1. Approve Aviation rules of the admission (are applied) to operation of airfields (helidromes) of the state aircraft of the Republic of Belarus.
2. This resolution becomes effective since January 20, 2017.

1. In these Aviation rules the procedure for the admission of airfields (helidromes) for the state aircraft of the Republic of Belarus (further - airfields (helidromes)) to operation is determined and requirements imposed to elements of aerodrome environs and airfield to the meteorological equipment in airfields (helidromes) when ensuring flights of the state aircraft of the Republic of Belarus are established.
2. For the purposes of these Aviation rules the following reducings are applied:
APM – airfield projector beacon;
ARP – automatic radio direction finder;
ASI – airfield and alarm property;
ATU – emergency brake installation;
BPB – side strip of safety;
BPRM – near drive radio marker beacon;
The runway – landing strip;
VNGO – height of the lower bound of clouds;
AF – the aircraft;
GVPP – soil landing strip;
GGS – loud-speaking communication;
GRP – group of management of flights;
DOSAAF – republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";

3. In these Aviation rules the terms used in the values specified in the Air code of the Republic of Belarus and also the following terms and their determinations are applied:
airfield (helicopter aerodrome) clothes – the multilayer design arranged, as a rule, on soil and perceiving loadings and impacts from AF, operational and natural factors, including covering and the artificial basis;
airfield (helicopter aerodrome) covering – the upper layer of airfield (helicopter aerodrome) clothes which is directly perceiving loadings and impact from AF, operational and natural factors;
BPB – the part of flight strip adjoining lateral face of the runway and intended for increase in level of safety in case of possible rolling-out of AF out of its limits;
The runway – the part of airfield (helidrome) intended for running start in case of take-off and run after landing of AF. The runway can be with artificial airfield covering or soil;
visibility (visibility range) – the maximum distance from which objects are visible and are identified;
visibility on the runway (visibility range on the runway) – the maximum distance within which the pilot of AF who is on the axial line of the runway can see marking of its covering or light reference points;

categorized airfield (helidrome) – the airfield (helidrome) allowed to operation in case of minimum of I, II and III categories, equipped with at least than two independent girdled power supply sources (industrial network), the automatic autonomous source of electric utility service allowing to recover tension on the guaranteed board of electric utility service of airfield (helidrome) in time no more than 1 with, centralized system of remote control and control of means of communication and RTO of flights;
KTA – the point determining location of airfield (helidrome) in the chosen system of coordinates;
Bedding set – the part of flight strip adjoining the ends of the runway and BPB, intended for increase in level of safety in case of possible rolling-out of AF out of its limits;
the airfield – part of the square of airfield (helidrome) on which runways with side and trailer strips of safety, rulezhny paths, parking lots of AF, airfields, technical line items and platforms for preparation of AF for departure are located;
LP – the site of the airfield intended for ensuring take off and landing of AF and including one or several runways, side and trailer strips of safety;
MRD – the rulezhny path located lengthways the runway and providing taxing of AF from one end of the runway to another on the shortest distance;
the maximum speed of wind (rushes) – the greatest value of instantaneous velocity of wind in the expired 10 min.;
the instantaneous velocity of wind – wind speed, average for 3–5 with;
parking lots of AF – the prepared platforms for placement and servicing of AF: individual – for one AF, group – for two and more AF;
meteorological sizes – the general name for number of characteristics of condition of air and some atmospheric processes;
MDV – the greatest distance from which it is possible to differentiate or find against the background of the sky near the horizon (against the background of haze or fog) dark object with angular size more than 15 °;
at least I categories – height of decision making are at least 60 m and visibility at least 800 m or visibility range on the runway at least 550 m;
at least II categories – height of decision making are less than 60 m, but at least 30 m and visibility range on the runway at least 350 m;
minima of III category: III And – height of decision making is less than 30 m or without restriction on height of decision making and visibility range on the runway at least 200 m; III In – height of decision making is less than 15 m or without restriction on height of decision making and visibility range on the runway less than 200 m, but at least 50 m; III With – without restriction on height of decision making and visibility range of the runway;
the direction of wind (meteorological) – the direction of air flow determined by corner between northern geographical meridian and the direction on horizon point ("from where blows"), expressed in degrees with rounding to tens;
the independent power supply the electric power – the power supply which in the set limits (including for postemergency operation) keeps electric power parameters in case of violation them on other sources;
not categorized airfield (helidrome) – the airfield (helidrome) which is not satisfying at least on one of conditions for categorized airfield (helidrome) and providing landing approach up to the height of decision making more than 60 m in case of visibility more than 800 m;
