Some questions of realization of pilot project on change of the mechanism of financial provision of delivery of health care in separate research establishments of National academy of medical sciences
The Cabinet of Ministers of Ukraine decides:
1. Agree with the offer of the Ministry of Finance and National academy of medical sciences on realization from July 1, 2017 to December 31, 2020 of pilot project concerning change of the mechanism of financial provision of delivery of health care in separate research establishments of National academy of medical sciences (further - pilot project).
2. Determine that participants of pilot project are public institutions:
National institute of surgery and transplantology of A. Shalimov of National academy of medical sciences of Ukraine, Kiev;
Institute of neurosurgery of name of the academician A. P. Romodanov of National academy of medical sciences of Ukraine, Kiev;
National institute of cardiovascular surgery of N. N. Amosov of National academy of medical sciences of Ukraine, Kiev;
National scientific center "Institute of Cardiology of Name of the Academician N. D. Strazhesko of National Academy of Medical Sciences of Ukraine", Kiev.
3. Determine that in case of realization of pilot project delivery of health care to the population by participants of pilot project is performed:
at the expense of means of the government budget based on the agreements on medical attendance of the population signed by National academy of medical sciences with each participant of pilot project according to the list of services in provision of tertiary (highly specialized) medical care to participants of pilot project who cannot be presented or presented in limited quantity in other healthcare institutions;
at the expense of means of local budgets based on decisions of the relevant local councils and contracts on medical attendance of the population with participants of pilot project for ensuring provision by participants of pilot project of tertiary (highly specialized) medical care;
at the expense of means of legal entities and physical persons according to the list of paid services which are provided in the state and utility healthcare institutions and the highest medical educational institutions, to No. 1138 approved by the resolution of the Cabinet of Ministers of Ukraine of September 17, 1996 (ZP of Ukraine, 1996, No. 18, to Art. 501; The Official Bulletin of Ukraine, 2016, No. 77, the Art. 2567), on the rates determined and approved by participants of pilot project. Rates for the paid services provided on contracts with legal entities (including with insurance companies), to foreigners and stateless persons which temporarily are in the territory of Ukraine affirm participants of pilot project taking into account the norm of profitability which is determined independently by participants of pilot project.
4. Approve such which are applied:
Procedure for use of the means provided in the government budget for realization of pilot project concerning change of the mechanism of financial provision of delivery of health care in separate research establishments of National academy of medical sciences;
the list of services in rendering tertiary (highly specialized) medical care by participants of pilot project concerning change of the mechanism of financial provision of delivery of health care and rates for such services.
5. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.
6. To recommend to national academy of medical sciences:
promulgate information on realization of pilot project on the official website;
give annually till April 1 of the year following for reporting, to the Cabinet of Ministers of Ukraine, the Ministry of Health and the Ministry of Finance the report on results of realization of pilot project and to make offers on possibility of implementation of the new organization-legal and financial and economic mechanism at the level of organizations of National academy of medical sciences.
submit quarterly to the 20th of the month following reporting quarter to the Ministry of Finance, the Ministry of Health and National medical authorities information on the course of realization (execution) of pilot project on the form determined by National service of health;
according to the Procedure for functioning of electronic health care system approved by the resolution of the Cabinet of Ministers of Ukraine of April 25, 2018 No. 411 "Some questions of electronic health care system" (Official Bulletin of Ukraine, 2018, No. 46, Art. 1604), to provide registration of participants of pilot project in electronic health care system.
7. To the Ministry of Health together with National academy of medical sciences to approve till July 1, 2017 in the procedure established by the legislation:
procedure for the direction of patients according to medical indications in the healthcare institutions participating in pilot project and procedure for provision of tertiary (highly specialized) medical care in such institutions;
the paragraph third is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 27.12.2019 No. 1161
calculation of rates for services in provision of tertiary (highly specialized) medical care by participants of pilot project;
approximate agreements on medical attendance of the population by participants of pilot project.

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Realization of Pilot Project on Change of the Mechanism of Financial Provision of Delivery of Health Care in Separate Research Establishments of National Academy of Medical Sciences of Ukraine" program (further - budgetary funds).
2. The main manager of budgetary funds and the executive in charge of the budget program is the National academy of medical sciences.
Managers of budgetary funds of the lowest level are public institutions: National institute of surgery and transplantology of A. Shalimov of National academy of medical sciences of Ukraine (Kiev), Institute of neurosurgery of name of the academician A. P. Romodanov of National academy of medical sciences of Ukraine (Kiev), National institute of cardiovascular surgery of N. N. Amosov of National academy of medical sciences of Ukraine (Kiev), National scientific center "Institute of Cardiology of Name of the Academician N. D. Strazhesko of National Academy of Medical Sciences of Ukraine" (Kiev) which are participants of pilot project on change of the mechanism of financial provision of delivery of health care.
3. Budgetary funds are allocated for fee on provision of tertiary (highly specialized) medical care under the agreements on medical attendance of the population signed by National academy of medical sciences with each participant of pilot project according to the list of services in provision of tertiary (highly specialized) medical care by participants of pilot project concerning change of the mechanism of financial provision of delivery of health care and rates for such services which cannot be provided or provided in limited quantity in other healthcare institutions, acquisition of the medical equipment and reconstruction of objects of participants of pilot project for provision of tertiary (highly specialized) medical care.
4. Purchase of goods, works and services for budgetary funds is performed in the procedure established by the law.
5. Reflection in primary and financial accounting of information on the received (created) current and non-current assets, and also opening of accounts, registration, accounting of obligations in bodies of Treasury and carrying out the transactions connected with use of budgetary funds are performed in the procedure established by the legislation.
6. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.
