About approval of Rules on labor protection in case of operation of systems of medical gas supply in the organizations of health care

Based on article 7 of the Law of the Republic of Belarus of June 23, 2008 "About labor protection" and in pursuance of the Republican target program for improvement of conditions and the labor protection for 2006-2010 approved by the resolution of Council of Ministers of the Republic of Belarus of August 16, 2005 No. 905, the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules on labor protection in case of operation of systems of medical gas supply in the organizations of health care.

2. This resolution becomes effective since March 1, 2009.

Rules on labor protection in case of operation of systems of medical gas supply in the organizations of health care

Section I. General provisions

Chapter 1. General requirements

1. Rules on labor protection in case of operation of systems of medical gas supply in the organizations of health care (further - Rules) establish requirements to safe operation by employees of the organizations of health care (further - the organization) systems of medical gas supply: sources of supply with medical gases; the pipelines transporting gas; points of consumption of medical gases; systems of automatic control of supply of gases.

2. These rules extend to the organizations irrespective of their forms of business operating systems of medical gas supply.

3. Observance of requirements of these rules is obligatory in case of operation, maintenance, repair and upgrade of the operative equipment of systems of medical gas supply.

4. In case of operation of systems of medical gas supply in the organizations requirements of the these rules, Cross-industry general rules for labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818), Rules for the Construction and Safe Operation of the vessels working under pressure, approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 27, 2005 No. 56 (The national register of legal acts of the Republic of Belarus, 2006, No. 25, 8/13868), other regulatory legal acts (further - the NPA), the technical regulatory legal acts containing requirements for labor protection, technical regulatory legal acts of system of fire-proof regulation and standardization, other technical regulatory legal acts shall be observed (further - TNPA).

5. Persons guilty of violation of requirements of these rules are made responsible according to the legislation.

Chapter 2. Organization of work on labor protection

6. For safety of work in case of operation of systems of medical gas supply in the organizations of health care the employer shall exercise control of application by workers of the safe acceptances in work, fulfillment of requirements stated in rules and instructions for labor protection and also the correct application of means of collective and individual protection.

7. Persons shall be allowed to performance of works on operation of systems of medical gas supply in the organization:

not younger 18 years;

corresponding profession, specialty and qualification;

trained, instructing, examination concerning labor protection;

not having medical contraindications.

8. For the organization of work and control for labor protection the head of the organization creates security service of work (enters position of the labor protection specialist) according to the Standard regulations on security service of work of the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of May 24, 2002 No. 82 (The national register of legal acts of the Republic of Belarus, 2002, No. 89, 8/8286).

9. Training, instructing, training and examination of employees of the organization for labor protection in case of operation of systems of medical gas supply shall be carried out according to the Instruction about the procedure for preparation (training), retraining, training, instructing, advanced training and examination working concerning the labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of November 28, 2008 No. 175 (The national register of legal acts of the Republic of Belarus, 2009, No. 53, 8/20209).
