of activities of the financial organizations (further - authorized structural division) keeps registers according to item 4 of part 2 of article 5 of the Federal law "About Credit Cooperation" and the subitem 2 of Item 1 of article 40.2 of the Federal law "About Agricultural Cooperation".

Registers are kept in electronic form.

2. Registers contain the following data concerning credit consumer cooperatives and agricultural credit consumer cooperatives (further - cooperative):

sequence number of entry in the register;

date of entering of data into the Unified State Register of Legal Entities;

education method;

full name;

abbreviated name (in the presence);

data that the cooperative is in process of reorganization (in the presence);

data that the cooperative is in process of liquidation (in the presence);

the address specified in the Unified State Register of Legal Entities;

primary state registration number;

identification taxpayer number;

information about person having the right without power of attorney to act on behalf of cooperative: position, surname, name, middle name (in the presence);

the name of self-regulatory organization in the field of the financial market which member is the cooperative (was);

the primary state registration number of self-regulatory organization in the field of the financial market;

date of admission to membership of self-regulatory organization in the field of the financial market;

date of the termination of membership in self-regulatory organization in the field of the financial market (in the presence);

the basis of the termination of membership in self-regulatory organization in the field of the financial market (in the presence);

data that the number of members (total number of members and associated members) of cooperative exceeded three thousand physical and (or) legal entities (in the presence);

date of the termination of activities (in the presence);

activities termination method (in the presence).

3. Entering of data on cooperatives into registers, and also modification of the data on cooperatives containing in registers is performed within 10 working days from the date of receipt by authorized structural division of data on the cooperatives which are subject to entering into registers.

4. In case of liquidation of cooperatives the information about them which is earlier entered in registers remains.

Records about date and method of the termination of activities of cooperatives are entered in registers.

5. The self-regulatory organization in the field of the financial market combining credit consumer cooperatives, and the self-regulatory organization in the field of the financial market combining agricultural credit consumer cooperatives (further - self-regulatory organization), send to authorized structural division of the data on acceptance of cooperatives in members of self-regulatory organization and (or) about the termination of membership of cooperatives in self-regulatory organization according to the procedure and the terms established by Items 3.7 and 3.8 of the Provision of the Bank of Russia of December 14, 2015 No. 519-P "About procedure for submission of documents for adoption by the Bank of Russia of the decision on entering of data on non-profit organization into the unified register of self-regulatory organizations in the field of the financial market, procedure for maintaining and structure of information of the unified register of self-regulatory organizations in the field of the financial market and also procedure for submission by self-regulatory organization to the Bank of Russia of the documents and information provided by part 7 of article 29 of the Federal Law of July 13, 2015 No. 223-FZ "About self-regulatory organizations in the field of the financial market and about introduction of amendments to articles 2 and 6 of the Federal law "About Modification of Separate Legal Acts of the Russian Federation", and their structure", No. 41301 registered by the Ministry of Justice of the Russian Federation on March 2, 2016 ("the Bulletin of the Bank of Russia" of March 16, 2016 No. 26).

6. The self-regulatory organization sends to authorized structural division of the information about the members - cooperatives, the number of members (total number of members and associated members) of which exceeded three thousand physical and (or) legal entities, in form according to appendix to this Instruction within three working days from the date of receipt of the corresponding data from the specified cooperatives.

7. The data represented according to Item 6 of this Instruction are presented in the form of the electronic document signed by the strengthened qualified digital signature of the head (person who is temporarily fulfilling its duties) of the legal entity or person authorized by it by means of use of the information resources posted on the official site of the Bank of Russia on the Internet.

8. The data containing in the register are open, public and are posted on the official site of the Bank of Russia on the Internet. The authorized structural division represents the data containing in the register, to persons interested in their obtaining in time, not exceeding 30 calendar days from the date of registration of the corresponding request by the Bank of Russia in which are specified the full and (or) abbreviated name of cooperative concerning which information, and its primary state registration number or identification taxpayer number is requested.

9. This Instruction becomes effective after 10 days after day of its official publication <1>.
