About organizational measures for ensuring rational use of biological resources of Aydar-Arnasaysky system of lakes

For the purpose of ensuring rational use and the effective organization of management of fish resources of Aydar-Arnasaysky system of lakes, preserving biological diversity, fishery development, and also integrated approach to the solution of the questions connected with stocking of natural reservoirs, the Cabinet of Ministers decides:

1. Agree with the offer of the State Tax Committee of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on conservation, khokimiyats of the Jizzakh and Navoiy regions about creation of the State unitary enterprise "Directorate of Aydar-Arnasaysky System of Lakes" (further - Directorate) under the State Tax Committee of the Republic of Uzbekistan.

2. In accordance with the established procedure to provide to khokimiyats of the Jizzakh and Navoiy regions Directorates the Aydar-Arnasaysky system of lakes located in the territory of the Jizzakh and Navoiy regions in the permanent isolated use for development of fishing industry.

3. Determine the main objectives and activities of Directorate:

creation and ensuring functioning of fish nurseries and incubatory workshops in the territory of Aydar-Arnasaysky system of lakes for cultivation of juveniles of fishes for the purpose of further stocking of reservoir;

organization of the hydrobiological and hydrochemical analysis of condition of reservoirs;

widespread introduction of modern technologies and methods of cultivation of fish in Aydar-Arnasaysky system of lakes;

organization of holding open tender for provision to fishing farms of sites of Aydar-Arnasaysky system of lakes;

development of amateur and sports fishery, tourism in the territory of Aydar-Arnasaysky system of lakes;

fishing growth in volumes, step-by-step forming of technological chains on production of export-oriented and competitive fish products;

implementation of monitoring of observance of provisions of the lease by fishing farms.

4. Determine that:

the authorized capital of Directorate is created at the expense of own means of the State Tax Committee of the Republic of Uzbekistan;

the place of dislocation of Directorate is Arnasaysky district of the Jizzakh region;

sources of financing of activities of Directorate are the income from its activities and other sources which are not prohibited by the legislation;

The directorate is headed by the director appointed and dismissed by the chairman of the State Tax Committee of the Republic of Uzbekistan.

5. Approve:

management structure of the State unitary enterprise "Directorate of Aydar-Arnasaysky System of Lakes" with extreme number of managerial personnel in number of 13 units according to appendix No. 1;

Regulations on procedure for provision to fishing farms of sites of Aydar-Arnasaysky system of lakes and conducting trade fishing according to appendix No. 2;

Package of measures for development and rational use of biological resources of Aydar-Arnasaysky system of lakes (further - the Package of measures) according to appendix No. 3.

6. Recommend AKIB "Ipoteka-bank" provision of Directorate of the credits for creation and ensuring functioning of fish nurseries and incubatory workshops, implementation of modern technologies and methods of cultivation of fish, step-by-step forming of technological chains on production of export-oriented and competitive fish products in Aydar-Arnasaysky system of lakes for up to three years, with grace period one year and at the rate which is not exceeding refunding rate of the Central bank of the Republic of Uzbekistan.

7. To the state committee of the Republic of Uzbekistan on conservation in two weeks to bring in the Program of the actions for 2017 financed by means of Republican fund of conservation and Republican state inspectorate for protection and rational use of animal and flora, the actions provided in appendix No. 3 to this resolution.

8. In a month to provide to the State Tax Committee of the Republic of Uzbekistan:

approval of the charter of Directorate and its state registration;

forming of authorized capital of Directorate;

completion of executive office of Directorate by highly qualified specialists according to the approved structure and the staff list.

9. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 07.08.2017 No. 593

10. To provide to khokimiyats of the Jizzakh and Navoiy regions together with territorial subdivisions of Goskomzemgeodezkadastr of the Republic of Uzbekistan according to requests of Directorate provision of the parcels of land for construction of fish nurseries and incubatory workshops, and also for development of food supply along the coastline of Aydar-Arnasaysky system of lakes.

11. To the ministries and departments in three-months time to bring the regulatory legal acts adopted by them into accord with this resolution.

12. To impose control of execution of this resolution on the deputy prime minister - the minister of agricultural and water economy of the Republic of Uzbekistan Z. T. Mirzayev.

Regulations on procedure for provision to fishing farms of sites of Aydar-Arnasaysky system of lakes and conducting trade fishing

Chapter 1. General provisions

1. This Provision determines procedure for provision to fishing farms of sites of Aydar-Arnasaysky system of lakes (further - reservoir) and conducting trade fishing on this reservoir.

2. In this Provision the following basic concepts are applied:

stocking - release in reservoirs of artificially grown up juveniles of fishes for increase in ryboproduktivnost;

fingerling - juveniles of fishes to fall of the current year (lived one summer);

yearling - the wintered fingerling with the finished first period of growth;

trade fishing - the use of fauna objects in the form of fishing for commercial purposes performed by fishing farms on the sites of reservoir provided to them;

fishing economy - the legal entity performing trade fishing;
