About approval of Rules of search and rescue ensuring flights of the state aircraft of Ukraine
According to part two of article 7 of the Air code of Ukraine, to Item 7 of the Procedure for attraction of search and rescue forces and means to work on search and rescue, the expense recoveries connected with their carrying out, the Cabinet of Ministers of Ukraine approved by the resolution of November 14, 2012 No. 1037 (with changes), and for the purpose of determination of procedure for the organization of search and rescue ensuring flights of the state aircraft of Ukraine I order:
1. Approve Rules of search and rescue ensuring flights of the state aircraft of Ukraine which are attached.
2. This order becomes effective from the date of its official publication.

1. These rules determine procedure for the organization and implementation of search and rescue providing (further - VSO) flights of the state aircraft of Ukraine (further - HECTARE) and are obligatory for management and execution by all subjects of aviation activities (further - the GARDEN) HECTARE.
2. In these rules terms are used in the following values:
emergency - variations from normal living conditions and activities of people who brought (can bring) to threat of life and human health, destruction of buildings, constructions, the equipment and vehicles;
the emergency notification - transfer of the message on emergency with the aircraft (further - AF) body which can give help or coordinate its provision;
emergency stage - the general term determining uncertainty stage, stage of alarm or stage of disaster in different circumstances;
the emergency drive transmitter (ELT) - the general term used concerning the equipment which transmits distinctive signals at the set frequencies and depending on type of application can work automatically as a result of blow or be put in action manually.
ELT happens the following types:
automatic stationary ELT (ELT (AF)) - ELT which works automatically and stationary, established onboard AF;
rescue ELT (ELT (S)) - ELT which is removed from board of AF and is placed so that it could be used easily in emergency and is put in action manually by persons who survived;
automatic portable ELT (ELT (AP)) - ELT which works automatically not movably is fixed onboard AF and easily is removed;
ELT which is automatically developed (ELT (AD)) - ELT which not movably is fixed onboard AF is automatically developed and works as a result of blow, and in certain cases is also put in action by hydrostatic sensors, also its expansion manually is provided;
rescue crew - division which staff has special preparation and it is equipped with means and the equipment for bystry and effective carrying out wrecking (further - ASR);
rescue means - technical means of special purpose, scientific and technical products and other objects of intellectual property right (means of communication, the equipment, the equipment, equipment, materials, video, film, photographic materials on technologies of carrying out rescue and search and rescue works, software products and databases and other means) which are used when carrying out rescue and search and rescue works;
wrecking - works when which implementing search and rescue forces and means are used (further - PSSS) for the purpose of liquidation of emergency situations and their effects in airfield;
emergency evacuation - process of emergency escape of AF by crew and passengers in case of accident on the land or water by means of onboard aviation means of emergency evacuation of people;
the aviation auxiliary center of search and rescue - governing body to which coordination of ASPS and assistance to rescue (search and rescue) forces of single state system of civil protection (further EGSGZ) and National system of search and rescuing is assigned to the sea (further - NSPSM) in effective carrying out the FPÖ in the corresponding subdistrict of search and rescue;
aviation search and rescue - complex of the actions directed to identification of AF, which underwent or in distress, and rendering the timely help injured with aviation incident (further - AP);
the aviation area of search and rescuing of Ukraine - zone which includes the territory of Ukraine and the water area of the Black and Azov seas within which Ukraine provides aviation search and rescue (further - the FPÖ);
the aviation rescuer - person who is allowed to carrying out aviation works on search and rescue and directly takes part in them, has appropriate level physical, paraborne, medical and other types of special preparation and uses for arrival to the place of emergency situation special aviation means;
aviation works on search and rescuing - flights, when which implementing the search and rescue aircraft (further - PSVS) is used for determination of location of objects, in distress, and also for rescuing and assistance to persons who suffered;
autonomous existence - forced stay of passengers and crew of AF in the deserted area or on surface of the water unaided from the outside;
onboard crash equipment (crash equipment) - the equipment set onboard AF intended for emergency evacuation and emergency rescuing of crew and passengers of AF who is used in case of accident on the land or water;
onboard means of emergency evacuation (egress) - the part of onboard crash equipment intended for ensuring emergency evacuation of people from AF on the land or water;
onboard means of emergency rescuing (resort) - the part of onboard crash equipment intended for preserving life of crew and passengers of AF after their emergency evacuation from AF who is exposed or disaster on the land or water suffered;
survival of crew of the aircraft - the active actions of crew of AF directed to preserving life and health of crew in the conditions of autonomous existence;
forced escape of the aircraft - escape of AF in air, on the earth (on water) in case of threat of life of passengers or crew;
The main aviation coordination center of search and rescue - governing body which is responsible for coordination of the FPÖ in the aviation area of search and rescuing of Ukraine, coordination of aviation works on search and rescue and assistance to rescue (search and rescue) forces of EDSTsZ and NSPSM in effective carrying out the FPÖ;
"Is in distress" - the signal transmitted by crew of AF radio telephone or by means of other technical means when it or to persons which are onboard the aircraft is threatened by direct danger which cannot be eliminated only with forces of crew;
survival equipment and life support - set of devices and devices for evacuation and rescuing of crews and passengers in emergency with AF in air, on the earth (on water), and also inventory of food, water, medical means, means of communication and the alarm system;
the coordinator of aviation forces and means - the authorized person from among aviation specialists of subjects of single system of carrying out aviation works on search and rescue (further - ESPASPS) which is appointed by Public service of Ukraine on emergency situations (further - GSChS) to the headquarters of transaction with the FPÖ;
the coordinator of aviation forces and means on site carrying out work the authorized person from among aviation specialists of subjects of ESPASPS which is appointed GSChS in group of the coordinator on site of work;
the coordinator on site works - the head on site works on mitigation of consequences of the emergency situation connected with AP;
the aviation search and rescue coordinator of transaction - the works manager on mitigation of consequences of the emergency situation connected with AP;
the coordinator of aircrafts - the commander of PSVS which coordinates carrying out aviation works on search and rescue (further - ASPS) several PSVS;
transaction on aviation search and rescue - set the approved and interconnected single intention, the plan, the purpose, the place and time of search and rescue actions of governing bodies, forces and means of system of aviation search and rescue;
search is complex of the coordinate actions directed to determination of location of the subjects and objects testing or in distress;
search and rescue and paraborne service (search and rescue service) - structural division of the subject of HECTARE, governing body of aircraft (further OUA) TsOIV and AFU which performs actions for VSO of flights, paraborne and rescue preparation;
search and rescue ensuring flights of the state aircraft - complex of the actions which are carried out for the purpose of preserving life and health of crew and passengers of AF in emergencies and directed to training of aircrew for actions in emergencies and to survival in the conditions of autonomous existence, providing aircrew with protective equipment, individual and collective survival equipment and life support, equipping of AF onboard means of emergency evacuation and rescuing, equipment of PSSS rescue and paraborne property, the equipment and special equipment (further - the EXPERT of PDI and CC), preparation and maintenance of level of training of PSSS, the organization and implementation of the FPÖ;
search and rescue means - PSVS, land, water and other vehicles with the corresponding rescue equipment, the means of communication, radio engineering, navigation providing, the equipment and equipment intended for carrying out search and rescue works (further - the Party of Social Reforms);
search and rescue works - works when which implementing PSSS for determination of location of the objects and subjects which underwent are used (experience) disasters, and also for rescuing of persons, victims, rendering emergency medical service and delivery to them to the safe place;
search and rescue forces - regular and non-staff search and rescue divisions and governing bodies of them;
the region of responsibility of airfield (the runway platform) on search and rescue - the territory (the area, the water area) and the airspace over it limited for airfields to circle with a radius of 10 km from the center of airfield (control point of airfield) for runway platforms - the platform territory (further - RO of airfield);
the service area of air traffic - airspace in which flight and information servicing, the emergency notification, dispatching servicing of air traffic (district dispatching servicing, dispatching servicing of approach or airfield dispatching servicing) is provided (further - the area of Department of Internal Affairs);
the area of air traffic control - the airspace stretching from the border established over the land surface, the established upper bound where control of AF is exercised of relevant organ of air traffic control, and also the area within which the emergency notification is provided (further - the area of the Department of Internal Affairs);
rescuing - complex of the actions directed to rescuing of the people who are in distress or the victims, rendering to them the first medical or other aid and their delivery to the safe place;
system of aviation search and rescuing - set of governing bodies, forces and means which are compound EDSTsZ, NSPSM, ESPASPS, performing the FPÖ on statutory rules and procedures;
the KOSPAS-SARSAT system - the international satellite system intended for identification of emergency beacons which transmit signals at certain frequencies;
the headquarters of transaction on aviation search and rescue - the headquarters on mitigation of consequences of the emergency situation connected with AP which is working body of the coordinator of transaction with the FPÖ.
Other terms used in these rules are applied in the values given in the Air code of Ukraine, the Code of civil protection of Ukraine, the Procedure for attraction of search and rescue forces and means to work on search and rescue, the expense recoveries connected with their carrying out, No. 1037 approved by the resolution of the Cabinet of Ministers of Ukraine of November 14, 2012 (with changes), the Rules of aviation search and rescuing in Ukraine approved by the order of the Ministry of Internal Affairs of Ukraine of March 16, 2015 No. 279, the Standards and recommended practice of International Civil Aviation Organization (ICAO) and other regulatory legal acts of Ukraine registered in the Ministry of Justice of Ukraine on April 1, 2015 on No. 364/26809, concerning activities in the field of aircraft.
3. The HECTARE includes VSO of flights:
training of aircrew for actions in emergencies and to survival in the conditions of autonomous existence;
providing and training of aircrew for use of protective equipment, individual and group survival equipment and life support;
equipment of AF onboard means of emergency evacuation and rescuing;
equipment of PSSS EXPERT of PDIT and CC;
organization and control of operation of individual and group survival equipment and life support, protective equipment and EXPERT of PDIT and CC;
preparation of PSSS and governing bodies for carrying out search and rescuing;
training of aircrew for carrying out search;
paraborne and rescue preparation (further - PD and ASP) crews and personnel of search and rescue and paraborne services (further - PS and PDS) and rescue paraborne groups (further - SPDG);
organization of watch of PSSS and governing bodies of system of the FPÖ;
the organization of acceptance of the signals of AF which underwent or is tested by disaster, and the emergency notification;
organization and implementation of the emergency notification;
training of officials of military units, organizations and organizations in which events for VSO of flights are held (further - air units), for accomplishment of functions of coordinators during transactions with the FPÖ (Party of Social Reforms);
the organization and carrying out transactions with the FPÖ in regions of responsibility of HECTARE for search and rescue.
4. VSO of flights in air unit (in airfield) will be organized by the commander, the head or the chief (further - the commander) air unit (the senior aviation chief of airfield) through the chief of PS and PDS and performed by officials (services) of air unit in compliance the functional obligations determined by it.
5. OUA TsOIV and AFU perform the common directorship, providing and control of accomplishment of actions of VSO of flights in the air units relating to the sphere of their management.
6. Organization of events of VSO of flights in OUA TsOIV and AFU is assigned to heads of OUA TsOIV and AFU of all levels and performed through the chiefs corresponding to PS and PDS OUA TsOIV and AFU.
7. PS and PDS the GARDEN function according to provisions which are developed taking into account requirements of these rules, organizational and regular structure, specifics of activities and features of accomplishment of the tasks assigned to them.
8. The regulations on PS and PDS OUA affirm the head of the corresponding OUA TsOIV and AFU.
9. The main objectives of PS and PDS OUA TsOIV and AFU are:
organization of planning and accomplishment of actions of VSO of flights;
participation in development of regulatory legal acts, administrative documents, methodical recommendations about VSO of flights and FPÖ;
implementation of the common directorship by subordinate services and divisions;
control of condition of VSO of flights in subordinate air units;
control of providing PSSS of subordinate air units with the necessary list EXPERT of PDIT and CC;
organization of interaction between PS and PDS of subordinate air units;
the PD and ASP organization of aircrew of the corresponding OUA, special preparation and retraining of personnel of PS and PDS of subordinate air units and training of officials for accomplishment of functions of coordinators of transactions from the FPÖ and coordinators on site works;
working off of offers on creation, reorganization or liquidation of PS and PDS in the corresponding OUA and subordinate air units, search and rescue forming and auxiliary divisions;
approval of provisions of the subordinated PS and PDS, auxiliary divisions and approval of the agreements signed by commanders of air units concerning watch of PSVS and carrying out ASPS;
ensuring functioning of the relevant coordination center of search and rescue (further - KTsPS) (the coordination center of search and rescue of AFU (further - KTsPS AFU), the command centers (Items) (further - KTs) aircraft of types of AFU, control center of aircraft of National guard of Ukraine (further - PU of aircraft of NSU), the main control center of service of the State Border Service of Ukraine (further - GTsUS GPS of Ukraine);
organization of watch of subordinate PSSS and control of their readiness for carrying out the Party of Social Reforms;
control over the implementation of requirements for equipment of AF by onboard means of emergency evacuation and rescuing, including in case of their acceptance / transfer;
participation in carrying out single technical policy in case of development, issue of orders and putting into operation of technical means of search, rescuing and evacuation;
matching and placement of personnel to positions of PS and PDS;
participation in work of the commissions on investigation of AP;
the organization of training of aircrew for actions in emergencies, to use of individual and group survival equipment and life support, to survival in the conditions of autonomous existence;
organization and carrying out certification of aviation rescuers and PS and PDS;
generalization and distribution of positive experiment on VSO of flights.
10. Functional obligations of officials of PS and PDS OUA TsOIV and AFU affirm the corresponding head of OUA TsOIV and AFU.
11. Task of PS and PDS of air unit are determined by the regulations on air unit approved by the head of the corresponding OUA TsOIV and AFU.
12. The main objectives of PS and PDS of air unit are:
development of documents on the VSO organization of flights in air unit;
the organization and implementation of training of aircrew for actions in emergencies, to use of individual and group survival equipment and life support, to survival in the conditions of autonomous existence;
PD and ASP organization of crews of AF, personnel of PS and PDS and SPDG of air units;
control of providing PSSS with the necessary list EXPERT of PDIT and CC;
organization and control of operation of individual and group survival equipment and life support, protective equipment and regimentals, EXPERT of PDIT and CC;
the organization and implementation of training of aircrew, crews of PSVS and SPDG, personnel of ASK and land search and rescue groups (further - NPSG) to carrying out the Party of Social Reforms;
carrying out certification of aviation rescuers and preparation for certification of PS and PDS of air unit;
the organization of training of personnel of governing bodies of system of the FPÖ in airfield and personnel of group of management of flights (further - GKRP) in airfield to carrying out the Party of Social Reforms;
enhancement and maintenance in proper condition educational material resources of PS and PDS;
organization of watch and control of readiness of PSSS of air unit for accomplishment of the Party of Social Reforms;
the organization of acceptance of emergency information from own AF and AF who underwent or in distress in RO of airfield or around air traffic control (servicing of air traffic) (further - the area of Department of Internal Affairs/Department of Internal Affairs), the notification of PSSS in airfield and the notification of relevant organs of management of system of the FPÖ;
the organization of interaction when carrying out ASR in airfield and the Party of Social Reforms in RO of airfield;
participation in work of the commissions on investigation of AP which occurred in RO of airfield.
13. In air units and OUA TsOIV and AFU the main documents according to the List of the main documents concerning search and rescue ensuring flights of the state aircraft which is given in appendix 1 to these rules are developed.
1. Training of aircrew for actions in emergencies includes:
preparation for actions in particular cases in flight;
paraborne preparation;
rescue preparation;
preparation for survival in the conditions of autonomous existence.
2. The aircrew which is not prepared for actions in emergencies is not allowed to flights.
3. Training of aircrew for actions in particular cases in flight is performed according to management on flight operation (the instruction of crew) of AF (further - RLE).
4. PD and ASP of personnel of HECTARE is performed according to the regulatory legal acts approved by authorized body concerning regulation of activities of HECTARE, methodical instructions and other departmental documents of the corresponding OUA TsOIV and AFU.
5. Paraborne preparation includes the actions directed to acquisition and enhancement of skills of crews of AF of rather sure and correct actions in case of emergency escape of AF in flight and after landing (landing on water) with parachute and personnel of PS and PDS and SPDG during execution of tasks to destination.
As a result of paraborne preparation the aircrew shall:
know equipment of training, reserve and rescue parachutes, safety devices, rescue watercrafts of individual and group use, the theory of parachute jump and ejection and fundamentals of aerodynamics;
the nobility of the rule of forced escape of AF and to have sufficient fitness in accomplishment of parachute jumps;
be AF prepared for forced escape, to actions in air under dome of parachute and to safe landing.
6. The crew of AF which emergency escape is provided by means of parachute systems shall carry out parachute jumps systematically.
7. The aircrew (cadets of educational institutions of Ukraine), except for those which according to medical recommendations are temporarily exempted from accomplishment of parachute jumps carrying out flights on AF which emergency escape is provided by means of parachute systems, carries out the 2nd parachute jumps within calendar year, but breaks in accomplishment of parachute jumps shall not exceed 15 months.
8. To the aircrew which is carrying out flights only on PS equipped with catapult systems to perform:
to cadets of educational institutions of Ukraine and aircrew of the first five calendar years of service (except for those which according to medical recommendations are temporarily exempted from accomplishment of parachute jumps) - 2 parachute jumps within calendar year, but breaks in accomplishment of parachute jumps shall not exceed 15 months;
to aircrew which has more than five calendar years of service (except for the parachute jumps which are temporarily exempted from accomplishment according to medical recommendations) - 2 parachute jumps, but breaks in accomplishment of parachute jumps shall not exceed 36 months about what the head of the subject of the state aircraft (further - SGA) annually issues the order by determination of breaks in accomplishment of parachute jumps separately to each face of aircrew on written representation of the chief of PS and PDS of this SGA.
9. The aircrew which carries out flights on AF whose emergency escape is provided by means of parachute systems and has breaks in accomplishment of parachute jumps more certain terms, it is not allowed to flights.
10. Rescue preparation includes the actions directed to acquisition and enhancement of skills of crews of AF to actions when rescuing crew and passengers in case of origin onboard AF of the situation menacing to their safety.
Rescue training of crews of AF is performed at all stages of special training of aircrew.
As a result of rescue preparation the aircrew shall:
know procedure and methods of search and rescuing of passengers and crews of AF who tested or are in distress;
know standard emergencies onboard AF, threat factors which accompany such situations, and operations procedure (standard algorithms of actions) in these situations;
have skills of use of the AF onboard crash equipment, know bases of its design and feature of its work taking into account possible refusals;
have skills of interaction between crew members in emergencies;
be able to make the correct decisions in case of bystry development of emergency;
own technique of briefing of passengers of AF about rules of conduct in case of emergency in flight and uses of individual and group survival equipment and life support;
know the principles of prevention and suppression of panic in AF salon, to be able to direct actions of passengers;
have skills on first aid.
11. Onboard AF on which transportation of passengers is provided there shall be instructions (instruction sheet) for crew and passengers on actions in case of emergency in flight.
12. Training of aircrew of HECTARE for survival in the conditions of autonomous existence is performed in air units and in the specialized centers for appropriate programs.
13. Training of aircrew for survival in the conditions of autonomous existence includes:
forming of high moral and strong-willed qualities;
working off of actions after emergency landing or landing (landing on water) with parachute;
enhancement of practical skills in use of individual and group survival equipment and life support, special equipment and make-shifts for the purpose of survival;
training in survival in the deserted area;
working off of methods of evacuation.
14. The organization of training of aircrew in survival is assigned to chiefs of PS and PDS of air units and chiefs of PS and PDS OUA TsOIV and AFU.
15. Concerning survival the aircrew shall:
1) nobility:
klimato-geographical features of areas of flights;
circle factors which negatively influence per capita;
the basic principles of survival after emergency landing (landing, landing on water) in the deserted area in different klimatogeografichesky zones, the sequence of actions and the organization of survival as a part of group or odinochno;
structure of wearable emergency inventories (further - NAZ) and onboard emergency inventories (further - BAZ) and rules of use of objects of their picking;
specifications and instructions for use individual and group survival equipment and life support, watercrafts, emergency means of communication and alarm systems and egresses aboard PSVS;
2) to be able:
overcome the stressful condition caused by extreme situation;
it is correct to estimate situation and to make reasoned decisions;
apply means of emergency radio communication, give visual signals for exchange of information with PSVS both regular, and make-shifts;
provide first aid by the victim;
it is effective to use objects NAZ, BAZ, rescue watercrafts, equipment and make-shifts for preserving life and working capacity in the conditions of survival;
be protected from adverse factors of external environment, equip the temporary camp, extract water and food from local resources;
be guided and determine the location;
use egresses aboard PSVS.
16. In air units training of aircrew for survival to carry out according to klimato-geographical zones of areas of flights at least two times a year. During this preparation to aircrew recommendations about accomplishment of flights in other klimatogeografichesky zones are made.
The successful solution of tasks on training of aircrew for survival is reached:
regular carrying out on the area (on water) special trainings using rescue means;
availability of the equipped educational material resources on PD and ASP and survival of aircrew;
attraction to training of aircrew of specialists of health service, physical training, investigation and others.
17. For ensuring life activity in case of forced landing (landing on water) crew members of AF use NAZ, BAZ and make-shifts.
NAZ is placed in parachute satchel (parachute system), in seats of catapult chair or on equipment (regimentals) of crew members. Picking of NAZ is determined by the instruction for its operation.
BAZ is placed onboard AF in certain places.
18. For maintenance of life activity of crew members and passengers of AF when their evacuation is complicated or impossible, landing of rescue equipment, property and particular loads is conducted (in containers, soft and tough cargo container, sacks, etc.).
Means for landing of rescue equipment and particular loads are given in appendix 2 to these rules.
19. Control of the organization of training of aircrew of air unit for actions in emergencies is imposed on heads of OUA and performed through heads of PS and PDS OUA.
1. In case of emergency environment in air the commander of AF shall act deliberately, initiatively and resolutely, to worry first of all for preserving life of passengers and crew members.
2. In case of decision making the commander of AF shall notify body of the Department of Internal Affairs under control of which it is (in case of impossibility on implementation of emergency landing - the nearest body of Department of Internal Affairs), about the place and landing time, to warn about it crew members who shall act according to requirements of RLE. The navigator (the second pilot) shall notify all crew members on the location of AF, the direction and speed of wind, the direction and distance to the nearest airfield or the settlement, and over the sea (surface of the water) - the direction and distance to the coast. It is necessary to include onboard means of automatic signal transmission of disaster, in volume ELT number. The distress message is transferred until confirmation about adoption of this message is received from land PU by flights (crews of AF) or until escape by crew of AF.
3. All crew members in case of emergency landing (landing on water) and escape of AF or in air shall act on the earth (surface of the water) according to requirements of RLE of the AF this type and these rules.
4. In case of decision making about escape of AF in flight with rescue parachutes the commander of AF shall:
remove whenever possible AF to the area which ensures safety of landing of crew members and excludes possibility of harming the population in case of fall of the aircraft;
determine the place of collection of crew members after landing;
give the command for escape of AF.
