About approval of the Regulations on creation and functioning of single window on permission of accomplishment of construction works

Based on parts (3) and (4) article 7 of the Law No. 161/2011 on implementation of single window in implementation of business activity (The official monitor of the Republic of Moldova, 2011, Art. No. 170-175, 496), with subsequent changes, and provisions of the Town-planning and construction code No. 434/2023 (The official monitor of the Republic of Moldova, 2024, Art. No. 41-44, 61), with subsequent changes, DECIDES: the Government

1. Approve:

Regulations on creation and functioning of single window on permission of accomplishment of construction works according to appendix No. 1;

changes and additions which are made to some orders of the Government according to appendix No. 2.

2. Issue to the bodies of local public authority and divisions provided by subitems of 1)-3) of Item 6 of the Regulations on creation and functioning of single window on permission of accomplishment of construction works the documents and the necessary conclusions relating to permission of accomplishment of construction works by means of the Automated information system of production and issue of allowing documents after its creation according to requirements of the Regulations on creation and functioning of single window for permission of accomplishment of construction works.

3. To the owner of the Automated information system of production and issue of allowing documents established by the order of the Government:

1) till January 1, 2027 to provide creation within the Automated information system of production and issue of the allowing documents, components necessary for work of single window on permission of accomplishment of construction works;

2) to provide connection of bodies of local public authority, the divisions provided by subitems 1) - 3) Item 6 of the Regulations on creation and functioning of single window on permission of accomplishment of construction works, and also National inspectorate for technical supervision to the Automated information system of production and issue of allowing documents.

4. To provide to the agency of the state services free connection and the automated data exchange between the Automated information system of production and the issue of allowing documents and the State register of the population, the State register of legal units Automated by the information system "Inventory of Real Estate" and other information systems and registers administered by it by means of platform of the interoperability founded by the Government.

5. To the Ministry of Culture:

provide input and updating of data from the List of the monuments of the Republic of Moldova protected by the state and data from the minutes of National council on historical monuments under the Ministry of Culture of rather positive approval of the working project in the Automated information system of production and issue of allowing documents after its creation;

in 30-day time from the date of publication of this resolution to bring the Regulations on archaeological researches and examination in the Republic of Moldova approved by the Order of the Minister of Cultural Affairs No. 126 of April 25, 2013 into accord with requirements of the Regulations on creation and functioning of single window for permission of accomplishment of construction works.

6. To the Ministry of Internal Affairs in 6-month time from the date of publication of this resolution to develop and submit for approval to the Government of change and amendment for entering into the Regulations on creation and functioning of single window on issue

allowing documents in the field of fire safety, for the purpose of its reduction in compliance with Regulations on creation and functioning of single window on permission of accomplishment of construction works.

7. Provide to public organization "Bureau on Arrangement of the Territory, Town Planning, Construction and Housing" entering into the Automated information system of production and issue of allowing documents and updating of data on the certified technical experts in the field of construction.

8. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova, except for the provisions connected with the Automated information system of production and issue of allowing documents which will be applied along with creation and commissioning of this system.

I. General provisions

1.
