1. Rules of provision and distribution of subsidy from the federal budget to budgets of subjects of the Russian Federation on support of industry of culture

1. These rules establish procedure for forming, provision and distribution from the federal budget of subsidy to budgets of subjects of the Russian Federation on support of industry of culture (further - subsidy).

2. The subsidy is provided for the purpose of joint financing of payment commitments of subjects of the Russian Federation on implementation of actions of state programs of the subjects of the Russian Federation providing:

a) development of cultural institutions, including:

equipment of the museums computer and telecommunication equipment;

equipment procurement (share, fire-proof) for the museums;

providing museums with modern means of protection;

production and delivery of mobile library complexes;

creation of model libraries (for the purposes of upgrade of rural library network);

creation of the all-Russian system of access to National electronic library;

creation of the multipurpose mobile cultural centers;

updating of material and technical resources, acquisition of the special equipment for cultural institutions in the small cities and in the village;

providing the local government offices of culture which are in the territories of rural settlements (further - rural cultural institutions), specialized motor transport;

strengthening of material and technical resources of on-stage performance Cossack groups;

strengthening of material and technical resources and equipment by the equipment of children's schools of arts;

b) completing of book funds of municipal public libraries and state central libraries of subjects of the Russian Federation (further - completing of book funds);

c) connection of municipal public libraries and state central libraries in subjects of the Russian Federation (further - libraries) to the Internet and development of library science taking into account task of expansion of information technologies and digitization (further respectively - Internet network, connection of libraries to Internet network);

d) state support of the best employees of rural cultural institutions;

e) state support of the best rural cultural institutions;

e) implementation of actions on creation of the innovative cultural centers;

g) joint financing of the expenses arising in case of implementation of state programs of subjects of the Russian Federation on the complex actions directed to creation and upgrade of organizations of cultural and leisure type in the rural zone including providing infrastructure (including construction, reconstruction and repair of buildings), acquisition of the equipment for equipment of organizations and involvement of specialists of cultural and leisure activities for the purpose of ensuring access to cultural values and creative self-realization of inhabitants of the rural zone (further - creation and upgrade of organizations of cultural and leisure type in the rural zone).

3. The subsidy is provided to budgets of subjects of the Russian Federation within the budgetary appropriations provided in the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations approved in accordance with the established procedure to the Ministry of Culture of the Russian Federation on the purposes, stipulated in Item 2 these rules.

Selection of subjects of the Russian Federation is performed based on selection criteria of subjects of the Russian Federation on provision of subsidy from the federal budget to budgets of subjects of the Russian Federation on support of industry of culture which are given according to appendix No. 1 and consider the need for financing of the actions specified in Item 2 of these rules.

4. The general size of the subsidy provided to the budget of i-go of the subject of the Russian Federation on implementation of actions specified in Item 2 of these Vi is determined by formula:

where:

V1 - the size of the budgetary appropriations from the federal budget provided to the budget of i-go of the subject of the Russian Federation on implementation of actions on development of cultural institutions;

V2 - the size of the budgetary appropriations from the federal budget provided to the budget of i-go of the subject of the Russian Federation on implementation of actions on completing of book funds;

V3 - the size of the budgetary appropriations from the federal budget provided to the budget of i-go of the subject of the Russian Federation on implementation of actions on connection of libraries to Internet network;

V4 - the size of the budgetary appropriations from the federal budget provided to the budget of i-go of the subject of the Russian Federation on implementation of actions on support of the best employees of rural cultural institutions;
