About strengthening of role of bodies of prosecutor's office in realization of social and economic reforms and upgrade of the country, ensuring reliable protection of human rights and freedoms

In the country large-scale reforms on enhancement and democratization of public administration, increase in level and quality of life of the population, complex development of the territories are performed.

Bodies of prosecutor's office take measures for ensuring execution of the adopted acts of the legislation, strengthening of legality and law and order in society.

At the same time, effective strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 causes need of the maximum mobilization of capacity of bodies of prosecutor's office for law enforcement and law and order for the country, unconditional execution of the acts of the legislation directed to realization of democratic, social and economic reforms, reliable protection of human rights and freedoms.

Along with it, new tasks and priorities of social and economic development of the country require further enhancement of the organization of activities of bodies of prosecutor's office, including on implementation of systems analysis of condition of legality, timely identification, elimination of the reasons and conditions of making of the offenses which are negatively influencing efficiency of implementable measures for ensuring social protection of the population, full support of entrepreneurship and complex development of regions.

For the purpose of further increase in responsibility of bodies of prosecutor's office for ensuring execution of the legislation and unconditional strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Determine as priority task of bodies of prosecutor's office "Serve interests of the people" by means of strengthening of legality in society and implementation of effective supervision of unconditional execution of the laws directed to realization of democratic, social and economic reforms, reliable protection of human rights and freedoms, having paid at the same time special attention on providing:

the first - strict accomplishment of programs of complex social and economic development of the territories, identification and elimination of the factors and system shortcomings constraining implementable reforms;

third - direct open dialogue with the population, timely permission of addresses of citizens, increase in legal culture of the population, forming in the society of the intolerant relation to violations of the law;

the fourth - effectiveness of preventive actions, especially among minors and youth, timely identification and elimination of the reasons and conditions of making of offenses;

the fifth - address social protection of needy families, program implementation of creation of new workplaces, timely salary payment, pensions, grants and benefits;

the sixth - qualified medical care, availability of medicines to the population, quality of educational process, attendance by pupils of educational institutions, the organization of their informative leisure;

the seventh - citizens affordable housing, access to credit resources to acquisition of housing, first of all, young families, orphan children, quality of rendering utilities and implementation of timely calculations;

the eighth - target and rational use of natural resources, land.

2. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 03.05.2018 No. UP-5428

3. Enter position of the deputy attorney general of the Republic of Uzbekistan responsible for the organization and coordination of activities in the field of the analysis of problems of law enforcement and law and order.

4. Approve updated organizational and regular structures:

The Prosecutor General's Office of the Republic of Uzbekistan according to appendix No. 1;

Department on fight against tax, currency offenses and legalization of the criminal income under the Prosecutor General's Office of the Republic of Uzbekistan according to appendix No. 2;

Military prosecutor's office and the office of Military prosecutor's office of the Republic of Uzbekistan according to appendices No. No. 3 and 4.

Establish the total number of managerial personnel of bodies of prosecutor's office in number of 4 986 units, including Department on fight against economic crimes - 1 131 units.

5. Grant to the Attorney-General of the Republic of Uzbekistan the right:

make, if necessary, changes to organizational and regular structures of bodies of prosecutor's office (including Military prosecutor's office, Department on fight against economic crimes, Bureau of forced execution) and their divisions within the established general number of staff with possibility of redistribution of established posts of bodies of prosecutor's office between central office and regions, between regions, between areas (cities);

establish monthly personal allowances to highly-skilled and initiative employees, and also technical and support personnel of bodies of prosecutor's office in the amount of no more double salary fund with preserving all payments operating in bodies of prosecutor's office which are also considered in case of calculation of the stimulating surcharges and allowances established by the legislation, by extrabudgetary funds of bodies of prosecutor's office;
