Approve the enclosed Procedure for marking of the quarantine products transported in the form of wood packaging or fixing materials on condition of its use when exporting from the Russian Federation as packaging or fixture of other goods exported from the Russian Federation, the requirement to form of special sign of the international sample designating compliance of such quarantine products to quarantine phytosanitary requirements of the importing country, to methods of its drawing.

Procedure for marking of the quarantine products transported in the form of wood packaging or fixing materials on condition of its use when exporting from the Russian Federation as packaging or fixture of other goods exported from the Russian Federation, the requirement to form of special sign of the international sample designating compliance of such quarantine products to quarantine phytosanitary requirements of the importing country, to methods of its drawing

1. This Procedure establishes rules of marking of wood packaging or fixing materials, conditions of issue of special sign of the international sample for marking of wood packaging and fixing materials in case of their export from the Russian Federation (further - marking sign), and also requirements to form of marking sign, methods of its drawing (further - the Procedure).

2. The state phytosanitary quarantine control (supervision) of observance of quarantine phytosanitary requirements in case of work for quarantine phytosanitary disinfecting and marking of wood packaging and fixing materials, registration and issue of marking sign are performed by territorial authority of Federal Service for Veterinary and Phytosanitary Surveillance (further - territorial administration of Rosselkhoznadzor) in the territory of which activities works on quarantine phytosanitary disinfecting of wood packaging and fixing materials are carried out (further - works on disinfecting).

3. Issue of marking sign is performed based on the request for issue of marking sign (appendix No. 1 to this Procedure) submitted by the legal entity, the individual entrepreneur (further - the applicant) in territorial administration of Rosselkhoznadzor in the territory of which activities works on disinfecting are carried out.

4. The copies of the following documents certified by the sign and seal (in the presence) of the applicant are attached to the request for issue of marking sign:

1) the extract from the Unified State Register of Legal Entities (for legal entities) or the extract from the Unified State Register of Legal Entities and Individual Entrepreneurs (in case of non-presentation by the applicant of the specified documents the territorial administration of Rosselkhoznadzor requests them independently);

2) the technological scheme of drying rooms, fumigatsionny cameras and storage locations of the disinfected products;

3) the documents confirming checking of the devices used for measurement of parameters of disinfecting;

4) education documents and (or) about the qualifications, documents confirming years of service of workers on work on disinfecting (on each worker in case of application for issue of marking sign for the purpose of implementation of works on disinfecting as fumigation method using pesticides of the first class of danger (bromic methyl) (further - fumigation method bromic methyl);

5) the order on appointment of person responsible for work for disinfecting, with application of copies of education documents and (or) about qualification and the documents confirming length of service of the specified person on work on disinfecting at least one year in case of disinfecting by thermal method and three years, in case of disinfecting by fumigation method bromic methyl;

6) the documents confirming availability of the storage facilities adapted for separate storage of the disinfected wood packaging and fixing materials and materials which did not undergo disinfecting;

7) the documents confirming availability of serviceable furnaces or the equipment for destruction of wood or the wood packaging material infected with harmful organisms, waste of wood and bark (in the location of production).

5. The request for issue of marking sign with complete set of documents is registered territorial administration of Rosselkhoznadzor in day of its receipt.

6. The term of consideration of the request for issue of marking sign and set of documents constitutes no more than 5 working days from registration date.

7. If the applicant provided to territorial administration of Rosselkhoznadzor incomplete set of documents according to item 4 of this Procedure, the official of territorial administration of Rosselkhoznadzor within 5 working days from receipt date of the request for issue of marking sign notifies the applicant in writing on the termination of consideration of documents for issue of marking sign.

8. In case of representation by the applicant of complete set of documents according to item 4 of this Procedure the official of territorial administration of Rosselkhoznadzor within 3 working days in writing notifies the applicant on time of conducting exit check.

Exit inspection is carried out by the official of territorial administration of Rosselkhoznadzor till 20 working days from the date of completion of consideration of the request for issue of marking sign and set of documents.

9. During exit check in the place of implementation of works on disinfecting as thermal method are checked:

a) camera availability for the drying providing warming up of wood on all its thickness (including core);

b) availability of the magazine of registration of works on quarantine phytosanitary disinfecting of wood packaging and fixing materials (appendix No. 2 to this Procedure);

c) temperature indications in the thermal camera;

d) temperature indications of sensors (at least 3 indications) in the drying camera;

e) observance of provisions of International standards on phytosanitary measures of MSFM No. 15 "Management on regulation of wood packaging materials in international trade" (Rome, 2002) <1> (further - No. MSFM 15);

e) availability of the storage facilities adapted for separate storage of the disinfected wood packaging and fixing materials and materials which did not undergo disinfecting;

g) compliance of the technological scheme of drying rooms and storage locations of the disinfected products attached to the request for issue of marking sign, actual state;

h) availability of serviceable furnaces or the equipment for destruction of wood or the wood packaging material infected with harmful organisms, waste of wood and bark (for the territories in which production is placed);

i) availability of barriers, hard surfaces of the territories on which works on disinfecting, absence in the specified territories of wood waste and bark are performed.

10. During exit check in the place of implementation of works on disinfecting as fumigation method as bromic methyl are checked:

a) availability of the equipment providing accomplishment of conditions and technologies;

b) availability of fumigatsionny rooms (fumigatsionny cameras);

c) concentration of pesticide in case of work on disinfecting;

d) observance of provisions MSFM No. 15;

e) availability of the storage facilities adapted for separate storage of the disinfected wood packaging and fixing materials and materials which did not undergo disinfecting;

e) availability of serviceable furnaces or the equipment for destruction of wood or the wood packaging material infected with harmful organisms, waste of wood and bark (for the territories in which production is placed);

g) availability of barriers, hard surfaces of the territories on which works on disinfecting, absence in the specified territories of wood waste and bark are performed.

11. By results of exit check the official of territorial administration of Rosselkhoznadzor till 2 working days from the moment of the end of exit check draws up the act. In the act results of exit check with conclusions about compliance or about discrepancy of works location on disinfecting are specified to requirements of Items 9 and (or) 10 of this Procedure.

The act is signed by the official of territorial administration of Rosselkhoznadzor, the legal entity (individual entrepreneur) or their authorized representatives. In case of refusal the legal entity or the individual entrepreneur or their authorized representatives from signing of the act, the official of territorial administration of Rosselkhoznadzor does about it mark in the act.

12. The decision on issue or on refusal in issue of marking sign is accepted based on results of exit check within 3 working days from the date of execution of the act.

13. In case of decision making about issue of marking sign the official of territorial administration of Rosselkhoznadzor:

1) assigns to the applicant individual number (further - individual number);

2) enters the applicant in the list of owners of marking signs (further - the list).

14. The official of territorial administration of Rosselkhoznadzor after assignment of individual number and entering of the applicant into the list issues to the legal entity or the individual entrepreneur or their authorized representatives marking sign on paper according to the requirements specified in appendix No. 3 to this Procedure.

15. In case of decision making about refusal in issue of marking sign the official of territorial administration of Rosselkhoznadzor sends to the applicant the notification on refusal in issue of marking sign within 2 working days from the date of adoption of such decision.

16. In case of change of information about the applicant (the name of the legal entity, its form of business, surname, name, middle name (in the presence) the individual entrepreneur, the location address of the legal entity, the residential address of the individual entrepreneur, the address of the place of implementation of activities of the legal entity or individual entrepreneur) the marking sign issued by territorial administration of Rosselkhoznadzor is renewed in declarative procedure.

In case of receipt of notification according to the International standard on phytosanitary measures of MSFM No. 13 "Management on notification about discrepancy and the emergency action" (Rome, 2002) <2> from the official national organization for quarantine and protection of plants of the importing country the official of territorial administration of Rosselkhoznadzor cancels marking sign and excludes the legal entity or the individual entrepreneur from the list, and also in writing notifies on it the applicant within 1 working day from the date of receipt of the specified notification.

1. The marking sign represents the rectangle divided into two parts by the vertical line.

In the left part of rectangle takes place stylized images of ear with the put abbreviation of the International convention on protection and quarantine of plants (International Plant Protection Convention(IPPC) <3>.

b) the individual number of the applicant assigned by territorial administration of Rosselkhoznadzor.
