1. Approve the Provision "About Provision of Services of the Fixed Telephone Communication". Section: Provision of the main services of the city and rural fixed telephone communication.

2. This provision becomes effective from the date of publication.

Regulations on provision of services of the fixed telephone communication

1. General provisions

1.1 This provision regulates the relations between the Operator and the end user (further - the user) services of local, long distance and international telephone communication.

1.2 Services of local, long distance and international fixed telephony are provided by the Telecom operator (further - the Operator), the owner of the license(s) granting to it the right to provision of these services. Services of the fixed telephone communication in city and rural settlements are provided by the Operator to the users of I and II categories located in the action area of the Local Fixed Telephone Network (LFTN). The action area of LFTS is determined by the Operator depending on structure of telephone network.

1.3 Activities of the Operator are regulated:

The law on telecommunication, other current laws and regulations of the Republic of Moldova, the regulating documents approved by MTS, NARSI or their legal successor;

network of telecommunication local - the network of telecommunication operating in radius of one settlement (city or rural) which provides possibility of telephone negotiations;

The I category of users - legal entities - residents and nonresidents of the Republic of Moldova, the diplomatic and consular missions, trade and economic representations accredited in the Republic of Moldova; the physical persons performing individual business activity (in the form of sole proprietor company, peasant economy or based on the entrepreneurial patent), and also the physical persons performing the professional activity which is subject to state registration or legalization (notarial or lawyer activities in individual bureau);

the subscriber - the user having number (numbers) of phone which signed the service provision agreement of telecommunication;

the general list of people on the waiting list - the list constituted by the Operator according to date of filing of applications by persons who do not have the priority right to connection of the main phone line;

the preferential list of people on the waiting list - the list constituted by the Operator according to date of filing of applications by persons, having the priority right to connection of the main phone line according to established procedure (Appendix 1);

number of challenge - number assigned by the Operator for each main phone line or telephone exchange to whom the terminal telephone equipment is connected (phone, the fax, the station, the modem, etc.);

valued unit of negotiations - unit of payment of duration of telephone connection which begins with the tube raising moment, the called subscriber or the answer in the automatic mode of the terminal equipment (answering machine, the fax, the modem, etc.) established on phone line of the called subscriber or at the station to which it is connected and which is taxed according to the rates applied by the Operator;

the coupled phone line - the line of access to public telephone network by means of the coupled set of the terminal equipment belonging to two subscribers on one main phone line, session of the message it is possible consistently for each subscriber;

ISDN - digital network on integration of services.

private negotiations - any other telephone negotiations, except for negotiations on disaster, exclusive or office negotiations, requested between number calling and other person determined by name, position, number, the address on possession of specific language or by other principles;

teleconference - service which provides connection of several terminal oborudovaniye in one telecommunication chain, by implementation of one call which determines connection of certain number of users to this service;

automatic service - service in case of which telephone connection is established by direct dialing of subscriber number;

service through the operator-operator - service in which telephone connection is established by means of one operator-operator.
