About the Concept of interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States

Solved:

1. Approve the Concept of interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States it (is applied).

2. Grant to Economic council of the Commonwealth of Independent States the right to make changes to the Actions plan on implementation of the Concept of interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States according to offers of the State Parties of the CIS.

3. To executive committee of the CIS to perform the analysis of actions for implementation of the Concept of interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States and if necessary to inform Council of Heads of Government of the Commonwealth of Independent States on the course of its accomplishment.

4. This Decision becomes effective from the date of its signing, and for the states which legislation requires accomplishment of the interstate procedures necessary for its entry into force, - from the date of delivery on storage to depositary of the notification on accomplishment of the mentioned procedures.

It is made in the city of Astana on September 15, 2004 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Special opinion of the Azerbaijan Republic to the Concept of interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States

1. The Azerbaijan Republic participates in implementation of the Concept of interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States and the Actions plan on implementation of the Concept till 2009 according to the national legal system and within, not contradicting interests of the state.

2. Any of the rights, obligations and provisions stated in this agreement will not be accepted by the Azerbaijan Republic concerning the Republic of Armenia.

3. The Azerbaijan Republic reserves the right at any time to change or exclude Item 2 presents of the Special Opinion what other Parties will be notified in writing on.
