About approval of the technical regulation about safety of networks of gas distribution and gas consumption

1. Approve the enclosed technical regulation about safety of networks of gas distribution and gas consumption.

The specified technical regulation becomes effective after 12 months from the date of official publication of this Resolution.

2. Determine that the state control (supervision) of observance of the requirements established by the technical regulation approved by this Resolution in case of operation (including maintenance and running repair), reconstruction, capital repairs, installation, preservation and liquidation of networks of gas distribution and gas consumption, is performed by Federal Service for Environmental, Technological and Nuclear Supervision within the employees of its central office and territorial authorities and budgetary appropriations provided to this federal executive body in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation of number.

3. To the Ministry of Energy of the Russian Federation in 6-month time to develop together with the interested federal executive bodies and to provide to the Government of the Russian Federation the draft of the list of the documents in the field of standardization containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation about safety of networks of gas distribution and gas consumption and implementation of assessment of conformity.

The technical regulation about safety of networks of gas distribution and gas consumption

I. General provisions

1. According to the Federal Law "About Technical Regulation" this technical regulation is accepted for protection of life and (or) health of citizens, property of physical and (or) legal entities, the state-owned and (or) municipal property, environmental protection, life and (or) health of animals and plants, the prevention of the actions misleading acquirers and also for ensuring energy efficiency.

2. Action of this technical regulation extends to network of gas distribution and network of gas consumption, and also to the related design processes (including engineering researches), constructions, reconstruction, installation, operation (including maintenance, running repair), capital repairs, preservation and liquidation.

3. The requirements to network of gas distribution and network of gas consumption established by this technical regulation except for of the requirements established by Sections I, II, the VI-VIII, Items 14 and 15 of the Section III, and also Item 18 of the Section IV of this technical regulation up to reconstruction or capital repairs of the object which is part of network of gas distribution or network of gas consumption are not applied:

a) to the network of gas distribution and network of gas consumption put into operation before entry into force of this technical regulation;

b) to network of gas distribution and network of gas consumption, construction which reconstruction and capital repairs is performed according to the project documentation approved or directed to state examination before entry into force of this technical regulation;

c) to network of gas distribution and network of gas consumption, the application for issue of which permission for construction is submitted before entry into force of this technical regulation.

4. Requirements of this technical regulation do not extend to network of gas consumption of residential buildings.

5. This technical regulation is not applied to objects which are not identified as object of technical regulation of this technical regulation.

6. Requirements to components of network of gas distribution and network of gas consumption can be established by other technical regulations. At the same time the specified requirements cannot contradict requirements of this technical regulation.
