About modification and amendments in the Instruction on the organization and carrying out selective state statistical observation of the prices and rates for consumer goods and the paid services rendered to the population

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Bring in the Instruction on the organization and carrying out selective state statistical observation of the prices and rates for consumer goods and the paid services rendered to the population, approved by the resolution of National Statistical Committee of the Republic of Belarus of November 12, 2013 No. 244 (The national legal Internet portal of the Republic of Belarus, 12.12. 2013, 7/2637), following changes and amendments:

1.1. in paragraph three of item 4 of the word of "contribution to Social Security Fund of the population of the Ministry of Labour and Social Protection" shall be replaced with words "fees on professional pension insurance in the budget of state non-budgetary fund of social protection of the population";

1.2. add Item 9 with part three of the following content:

"54-1. On services of hotels the sample of the basic organizations joins hotels of that category which is prevailing on amount of rendering services in the city (it is determined based on the ratio of cost amount of the rendered services to the population in year by the selected hotels and total cost amount of services of the hotels rendered to the population in the city).

If the sample of the basic organizations includes the hotels having the different number of rooms for accommodation, then the choice of category of number (single, double) is performed proceeding from its dominance in structure of numbers of these hotels. If accommodation cost in the room of the hotel includes breakfast cost, then its cost is considered in case of registration of the price of service representative. The cost of the additional services rendered to the client according to its requirement and included in payment for accommodation in the room of the hotel in case of registration of the price of service representative is not considered.

54-2. On services of hostels the sample of the basic organizations joins hostels of the organizations providing the higher and secondary vocational education.

On services of obligatory civil liability insurance of owners of vehicles (cars) the complex agreement of internal insurance including obligatory civil liability insurance of owners of vehicles - residents of the Republic of Belarus and voluntary insurance of their property (car) on the damnification case as a result of the road accident concluded for a period of one year is selected.

Specialists of territorial authorities of the state statistics get advice of specialists of the organization performing insurance activity in the city for the purpose of determination of services representatives proceeding from determination of the following conditions of insurance:

the owner of the car for the first time signs the complex agreement of internal insurance;

the car with engine capacity from 1800 to 2500 cubic cm inclusive;

insurance term - 1 year;

specific region of the location (residence) of the insurer (resident of the Republic of Belarus);

specific age, years of service of driving of the insurer and sum of money of proprietary insurance.

If the additional terms influencing the size of insurance premium under the complex agreement of internal insurance are entered, then their influence also should be considered.

The size of insurance premium is established in foreign currency which payment is made in Belarusian rubles proceeding from the currency rate established by National Bank of the Republic of Belarus.";

1.12. add with Item of 61 following contents:

"61. Specialists of head department of statistics of the prices of Belstat within year exercise control of registration of the prices (rates) on the basic organizations in 2-3 cities.".

1.13. state appendices 2-7 in the following edition:
