About introduction of amendments to some resolutions of the Cabinet of Ministers of Ukraine concerning realization of pilot project concerning change of the mechanism of financial provision of delivery of health care

The Cabinet of Ministers of Ukraine decides:

Bring in resolutions of the Cabinet of Ministers of Ukraine concerning realization of pilot project concerning change of the mechanism of financial provision of delivery of health care of change which are attached.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. Item 36 of the Section I of the list of paid services which are provided in the state and utility healthcare institutions and the highest medical educational institutions, the Cabinet of Ministers of Ukraine approved by the resolution of September 17, 1996 to No. 1138 (ZP of Ukraine, 1996, No. 18, by Art. 501; Official Bulletin of Ukraine, 2017, No. 51, Art. 1573; 2018, No. 19, to the Art. 636) to state in the following edition:

"36. Medical services which are provided in separate research establishments of National academy of medical sciences which are participants of pilot project on change of the mechanism of financial provision of delivery of health care, according to the address of citizens without the corresponding direction or according to the self-address (except medical emergencies).".

2. Item 26 of appendix to the resolution of the Cabinet of Ministers of Ukraine of December 25, 1996 No. 1548 "About establishment of powers of executive bodies and executive bodies of city councils concerning price regulation (rates)" (ZP of Ukraine, 1996, No. 21, Art. 596; Official Bulletin of Ukraine, 2017, No. 51, Art. 1573; 2018, 19, the Art. 636) to exclude No.

"The cost of the medical care provided to the foreigner or the stateless person who temporarily are in the territory of Ukraine is determined by healthcare institution which presented her, in the procedure established by the Ministry of Health, except separate research establishments of National academy of medical sciences which are participants of pilot project on change of the mechanism of financial provision of delivery of health care.".

4. In the resolution of the Cabinet of Ministers of Ukraine of June 14, 2017 No. 425 "Some questions of realization of pilot project concerning change of the mechanism of financial provision of delivery of health care in separate research establishments of National academy of medical sciences" (The Official Bulletin of Ukraine, 2017, No. 51, Art. 1573; 2018, No. 19, Art. 636; 2019, No. 22, Art. 761):

  To replace 1) in Item 1 of figure "2019" with figures "2020";

2) in Item 3:

word in paragraph three" which is not included into the specified list" to exclude;

the fourth to state the paragraph in the following edition:

"at the expense of means of legal entities and physical persons according to the list of paid services which are provided in the state and utility healthcare institutions and the highest medical educational institutions, to No. 1138 approved by the resolution of the Cabinet of Ministers of Ukraine of September 17, 1996 (ZP of Ukraine, 1996, No. 18, to Art. 501; The Official Bulletin of Ukraine, 2016, No. 77, the Art. 2567), on the rates determined and approved by participants of pilot project. the list of services in rendering tertiary (highly specialized) medical care by participants of pilot project concerning change of the mechanism of financial provision of delivery of health care and rates for such services.";

"submit quarterly to the 20th of the month following reporting quarter to the Ministry of Finance, the Ministry of Health and National medical authorities information on the course of realization (execution) of pilot project on the form determined by National service of health;

according to the Procedure for functioning of electronic health care system approved by the resolution of the Cabinet of Ministers of Ukraine of April 25, 2018 No. 411 "Some questions of electronic health care system" (Official Bulletin of Ukraine, 2018, No. 46, Art. 1604), to provide registration of participants of pilot project in electronic health care system.";

5) in Item 7:

in paragraph four of the word "calculations of rates" shall be replaced with words "calculation of rates";

6) Item 3 of the Procedure for use of the means provided in the government budget for realization of pilot project concerning change of the mechanism of financial provision of the delivery of health care in separate research establishments of National academy of medical sciences approved by the specified resolution after words of "the list of services in rendering tertiary (highly specialized) medical care by participants of pilot project" to add with the words "concerning change of the mechanism of financial provision of delivery of health care and rates for such services";

7) to add the resolution with the list of services in provision of tertiary (highly specialized) medical care by participants of pilot project concerning change of the mechanism of financial provision of delivery of health care and to rates for such services of the following content:
