For the purpose of strengthening of control of cargo delivery in customs of appointment

I ORDER:

1. Approve Regulations on procedure of control of cargo delivery in customs of appointment it (is applied).

2. Of 04.04.97 N 150 "About approval of the Regulations on procedure for control of movement of goods and other objects between customs in the territory of Ukraine" to consider the order of State Customs Service invalid.

3. To the chief of the Information and Analytical Customs Authority (IACA) () develop Koposov S.A. and step by step to implement in operation program and information complex for control of cargo delivery in customs of appointment with use of the Single automated information system of State Customs Service of Ukraine.

4. To chiefs of regional customs, chiefs of customs to bring this order to permission of staff and to provide its steady execution.

5. To the head of department of the organization of customs control (Bilchuk O. S.) to prepare in a month the list of regulating documents of State Customs Service which void in connection with entry into force of this order.

6. To provide to legal department (Tymoshenko S. V.) at the scheduled time state registration of this order in the Ministry of Justice of Ukraine.

7. To impose control of execution of this order on the vice-chairman of Service of the Sable of I.M.

Regulations on procedure of control of cargo delivery in customs of appointment

1. General provisions

1.1. The regulations on procedure of control of cargo delivery in customs of appointment (further - the Provision) are developed for the purpose of establishment of reliable control of movement of goods and other objects between customs of Ukraine, rapid response in case of complications or unexpected situations during such movement, increase in level of responsibility of persons which perform transportation of goods, for the purpose of conducting statistical processing and information analysis about the moved loads.

1.2. Action of the Provision extends to movement of goods which are under customs control and move between customs, structural divisions of one customs the territory of Ukraine legal entities and physical persons, except for goods to which action of the Procedure of control of delivery in customs of purpose of the goods of separate types moved through customs border of Ukraine, N969 approved by the order of State Customs Service of Ukraine of 13.10.2005 and registered in the Ministry of Justice of Ukraine 17.11.2005 for N1393/11673 extends.

1.3. Terms which are used in this Provision

1.3.1. "The consolidated load" - load which is transported by one vehicle, but consists from several batches intended to different receivers.

1.3.2. "Customs of sending" - any customs authority of Ukraine with which for all goods quantity and other objects or their part movement begins.

1.3.3. "Customs of appointment" - any customs authority of Ukraine where movement of goods and other objects comes to an end.

1.3.4. "Batch":

when transporting by railway transport - goods and other objects which arrive on station of destination at the same time as a part of one departure to one consignee from one consignor from one station of sending;

when transporting by other modes of transport - goods and other objects which go to the address of one receiver according to one transport document according to transport rules and also goods which are sent on one post delivery note or move as hand luggage one person who crosses customs border of Ukraine.

1.3.5. "Intermediate customs" - any customs authority where the partial additional load, unloading, reloading of goods or other transactions with goods connected with need of change of the vehicle, customs regime, elimination of threat of spoil of load and so forth is performed.

1.3.6. Other terms are used in values which are established by the Customs code of Ukraine.

1.4. Goods move under customs control from customs of sending to customs of appointment by their transportation by railway, road, air, river, sea transport.

1.5. The customs of sending grants permission for the goods delivery in customs of appointment on condition of absence at it well-ground claims to the documents shown for customs control, goods and vehicles which transport these goods.

1.6. As a rule, goods are transported between customs under customs providing in the packaging, vehicles or containers made and equipped so that goods could not be withdrawn from sealed cargo piece, the vehicle or container or to be located to such places without leaving of visible traces of printing or damage of customs providing.
