Requirements to anti-terrorist security of objects (territories) in the field of culture

I. General provisions

1. These requirements establish complex of the actions aimed at providing anti-terrorist security of objects (territories) in the field of culture (further - objects (territories), including questions of technical reinforcement of objects (territories), their categorization, control over the implementation of these requirements and development of the material safety data sheet of objects (territories).

2. For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings (structures, constructions) connected among themselves, systems and rooms, certain buildings (structures, constructions) and the territory adjoining to them which owners are the Ministry of Culture of the Russian Federation, its territorial authorities and the subordinated organizations, children's schools of arts which founders are public authorities of subjects of the Russian Federation in the field of culture or local government bodies in the field of culture, and also other organizations which are not under authority of federal executive bodies performing activities in the field of culture as core activity (further - bodies (organizations) in the field of culture which are owners of objects (territories).

3. Responsibility for ensuring anti-terrorist security of objects (territories) is conferred on heads of bodies (organizations) in the field of culture which are owners of objects (territories) and also on the officials performing direct management of activities of workers of objects (territories).

4. These requirements do not extend on:

a) objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection;

c) the objects of the tourist industry including hotels and other means of placement, ski slopes and beaches.

II. Categorization of objects (territories) and procedure for its carrying out

5. For the purpose of establishment of the differentiated requirements to anti-terrorist security of objects (territories) taking into account possible effects of making of act of terrorism categorization of objects (territories) is performed.

Categorization is performed concerning the functioning (operated) objects (territories), in case of input of objects (territories) in operation, and also in case of change of characteristics of objects (territories) which can influence change of earlier appropriated category.

6. Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators of number of people which can be on object (territory) and die or receive harm to health.

7. For carrying out categorization of object (territory) according to the decision of the head of the body (organization) in the field of culture which is the owner of object (territory) the commission on inspection and categorization of object (territory) is created (further - the commission):

concerning the functioning (operated) objects (territories) - no later than 3 months from the date of entry into force of these requirements;

when commissioning new object (territory) - within 30 days from the date of the end of necessary actions for its commissioning.

The term of work of the commission is determined by the head of the body (organization) in the field of culture which is the owner of object (territory) who appointed the commission depending on complexity of object (territory) and constitutes no more than 30 working days.

8. The commissions are included:

a) the head of the body (organization) in the field of culture which is the owner of object (territory) or his deputy (commission chairman);

b) the employees of the body (organization) in the field of culture which is the owner of object (territory), who are responsible for fire safety, protection and technical equipment, confidential clerical work;

c) representatives of federal executive bodies, public authorities of subjects of the Russian Federation and local government bodies under which authority object (territory) is;

d) representatives of territorial authorities of safety, territorial authorities of the Federal Service of troops of national guard of the Russian Federation or divisions of private security of troops of national guard of the Russian Federation in the location of object (territory) (under approval).

9. The commissions can be included the staff of the organizations specializing in expert activities in the field of culture, and also the organizations specializing in the field of technical means of protection.

The staff of the commission affirms the order of the body (organization) in the field of culture which is the owner of object (territory).
