AGREEMENT ON MUTUAL RECOGNITION AND EQUIVALENCE OF DOCUMENTS ON SECONDARY (GENERAL) EDUCATION, PRIMARY PROFESSIONAL AND SECONDARY PROFESSIONAL (SPECIAL) EDUCATION
The State Parties of this agreement on behalf of the governments which are hereinafter referred to as with the Parties
being guided by the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997,
for the purpose of accomplishment of the Interstate program of implementation of the Concept of forming of single (general) educational space of the Commonwealth of Independent States of November 29, 2001,
in view of aspiration of the Parties to deepening of integration processes in the fields of education, sciences and cultures,
considering the need for creation of the single labor market,
agreed as follows:
This agreement extends to the documents of the state sample on secondary (general) education, primary professional and secondary professional (special) education issued by the Parties.
The certificate on the main general education granted in the Azerbaijan Republic, the certificate on the main general education granted in the Republic of Armenia, the certificate on general basic education granted in the Republic of Belarus, the certificate on the basic general education granted in Georgia, the certificate on the main general education granted in the Republic of Kazakhstan, the certificate on the main general education granted in the Kyrgyz Republic, the certificate on gymnasia education granted in the Republic of Moldova, the certificate about the main general education issued in the Russian Federation, the certificate on incomplete secondary education granted in the Republic of Tajikistan, the certificate about the main general education issued in the Republic of Uzbekistan, the certificate on basic general secondary education granted in Ukraine are recognized the Parties under condition, what the normative duration of training at this education level constitutes at least 9 years. The named education documents grant the right to continuation of training in general education educational institutions, and also education in educational institutions of primary professional and secondary professional (special) education of the Parties according to the legislation of the Party of educational institution.
The certificate about the complete secondary general education issued in the Azerbaijan Republic, the certificate (certificate) on the secondary (complete) general education granted in the Republic of Armenia, the certificate about general secondary education issued in the Republic of Belarus, the certificate on the complete secondary general education granted in Georgia, the certificate about the secondary general education issued in the Republic of Kazakhstan, the certificate about the secondary general education issued in the Kyrgyz Republic, the certificate about secondary education and the bachelor's degree, issued in the Republic of Moldova, the certificate about the secondary (complete) general education issued in the Russian Federation, the certificate about secondary education issued in the Republic of Tajikistan the certificate on leaving school issued in the Republic of Uzbekistan, the certificate about complete general secondary education issued in Ukraine are recognized the Parties under condition, what the normative duration of training at this education level constitutes at least 11 years.
The diploma about vocational training with receipt of the complete secondary general education issued in the Azerbaijan Republic, the diploma about primary professional (craft) education with receipt of the secondary (complete) general education issued in the Republic of Armenia, the diploma about vocational training with receipt of general secondary education issued in the Republic of Belarus, the diploma about primary professional education with receipt of the secondary (complete) general education issued in Georgia, the diploma about primary professional education with receipt of the secondary general education issued in the Republic of Kazakhstan, the qualification certificate or/and the certificate on primary professional education issued in the Kyrgyz Republic, the qualification certificate with receipt of the bachelor's degree issued in the Republic of Moldova the diploma about primary professional education with receipt of the secondary (complete) general education issued in the Russian Federation, the diploma about primary professional education with receipt of secondary education issued in the Republic of Tajikistan; the diploma about primary vocational education with receipt of the complete secondary general education issued in the Republic of Uzbekistan, the diploma about vocational training with receipt of complete general secondary education issued in Ukraine are recognized the Parties and grant the right to education in educational institutions of secondary professional (special) and higher (professional) education of the Parties according to the legislation of the Party of educational institution.
The named education documents are recognized the Parties and are equivalent in case of revenues to work according to the specialty specified in them, qualification if other is not provided by the national legal system.
The diploma about secondary vocational education issued in the Azerbaijan Republic, the diploma about secondary professional education issued in the Republic of Armenia, the diploma about secondary vocational education issued in the Republic of Belarus, the diploma about secondary professional education issued in Georgia, the diploma about secondary professional education issued in the Republic of Kazakhstan, the diploma about secondary professional education issued in the Kyrgyz Republic, the diploma of the technician (technologist) and the diploma about secondary vocational education issued in the Republic of Moldova, the diploma about secondary professional education issued in the Russian Federation, the diploma of the junior specialist about secondary vocational education issued in the Republic of Tajikistan, the diploma about secondary vocational education issued in the Republic of Uzbekistan, the diploma of the junior specialist issued in Ukraine are recognized the Parties and grant the right to education in educational institutions of the higher (professional) education of the Parties according to the legislation of the Party of educational institution.
Application of Articles 4 and 5 of this agreement implies that duration of training and the field of preparation in general match. In some cases at owners of the education documents specified in these Articles, by authorized body of the Party from which recognition is requested documents on passing of rates and examination in objects which represent specific difference of the specific educational program can be requested.
For implementation of this agreement authorized bodies of the Parties provide each other samples of the state education documents, and also the national normative and legal acts regulating rules and procedures of their registration and issue.
The parties consult with each other concerning implementation of provisions of this agreement and inform each other through authorized bodies on changes of the rules and procedures relating to implementation of this agreement.
In case of modification of the either party of names and samples of the education documents specified in Articles 2, of 3, of 4, of the 5th this agreement they are recognized the Parties on condition of informing according to the procedure, established by this Article.
The parties coordinate the actions in questions of recognition of education documents.
This agreement becomes effective from date of delivery on storage to depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it. For the Parties which performed the specified procedures later the Agreement becomes effective from date of delivery on storage to depositary of the relevant documents.
This agreement is open for accession of other states recognizing its provisions by transfer to depositary of documents on such accession.
This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.
Changes and additions which are drawn up by the protocol which is integral part of the Agreement and becoming effective according to procedure stipulated in Clause the 10th this agreement can be made to this agreement.
The matters of argument connected using and interpretation of this agreement, are permitted by consultations and negotiations between the Parties.
This agreement is signed for a period of five years and automatically prolonged for the subsequent five-year periods if the Parties do not make other decision.
Any Party can leave this agreement, having sent the written notice of it to depositary not later than 6 months before date of exit.
It is made in the city of Astana on September 15, 2004 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
