About questions of provision of utilities and contents of common property in the apartment house

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning provision of utilities and content of common property in the apartment house.

2. To public authorities of subjects of the Russian Federation:

within 10 calendar days after entry into force of this resolution to publish in official printing mass media, and also to post on the official site on the Internet information on duration of the heating period which was used for determination in accordance with the established procedure of the standard rates of consumption of utility on heating approved for the heating period;

no later than June 1, 2017 to approve standard rates of consumption of cold water, hot water, removal of sewage, electrical energy for the purpose of content of common property in the apartment house taking into account provisions of this resolution.

3. Before approval of standard rates of consumption of cold water, hot water, removal of sewage, electrical energy for the purpose of content of common property in the apartment house, but no later than June 1, 2017, when calculating the amount of payment for the utility provided for all-house needs in the apartment house the standard rates of consumption of utilities established by the subject of the Russian Federation as of November 1, 2016 for all-house needs are applied.

4. This resolution becomes effective since January 1, 2017, except for paragraphs of the fiftieth - the fifty fifth subitem "v" of item 4 of the changes approved by this resolution which become effective since June 1, 2017, and paragraphs of the eighth and ninth subitem 39 of Item of 3 changes approved by this resolution which become effective since July 1, 2017.

Changes which are made to acts of the Government of the Russian Federation concerning provision of utilities and content of common property in the apartment house

1. In the order of the Government of the Russian Federation of May 23, 2006 No. 306 "About approval of Rules of establishment and determination of standard rates of consumption of utilities" (The Russian Federation Code, 2006, No. 22 Art. 2338; 2013, No. 16, Art. 1972; 2014, No. 52, Art. 7773; 2015, No. 9, Art. 1316; 2016, No. 27, Art. 4501):

4) in Rules of establishment and determination of standard rates of consumption of the utilities approved by the specified resolution:

to add Item 3 after words of "utilities" with the words "and standard rates of consumption of utility resources for the purpose of content of common property in the apartment house";

to declare the subitem "e" of item 4 invalid;

add with Item 4.1 of the following content:

"4.1. In case of determination of standard rates of consumption of utility resources for the purpose of content of common property in the apartment house the following design and technical data of the apartment house are considered:

a) concerning cold and hot water - the number of storeys, depreciation of intra house engineering systems, type of system of heat supply (opened, closed), type of hot water supply, equipment in places public water folding devices and the sanitary equipment;

b) concerning the electric power - quantity and types consuming electric power of the equipment and devices, depreciation of intra house engineering systems.";

to add Item 5 after words of "utilities" with the words "and standard rates of consumption of utility resources for the purpose of content of common property in the apartment house";

in Item 7:

third the subitem "a" to declare the paragraph invalid;

add with Item 7.1 of the following content:

"7.1. In case of the choice of unit of measure of standard rates of consumption of utility resources for the purpose of content of common property in the apartment house the following indicators are used:

a) concerning cold water - cubic meter on 1 sq.m of total area of the rooms which are part of common property in the apartment house;

b) concerning hot water - cubic meter of cold water and Gcal on heating of 1 cubic meter of cold water on 1 sq.m of total area of the rooms which are part of common property in the apartment house or cubic meter of hot water on 1 sq.m of total area of the rooms which are part of common property in the apartment house;

c) concerning electrical energy - on 1 sq.m of total area of the rooms which are part of common property in the apartment house;

d) concerning amount of the taken-away sewage - cubic meter of total area of the rooms which are part of common property in the apartment house.";

state Item 8 in the following edition:

"8. The standard rate of gas consumption for the purpose of content of common property in the apartment house is accepted equal to zero.";

in Item 9:

the paragraph one after words of "utilities" to add with the words "and standard rates of consumption of utility resources for the purpose of content of common property in the apartment house";

to add paragraph two after words of "standard rates of consumption of utilities" with the words "or standard rates of consumption of utility resources for the purpose of content of common property in the apartment house", after the words "with the joint statement" to add with the words "about establishment of standard rates of consumption of utilities";
