About approval of rules on maintaining the Register of accounting of volunteer activities
According to the subitem 3) of article 9 of the Law of the Republic of Kazakhstan of December 30, 2016 "About volunteer activities" I ORDER:
1. Approve the enclosed Rules on maintaining the Register of accounting of volunteer activities.
2. To provide to committee on cases of civil society of the Ministry of cases of religions and civil society of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy in printing and electronic type on official publication in periodic printing editions and in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of cases of religions and civil society;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of cases of religions and civil society of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Ecclesiastical Affairs and civil society of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules on maintaining the register of accounting of volunteer activities (further – Rules) are developed according to the subitem 3) of article 9 of the Law of the Republic of Kazakhstan "About volunteer activities" (further – the Law) and determine procedure for maintaining the register of accounting of volunteer activities.
2. In these rules the following basic concepts are used:
1) the volunteer – the physical person performing volunteer activities;
2) group of volunteers – the voluntary unregistered community of physical persons formed for the purpose of joint implementation of volunteer activities to which the regulations established by the Law extend;
3) the volunteer share – the action directed to the solution of the specific socially directed, socially useful objective which is carried out by the volunteer organization and (or) volunteers, and (or) group of volunteers;
4) the volunteer program (project) – the system package of measures directed to the solution of socially directed, socially useful tasks with indication of actions and the expected results which are carried out by the volunteer organization and (or) volunteers, and (or) group of volunteers;
5) volunteer activities – the voluntary socially directed, carried-out on free declaration of will socially useful activities performed on a grant basis;
6) authorized body in the field of volunteer activities – the central executive body performing management and cross-industry coordination in the field of volunteer activities;
7) subjects of volunteer activities – the physical persons and legal entities performing volunteer activities according to the current legislation of the Republic of Kazakhstan (volunteers, groups of volunteers, the volunteer organizations, coordinators and organizers of volunteer activities);
8) the register of accounting of volunteer activities – the register of data containing the information about volunteers, groups of volunteers, the volunteer organizations, coordinators and organizers of volunteer activities, volunteer programs (projects), volunteer shares, the place and time of their carrying out, requirements to their carrying out;
9) the coordinator of volunteer activities – the organizer of volunteer activities or the volunteer organization responsible for implementation of the volunteer program (project) or volunteer share, or the elected volunteers who are part of group of volunteers from their number;
10) the organizer of volunteer activities – the central and local executive bodies, local government bodies, other organizations, and also the physical persons attracting volunteers independently or through the volunteer organizations;
11) the volunteer organization – the non-profit organization (except for religious associations, consumer cooperatives, and also public associations in the form of political parties or labor unions) created and performing volunteer activities according to the laws of the Republic of Kazakhstan.
12) corporate volunteering – voluntary collective participation of staff of the organization in different volunteer programs (projects) and volunteer shares with assistance of the organization.
3. The register of accounting of volunteer activities (further - the Register) is kept by authorized body in the field of volunteer activities (further – authorized body) in the Kazakh and Russian languages in form, according to appendix 1 to these rules.
4. For inclusion in the Register volunteers, groups of volunteers, the volunteer organizations, coordinators and organizers of volunteer activities (further – the applicant) submit on e-mail volunteer@mki.gov.kz in the Kazakh and Russian languages the statement on inclusion in the Register and the questionnaire in form, according to appendix 2 to these rules.
5. As maintaining the register it is understood:
1) entering by authorized body of information about the applicant into the Register;
2) updating of changes (amendments) of data which join in the Register;
3) placement of the Register on official Internet resource of authorized body.
6. The employee responsible for maintaining the Register is determined by management of authorized body. Information on the responsible (surname, name, middle name (in case of its availability), contact information) is placed on Internet resource of authorized body.
7. In case of change of data by the applicant the questionnaire in form, according to appendix 2 to these rules, on e-mail volunteer@mki.gov.kz within 10 (ten) working days from the date of their change is provided.
8. In case of receipt of data on activities of the applicant the authorized body considers them regarding completeness and reliability.
9. Data on volunteer activities are public.
10. The authorized body in case of receipt of information about the applicant in the Register of accounting considers them within 5 (five) working days.
In case of detection of discrepancy of the provided data on the activities by the applicant, the authorized body within 5 (five) working days from the date of receipt of the statement sends them to completion. The applicant within 3 (three) working days finishes and repeatedly directs data on the activities to e-mail volunteer@mki.gov.kz for inclusion in the Register.
11. The authorized body refuses registration to the applicant in case of non-presentation of the modifed request in the terms provided in Item 10 of these rules.
12. Inclusion of data in the Register or refusal is drawn up by the notification on e-mail to the applicant.
13. The termination of volunteer activities is performed at the initiative of the applicant based on the notification in any form on e-mail volunteer@mki.gov.kz within 10 (ten) working days since the decision making moment about what the mark in the Register becomes.
