Approve Regulations on acceptance of foreigners and persons without citizenship on training in higher educational institutions it (is applied).
Determine that coordination of work of higher educational institutions irrespective of their subordination and pattern of ownership concerning acceptance of foreigners and stateless persons on training is performed by the Ministry of Education.

1. This Provision is obligatory for all higher educational institutions of Ukraine irrespective of their subordination and pattern of ownership, and also for legal entities (residents and nonresidents) who render intermediary services in set of foreigners and persons without citizenship (further - foreigners) on training.
Action of this Provision does not extend to the foreigners who are constantly living in the territory of Ukraine and having the right of the accession to educational institutions on an equal basis with citizens of Ukraine.
2. Acceptance of foreigners on training is performed by higher educational institutions which have permission (license) for carrying out the related educational activity.
