b) The ministry of digital development, communication and mass communications of the Russian Federation is authorized body on ensuring technical functioning of single system and performs functions of the operator of single system.

4. Determine that:

a) The Russian Government Office within implementation of the subitem "an" of Item 3 of this resolution has the right to attract in accordance with the legislation of the Russian Federation the organization (organizations) to performance of works (rendering services) for the purpose of implementation of methodical and consulting user support, information filling, forming, maintaining and updating of qualifiers and reference books of single system;
