About modification of the state program of the Russian Federation "Social support of citizens"
According to Item 2 of Article 179 of the Budget code of the Russian Federation the Government of the Russian Federation decides:
1. Approve the enclosed changes which are made to the state program of the Russian Federation "Social support of citizens" approved by the order of the Government of the Russian Federation of April 15, 2014 No. 296 "About approval of the state program of the Russian Federation "Social support of citizens" (The Russian Federation Code, 2014, No. 17, the Art. 2059).
2. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

I. Priorities and the purposes of state policy, including general requirements to policy of subjects of the Russian Federation
Priorities of state policy in the field of implementation of the state program of the Russian Federation "Social support of citizens" (further - the Program) and general requirements to state policy of subjects of the Russian Federation are determined proceeding from the Concept of population policy of the Russian Federation for the period till 2025 approved by the Presidential decree of the Russian Federation of October 9, 2007 No. 1351 "About approval of the Concept of population policy of the Russian Federation for the period till 2025", Concepts of long-term social and economic development of the Russian Federation for the period till 2020 approved by the order of the Government of the Russian Federation of November 17, 2008 No. 1662-r, the Presidential decree of the Russian Federation of May 7, 2012 No. 597 "About actions for realization of the state social policy" The presidential decree of the Russian Federation of May 7, 2012 No. 606 "About measures for realization of population policy of the Russian Federation", Concepts of the state family policy in the Russian Federation for the period till 2025 approved by the order of the Government of the Russian Federation of August 25, 2014 No. 1618-r, the Strategy of homeland security of the Russian Federation approved by the Presidential decree of the Russian Federation of December 31, 2015 No. 683 "About the strategy of homeland security of the Russian Federation", the Strategy of actions for the benefit of citizens of the senior generation in the Russian Federation till 2025 approved by the order of the Government of the Russian Federation of February 5, 2016 No. 164-r.
Are carried to the priority directions of social policy of the Russian Federation determined by the specified legal acts including:
growth in prosperity of citizens and decrease in poverty;
upgrade and development of the sector of social services;
ensuring availability of high-quality social services to all needing citizens of advanced age and disabled people by further development of network of the organizations of the different forms of business and patterns of ownership providing social services;
development of the sector of non-state non-profit organizations in the field of rendering social services by creation of the mechanism of attraction them on competitive basis to accomplishment of the state order on rendering social services, creations of transparent and competitive system of the state support of the non-state non-profit organizations rendering social services to the population, developments of interaction of the state, the population, business and structures of civil society including using mechanisms of public-private partnership;
enhancement of system of provision of the state and municipal services to citizens and organizations.
General requirements to policy of subjects of the Russian Federation in the field of social servicing of citizens are ensuring completeness and quality of provision of the social services provided by the Federal Law "About Bases of Social Servicing of Citizens in the Russian Federation" and non-admission of decrease in their availability to citizens. By provision of subsidies from the federal budget for joint financing of measures of social support of separate categories of citizens availability in the budget of the subject of the Russian Federation of budgetary appropriations on execution of payment commitments of the subject of the Russian Federation for the purpose of which joint financing the subsidy, and also availability of the subject of the Russian Federation of the list of actions approved by legal acts for the purpose of which joint financing the subsidy is provided is provided is necessary.
For providing in priority procedure for financing of tasks of social and economic development of the Far East determination of the sizes of the public welfare payments to citizens having children, and monthly compensation payments to the not employed women dismissed in connection with liquidation of the organization if they were at the time of dismissal on child care leave, and not going on the dole, is performed taking into account district coefficients to the salary if they are not considered as a part of the salary.
The sizes of the specified coefficients depending on areas and areas of subjects of the Far Eastern Federal District vary from 1,2 in Primorsky Krai to 2 in Chukotka Autonomous Okrug and some areas and areas of the Republic of Sakha (Yakutia) and the Sakhalin region.
The program is directed to the solution of tasks on the questions relating to subject of joint maintaining the Russian Federation and subjects of the Russian Federation. Within the Program actions which totals of realization are reached by implementation of actions of state programs of the subjects of the Russian Federation directed to improvement of quality of life of citizens are provided.
Data on indicators (indicators) of the Program, subprogrammes of the Program and their values are given in appendix No. 1.
State programs of subjects of the Russian Federation concretize provisions and the directions of development of the sphere of social support and social servicing of citizens taking into account specifics of conditions and resources of the respective region.
Program approach to the solution of tasks from line item of achievement of target indicators proved the efficiency in practice and allowed to estimate social and economic effects of implementation of measures for social support of citizens and efficiency of expenditure of financial resources.
II. General characteristic of participation of subjects of the Russian Federation in program implementation
The sphere of program implementation is carried to objects of joint maintaining the Russian Federation and subjects of the Russian Federation.
To powers of public authorities of the subject of the Russian Federation in the objects of joint maintaining performed by the specified bodies independently by budget funds of the subject of the Russian Federation (except for the subventions provided from the federal budget), the solution of questions of social support and social servicing of citizens of advanced age and disabled people, the citizens who are in difficult life situation and also orphan children, neglected children and children without parental support (except for the children studying in federal educational institutions), social support of veterans of work, persons who worked in the back in the period of the Great Patriotic War of 1941 - 1945, families having children belongs (including large families, single parents), the victims of political repressions and needy citizens (including due to provision of subventions to local budgets for allowance payment on payment of journey on public transport, other social benefits, for expense recovery of municipalities in connection with provision by the laws of the subject of the Russian Federation of privileges to separate categories of citizens, including privileges on communication fee, and also for the organization of provision to citizens of subsidies for payment of premises and utilities).
Are developed by executive bodies of subjects of the Russian Federation and independently the regional programs aimed at providing social support and social servicing of separate categories of the population are implemented at the expense of means of budgets of subjects of the Russian Federation and local authority budgets (disabled people, veterans, families with children, children in difficult life situation, citizens of the senior generation, etc.).
Within the solution of task on accomplishment of obligations of the state on social support of citizens by executive bodies of subjects of the Russian Federation actions for the following directions are implemented:
organization of ensuring social payments to separate categories of citizens;
implementation of system of social contracts;
enhancement of the legislation in the field of social support of separate categories of citizens.
Within the solution of task on increase in targeting by provision of measures of social support of subjects of the Russian Federation by executive bodies the actions directed to reorientation of activities of system of social security authorities of the population of subjects of the Russian Federation and municipalities mainly on assistance to needy families and needy living alone citizens are implemented.
At the expense of means of budgets of subjects of the Russian Federation the government public assistance is provided (including based on the social contract).
Needy families, needy living alone citizens and other categories of citizens which owing to circumstances have the average per capita income lower than the size of the subsistence minimum established in appropriate subject of the Russian Federation can be receivers of the government public assistance.
The procedure for determination of size of subsistence minimum of needy family or the needy living alone citizen is established by the subject of the Russian Federation taking into account sizes of the subsistence minimums established for the corresponding social and demographic national groups.
Within the solution of task on ensuring needs of citizens for social servicing of subjects of the Russian Federation by executive bodies actions for implementation of integrated approach to creation of multi-profile modern organizations of social servicing of the population, increase in the average salary of social employees of organizations of social servicing of the population and market development social uslugoda are implemented
Enhancement of work on the organization in subjects of the Russian Federation of social servicing of citizens and to ensuring effective territorial planning is performed according to the order of the Ministry of Labour and Social Protection of the Russian Federation on the actions plan ("road map") "Increase in efficiency and service quality in the field of social servicing of the population (2013 - 2018)".
Actions for finishing the pay level of work of social workers according to the Presidential decree of the Russian Federation of May 7, 2012 No. 597 "About actions for realization of the state social policy" by 2018 to 100 percent of the average salary on the subject of the Russian Federation are provided in regional road maps.
At the same time subjects of the Russian Federation independently determine dynamics of growth of compensation of social workers according to the Program of step-by-step enhancement of the wages system in the public (municipal) institutions for 2012 - 2018 approved by the order of the Government of the Russian Federation of November 26, 2012 No. 2190-r, proceeding from budget opportunities and the ratio of the size of the salary of social workers and the average salary reached by 2012 by the subject of the Russian Federation, having provided at the same time achievement of target indicator (100 percent) by 2018.
Coordination by the Ministry of Labour and Social Protection of the Russian Federation of activities for optimum placement of the organizations of social servicing in subjects of the Russian Federation is performed according to the order of the Ministry of Labour and Social Protection of the Russian Federation approving methodical recommendations about development of network of the organizations of social servicing in subjects of the Russian Federation and security with social servicing of receivers of social services (including in the rural zone).
Coordination of activities of subjects of the Russian Federation for provision of social and medical services in the form of social servicing at home to veterans and disabled people of the Great Patriotic War is performed according to the order of the Ministry of Labour and Social Protection of the Russian Federation approving recommendations about provision of social and medical services in the form of social servicing at home to veterans and disabled people of the Great Patriotic War.
Coordination of activities of subjects of the Russian Federation for carrying out independent quality evaluation of rendering services by the organizations in the field of social servicing is performed according to the order of the Government of the Russian Federation of November 14, 2014 No. 1202 "About procedure of coordination of activities for carrying out independent quality evaluation of rendering services by the organizations in the field of culture, social servicing, health protection and education and general methodical ensuring carrying out the specified assessment".
For implementation of market mechanisms in system of social servicing of the population by executive bodies of subjects of the Russian Federation standards of provision of social services and registers of receivers social uslugoda are developed and implemented in practice of work of social services
For the purpose of expansion of access of the socially oriented non-profit organizations performing activities in the social sphere to the budgetary funds allocated for provision of social services in subjects of the Russian Federation the actions directed to support of activities of the non-state organizations rendering services in the social sphere and to development of public-private partnership are implemented.
Within the solution of task on creation of conditions for increase in financial and social position of citizens of the senior generation by executive bodies of subjects of the Russian Federation the actions covering everything the parties of life activity of citizens of the senior generation, directed to activation of participation in life of society, preserving and development of intellectual potential, including training of pensioners of computer literacy, maintenance of health, expansion of communication bonds, the organization of cultural leisure and rest are implemented.
Within the solution of task on the organization timely and in full provisions of measures of social support, the state social and insurance guarantees to the orphan children and children without parental support, expectant mothers and families having children by subjects of the Russian Federation are implemented actions:
on the organization of payments of public welfare payments to the citizens having children, to children to orphans and children without parental support and also provisions of the maternity (family) capital;
to destination to the families of the monthly money payment appointed in case of the birth after December 31, 2012 of the 3rd child or the subsequent children before achievement of 3 years by the child of age needing support;
according to the conclusion and support of social contracts when rendering the government public assistance to needy citizens for the purpose of increase in the income of the needing families with children;
on ensuring preparation and maintenance of replacement families, including on creation in each subject of the Russian Federation of services of prevention of social orphanhood and assistance to the family device of orphan children, including organizational and methodical support of their activities;
on the organization of rest and improvement of the children who appeared in difficult life situation;
on development of system of the organizations giving advisory and psychological support to families;
on development and realization of package of measures for support to the children who appeared in difficult life situation.
For the purpose of creation of conditions for increase in efficiency of activities of socially oriented non-profit organizations by executive bodies of subjects of the Russian Federation are developed and independently programs of support of socially oriented non-profit organizations are implemented at the expense of budgets of subjects of the Russian Federation.
Within the Program it are provided to subjects of the Russian Federation:
subventions on payment of housing and communal services to separate categories of citizens;
subventions on implementation of the delegated power of the Russian Federation on implementation of annual money payment to persons awarded with the breastplate "The honourable donor of Russia";
subventions on payment of the public lump-sum allowance and monthly monetary compensation to citizens in case of vaccine-challenged complications according to the Federal Law "About Immunoprevention of Infectious Diseases";
subventions on payment of lump-sum allowance to the pregnant wife of the serviceman undergoing military service according to the Federal Law "About Public Welfare Payments to the Citizens Having Children";
subventions on payment of public welfare payments to persons which are not subject to compulsory social insurance on case of temporary disability and in connection with motherhood and to persons dismissed in connection with liquidation of the organizations (the termination of activities, powers by physical persons) according to the Federal Law "About Public Welfare Payments to the Citizens Having Children";
subventions on payment of lump-sum allowance in case of all forms of child placement deprived of parent care in family;
subsidies for cost recovery for interest payment on the credits received by legal entities on implementation of investment projects in the field of social servicing;
subsidies for joint financing of capital investments in objects of the state-owned and municipal property of subjects of the Russian Federation;
subsidies for the monthly money payment appointed in case of the birth of the 3rd child or the subsequent children before achievement of 3 years by the child of age;
subsidies for provision of premises to orphan children and children without parental support, and also persons from their number according to employment contracts of specialized premises;
other interbudget transfers to budgets of subjects of the Russian Federation on payment of the regional pension supplement established by the Federal Law "About the Government Public Assistance".
Participation of subjects of the Russian Federation in implementation of actions of the Program provides achievement of the following target indicators:
share of the citizens who received social services in organizations of social servicing of the population, in total number of the citizens who addressed for receipt of social services in organizations of social servicing of the population;
specific weight of buildings of stationary organizations of social servicing of citizens of advanced age, disabled people (adults and children) and persons of no fixed abode and the occupations requiring reconstruction, the buildings which are in critical condition and shabby buildings in total quantity of buildings of stationary organizations of social servicing of citizens of advanced age, disabled people (adults and children) and persons of no fixed abode and occupations;
the relation of the average salary of social workers, including social employees of the medical organizations, to the average monthly income from labor activity on the subject of the Russian Federation;
the number of new buildings of the stationary organizations of social servicing of the population constructed within implementation of investment projects according to agreements on public-private partnership, the concessionary agreements and (or) other agreements (agreements) signed for the purpose of implementation of investment projects;
the relation of number of the third or subsequent children (the family adopted) who was born in reporting financial year, to the number of the children of the specified category born in the year preceding accounting year in subjects of the Russian Federation in which the monthly money payment established by the Presidential decree of the Russian Federation of May 7, 2012 No. 606 "About measures for realization of population policy of the Russian Federation" is performed.
The specified system of indicators allows in the integrated type in dynamics on the basis of data of the official statistical reporting to estimate results of realization of complex of the actions directed to improvement of quality of life of citizens - receivers of measures of social support.
Data on indicators (indicators) of the Program for subjects of the Russian Federation are given in appendix No. 2.
Till 2020 within state programs of subjects of the Russian Federation the actions directed to enhancement of system of provision of the state and municipal services to citizens and the organizations, upgrade and development of the sector of social services in the field of social servicing, growth in prosperity of citizens and decrease in poverty will be realized.
The list of the main actions of the Program is given in appendix No. 3.
Data on the main planned measures of legal regulation in the field of program implementation are given in appendix No. 4.
Resource providing program implementation within budgetary appropriations of the federal budget and budgets of state non-budgetary funds of the Russian Federation is given in appendix No. 5.
Rules of provision and distribution from the federal budget to budgets of subjects of the Russian Federation of subsidies for compensation of part of costs for interest payment for the credits obtained by legal entities on implementation of investment projects in the field of social servicing within the subprogramme "Upgrade and development of social servicing of the population" of the Program are given in appendix No. 6.
Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on joint financing of payment commitments of the subjects of the Russian Federation arising in case of purpose of monthly money payment stipulated in Item 2 Presidential decrees of the Russian Federation of May 7, 2012 "About measures for realization of population policy of the Russian Federation" are given No. 606 in appendix No. 7.
Rules of provision of subsidies from the federal budget within the subprogramme "Upgrade and development of social servicing of the population" of the Program to budgets of subjects of the Russian Federation on joint financing of capital investments in objects of state-owned property of subjects of the Russian Federation which are performed from budgets of subjects of the Russian Federation or for the purpose of provision of the corresponding subsidies from budgets of subjects of the Russian Federation to local budgets on joint financing of capital investments in objects of municipal property which are performed from local budgets, are given in appendix No. 8.
Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on provision of premises to orphan children and children without parental support, persons from their number according to employment contracts of specialized premises are given in appendix No. 9.
The plan of program implementation for 2017 and for planning period of 2018 - 2019 is given in appendix No. 10.
