For the purpose of optimization of provision by Federal Service for the Oversight of Consumer Protection and Welfare of the state service in acceptance and accounting of notifications on the beginning of implementation by legal entities and individual entrepreneurs of separate work types and services according to the list provided by the order of the Government of the Russian Federation of 16.07.2009 No. 584, according to requirements of the Concept of development of procedures for granting of the state and municipal services in electronic form approved by the order of the Government of the Russian Federation of 25.12.2013 No. 2516-r (The Russian Federation Code, 13.01. 2014, No. 2 (part II), the Art. 155), and the order of the Government of the Russian Federation of 30.05.2014 No. 496 "About modification of the order of the Government of the Russian Federation of 27.09.2011 No. 797" (The Russian Federation Code, 09.06. 2014, No. 23, the Art. 2986), and also in connection with the Federal constitutional Law of 21.03.2014 No. 6-FKZ "About acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation new subjects - the Republic of Crimea and the federal city of Sevastopol" (The Russian Federation Code, 24.03. 2014, 12, of the Art. 1201) I order to No.:

Make changes to Administrative regulations of provision by Federal Service for the Oversight of Consumer Protection and Welfare of the state service in acceptance and accounting of notifications on the beginning of implementation by legal entities and individual entrepreneurs of separate work types and services according to the list provided by the order of the Government of the Russian Federation of 16.07.2009 No. 584, approved by the order of Rospotrebnadzor of 19.07.2012 No. 779 (it is registered in the Ministry of Justice of the Russian Federation 03.10. 2012, registration number 25589, "Bulletin of regulations of federal executive bodies", 18.03. 2013, No. 11), with the changes made by orders of Rospotrebnadzor of 28.12.2012 No. 1202 (it is registered in the Ministry of Justice of the Russian Federation 13.03. 2013, registration number 27664), of 16.10.2013 No. 755 (it is registered in the Ministry of Justice of the Russian Federation 24.03. 2014, registration number 31706), according to appendix.

Changes in Administrative regulations of provision by the Federal Service on supervision in the field of consumer protection and wellbeing of the person of the state service in acceptance and accounting of notifications on the beginning of implementation by legal entities and individual entrepreneurs of separate work types and services according to the list provided by the order of the Government of the Russian Federation of 16.07.2009 No. 584, approved by the order of Rospotrebnadzor of 19.07.2012 No. 779 *

1. To add the subitem "an" of Item 8 of Administrative regulations after the paragraph of the fifth with the paragraph of the following content:

"the order of the Government of the Russian Federation of September 27, 2011 No. 797 "About interaction between the multipurpose centers of provision of the state and municipal services and federal executive bodies, bodies of state non-budgetary funds, public authorities of subjects of the Russian Federation, local government bodies" (The Russian Federation Code, 09.06. 2014, No. 23, Art. 2986);".

"The notification which arrived by e-mail in the form of the electronic document including through MFTs, is registered within 1 working day from the moment of receipt of the notification (request from MFTs) territorial authority of Rospotrebnadzor.".

"the applicant can provide the notification in the form provided by appendix No. 2 to the Rules of submission of notifications on the beginning of implementation of separate types of business activity and accounting of the specified notifications approved by the order of the Government of the Russian Federation of July 16, 2009 No. 584, in territorial authority of Rospotrebnadzor in the form of the electronic document signed by the digital signature of the applicant including with use of the Single portal of the state and municipal services (functions) through MFTs;".

"The applicant represents the notification in duplicate to territorial authority of Rospotrebnadzor directly, through MFTs or sends it to territorial authority of Rospotrebnadzor in the place of the actual implementation of activities by the registered mail with the inventory of investment with the assurance of receipt, or in the form of the electronic document signed by the digital signature of the applicant through the Single portal of the state and municipal services (functions).".

Upon completion of ministerial procedure on registration of notifications the authorized officer responsible for delivery (direction) to the applicant of the registered notification, suggests the applicant to take part in quality evaluation of the state service provided to it with use of devices of mobile radiotelephone communication.

In case of the consent of the applicant to participation in quality evaluation of the state service provided to it, the authorized officer responsible for delivery (direction) to the applicant of the registered notification, transfers the contact information necessary for detection of his opinion on quality of provision of the state service provided to them, to the automated information system "Information and Analytical Monitoring System of Quality of the State Services".

If the applicant refused quality evaluation of provision of the state service by means of devices of mobile radiotelephone communication, after receipt of the state service, the authorized officer responsible for delivery (direction) to the applicant of the registered notification, informs the applicant on opportunity to use terminal or other device (if technically possible) for quality evaluation of provision of the state service.

Rospotrebnadzor (its territorial authority) provides transfer of results of assessment in the automated information system "Information and Analytical Monitoring System of Quality of the State Services".

The authorized officer responsible for delivery (direction) to the applicant of the registered notification, shall inform the applicant on opportunity to estimate quality of provision of the state services with use of Internet network by means of the polling module of information system of the monitoring of the state services posted on the official sites of territorial authorities of Rospotrebnadzor, on the specialized website ("Your control") in Internet network, and also in personal account of the single portal of the state and municipal services (functions).".
