1. Approve the enclosed instruction for content and amounts of technical actions of civil defense.

2. To provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. Declare invalid the order of the Minister of Emergency Situations of the Republic of Kazakhstan of December 11, 2007 No. 22 "About approval of the Instruction for content and amounts of technical actions of civil defense depending on extent of categorization of the cities and subjects to managing" (registered in the Register of state registration of regulatory legal acts for No. 36424 and published in collection of acts of the central executive and other central state bodies of the Republic of Kazakhstan of March 27, 2008).

4. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

5. This order becomes effective after ten calendar days from the date of its first official publication.

Instruction for content and amounts of technical actions of civil defense

Chapter 1. General provisions

1. Technical actions of civil defense is complex of the events held for the purpose of protection of the population, increase in stability of work of objects of economy in wartime, prevention or decrease in possible destructions, losses of the population as a result of use of modern weapons of destruction, creation of conditions for carrying out rescue and urgent works in the defeat centers, areas of accidents and natural disasters.

2. Treat general requirements of technical actions of civil defense: ensuring protection of the population against modern weapons of destruction, and also effects of accidents, catastrophic crashes and natural disasters, increase in fire safety on objects, the organization of reserve supply with the electric power, gas, water; protection of subjects to water supply against means of infection, preparation for carrying out blackout of objects.

3. Content and amount of technical actions of civil defense are determined depending on group of the cities and categories of the organizations for civil defense taking into account zoning of the territory by possible impact of modern weapons of destruction and their secondary factors, and also from nature and scales of possible accidents, catastrophic crashes and natural disasters.

Reference of the cities to groups, and the organizations - to categories is determined by civil defense by article 20 of the Law of the Republic of Kazakhstan "About civil protection".

4. Technical actions of civil defense are developed and held beforehand.

5. The territory of the city carried to group, or the organization – to category on civil defense on which there is excessive pressure in the front of air shock wave, equal:

10 kPa (0,1 of kgf/cm 2) constitutes zone of possible destructions;

from 30 kPa (0,3 of kgf/cm 2) constitutes zone of possible strong destructions.

The territory concluded between borders of zones of possible destructions and possible strong destructions constitutes zone of possible weak destructions.

6. Removal of borders of zones of possible strong destructions from borders of project building, is determined:

for the cities carried to groups on civil defense – within project building of the city;

for the organizations referred to categories on civil defense (located out of the cities carried to groups on civil defense) – 3 km from border of project building of object.

Removal of borders of zones of possible weak destructions from borders of project building, is determined:

for the cities carried to groups on civil defense – 7 km from border of project building of the city;

for the organizations referred to categories on civil defense (located out of the cities carried to groups on civil defense) – 10 km from border of project building of object.

The border of project building of the city carried to groups, or the organization – to categories on civil defense, is determined by the approved master plan developed according to requirements of regulations of designing.
