The changes made to the Administrative regulations of Federal Service for the Oversight of Transport of execution of the state function on control (supervision) of compliance with law of the Russian Federation and international treaties of the Russian Federation on procedure of the international motor transportations approved by the order of the Ministry of Transport of the Russian Federation of July 11, 2012 No. 229 (registration No. 25700) is registered by the Ministry of Justice of the Russian Federation on October 17, 2012,

1. Paragraphs two, the third and fourth Item 2 to state in the following edition:

"The state function on transport control is performed in stationary and portable checkpoints on highways public of the Russian Federation, in portable checkpoints on the parking (parkings) of vehicles designated by route signs in the territory of the Russian Federation (further - checkpoints).

The list and location of checkpoints, except places on the parking (parkings) of vehicles designated by route signs, on federal highways public are approved by Federal Service for the Oversight of Transport with the Ministry of Internal Affairs of the Russian Federation regarding fulfillment of requirements on traffic safety, and on other highways public and streets of the cities - territorial authorities of Federal Service for the Oversight of Transport with territorial authorities of the Ministry of Internal Affairs of the Russian Federation regarding fulfillment of requirements on traffic safety.

Location of checkpoints, except places on the parking (parkings) of vehicles designated by route signs, is designated by special route signs".

the order of the Ministry of Transport of the Russian Federation of August 19, 2015 No. 248 "About approval of Criteria and procedure for determination of type of the carried-out international motor transportation of load" (registration No. 40043) is registered by the Ministry of Justice of the Russian Federation on December 9, 2015;

the order of the Ministry of Transport of the Russian Federation of August 19, 2015 No. 249 "About approval of Conditions of implementation of bilateral and transit international motor transportations without permissions" (registration No. 39477) is registered by the Ministry of Justice of the Russian Federation on October 27, 2015;

the order of the Ministry of Transport of the Russian Federation of October 14, 2015 No. 301 "About approval of Features of accomplishment of the international motor transportation of loads of the third states" (registration No. 39973) is registered by the Ministry of Justice of the Russian Federation on December 4, 2015;

the order of the Ministry of Transport of the Russian Federation of October 14, 2015 No. 302 "About realization of provisions of Item 3 of article 2 of the Federal Law of July 24, 1998 No. 127-FZ and orders of the Government of the Russian Federation of February 16, 2008 No. 89" (registration No. 40013) is registered by the Ministry of Justice of the Russian Federation on December 8, 2015.

In case of receipt of the notification by the transport driver from authorized body of transport control (supervision) of other state member of the Customs union the specified notification shall be shown to the official of the federal executive body performing functions on control (supervision) in the field of transport for putting down of mark about violation elimination".

"11. When carrying out documentary control of cargo vehicles the official checks:

1) the car driver license on the right of vehicle control (compliance of surname, age of the driver to requirements of article 5 ESTR, and also category compliance on the right of management);

2) the registration certificate of the vehicle (registration number, the vehicle model, year of release of the vehicle, identification number (VIN) resolved the maximum weight);

3) the international commodity-transport delivery note and other documents provided by international treaties of the Russian Federation and the legislation of the Russian Federation, confirming type of the carried-out transportation (compliance of carrier, the sender, consignee, the shipping place and unloadings and traffic route);

4) the document granting the right to driving through the territory of the Russian Federation (at foreign carriers), and observance of rules of its filling with putting down of mark about control passing;

5) special one-time permission to implementation of the international motor transportation from the territory or on the territory of the third state (at foreign carriers) with putting down of mark about control passing;

6) availability of the accounting coupon in cases if according to international treaties of the Russian Federation the international motor transportation is allowed without the Russian permission to journey or is transported according to multilateral permission, with putting down of mark about control passing;

7) availability of permission to trip for check of compliance of the shown permission to type of the carried-out transportation (bilateral, transit, in/from the third countries) in the cases provided by international treaties of the Russian Federation in the field of the international automobile communication;

8) the Russian permission to trip for foreign carriers (compliance of number of permission to the issued permissions, filling according to statutory rules and authenticity);

9) multilateral permission of EKMT in case of transportation of goods between the states which are members of the European conference of Ministers of Transport and observance of statutory rules of use of the specified permissions. At the same time the official checks:

a) compliance of number of permission to the issued permissions;

b) logbook;

c) the certificate of conformity to technical regulations on exhaust gases and noise certified by the manufacturer or the authorized representative of country of incorporation of the vehicle, the copy in three languages;

d) the certificate of conformity to safety requirements of the tractor and trail car (semitrailer truck) which shall be answered issued by competent authorities of country of incorporation of the car or the producer of the car (or the authorized representative of the manufacturer) or both of them copies in three languages;

e) the certificate of serviceability for the tractor and the trail car (semitrailer truck) which are in operation more than 12 months issued by competent authorities of country of incorporation of the vehicle and also its transfer in three languages;

e) compliance of data on the owner, the identification number and model of the vehicle specified in certificates, this in the registration certificate of the vehicle;

g) effective period of certificates;

10) control devices of registration of work-rest schedule of drivers (tachographs), filling тахограмм or in the established cases of maintaining by drivers of registration leaves of work-rest schedule and observance by transport drivers of work-rest schedule with putting down of marks about control passing. At the same time the official checks:

a) availability and conducting records in registration leaves for the present day and for the last 28 calendar days during which the driver managed the vehicle, compliance of registration leaves to type of the control device;

b) conducting records manually and information availability on printout of the digital control device for the present day and for the last 28 calendar days during which the driver managed the vehicle;

c) duration of continuous management and duration of rest, breaks on compliance to requirements of ESTR;

11) special permission to journey of large-size vehicles and (or) heavyweight vehicles, weight with load or without load and (or) load of axis or group of axes of which exceed more than for two percent the admissible mass of the vehicle and (or) permissible load on axis or group of axes of the vehicle, and also observance of routes when they are specified in such permissions, and necessary documents according to the requirements established by international treaties of the Russian Federation and the legislation of the Russian Federation to transportation of bulky and heavy loads. At the same time the official checks:

a) number of special permission and its authenticity;

b) compliance of the route of transportation specified in special permission, to the actual route;

c) compliance of data on the owner and the registration number of the vehicle specified in special permission, this in the registration certificate of the vehicle;

d) compliance of the overall dimensions and (or) weight parameters specified in special permission, to the overall dimensions and (or) weight parameters received when carrying out instrumental control;

e) effective period of special permission;

12) the special authority for the move of dangerous goods, with putting down of mark about control passing. At the same time the official checks:

a) number of special permission and its authenticity;

b) compliance of the route of transportation specified in special permission, to the actual route;

c) compliance of data on the owner and the registration number of the vehicle specified in special permission, this in the registration certificate of the vehicle;

d) effective period of special permission, quantity of the permitted trips;

e) availability and effective period of the certificate on training of the driver for transportation of dangerous goods, its compliance to class of the transported load;

e) availability and effective period of the certificate on the admission of the vehicle to transportations of dangerous goods;

g) availability of emergency card of system of information on danger;

13) certificate on vehicle compliance to requirements of Union of Right Forces in transit perishable foodstuff. At the same time the official checks:

a) effective period and authenticity of the certificate;

b) compliance of data on the owner, the registration number and model of the vehicle specified in the certificate, this in the registration certificate of the vehicle;

14) the notification (in case of its obtaining by the driver from state authorized body (automobile) control of other state member of the Customs union) with putting down of mark about violation elimination;

15) the Russian permission and (or) special permission at the transport driver who is carrying out transportation through the Belarusian or Kazakhstan site of external border of the Customs union for putting down of mark about entrance or departure".

8. To state the paragraph of "" of the subitem 6 of Item 12 in the following edition:

"d) observance of requirements of the legislation of the Russian Federation in transit groups of children by buses".

9. To state the subitem 3 of Item 14 in the following edition:

"3) in special permission to journey of large-size vehicles and (or) heavyweight vehicles".

"In case of detection of the violations connected with implementation of transportations with the blank permissions, permissions filled with violation of statutory rules, or the permissions which are not corresponding to type of transport or without permissions if such permissions are obligatory, or without accounting coupon, the vehicle is late in accordance with the legislation of the Russian Federation about administrative offenses before elimination of the reasons of detention and if the vehicle on which the administrative offense is made leaves from the territory of the Russian Federation also before payment of administrative penalty".

11. To state the subitem 6 of Item 15 in the following edition:

"6) in case of transportation of goods by the large-size and (or) heavyweight vehicle - the vehicle equipment according to the current legislation of the Russian Federation".

12. Add Item 15 with subitem 8 in the following edition:

"8) compliance of vehicles to requirements of KDD and international treaties of the Russian Federation".

13. To state the subitem 1 of Item 16 in the following edition:

"1) observance of requirements for safety of transportations of passengers according to the Rules of organized transportation of group of children by buses approved by the order of the Government of the Russian Federation of December 17, 2013 No. 1177, and to Rules of safety of transportations of passengers and loads by road transport and urban land electric transportation and the List of actions for training of workers of the legal entities and individual entrepreneurs transporting road transport and urban land electric transportation to safe work and the vehicles to safe operation approved by the order of the Ministry of Transport of the Russian Federation of January 15, 2014 No. 7".
