About the program of further development and upgrade of the coal industry for 2017 - 2021

Note that in recent years in the coal industry the structural transformations directed to increase in inventories and amounts of coal production by building-up of exploration and overburden works, active involvement in development of the new horizons of coal fields are performed.

As a result of program implementation of upgrade, technical and technological modernization of the companies of the coal industry and its balanced development for 2013 - 2018 approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 6, 2013 No. 161, amounts of overburden works in 2016 constituted 20.9 million cubic meters against 14,2 of million cubic meters in 2012, the amount of coal production is increased by 125 thousand tons and made 3,9 of one million tons, growth rates of amounts of products are provided at the percent 111,2 level.

At the same time the carried-out critical analysis of condition of accomplishment of JSC Uzbekugol of the specified Program revealed availability of massive faults and lagging from the parameters and terms set in it. From 9 investment projects lagging in implementation of 5 projects is allowed. Because of inefficient operation of the available park of the equipment and conveyor lines of cycling and line technology, lax production discipline, failure to provide of timely acquisition of the new equipment, components and spare parts lagging on overburden works of 128.9 million cubic meters, coal production - more 4,0 of one million tons, simultaneously extracted kaolins - 320,5 of one thousand tons is allowed.

For the purpose of the further sustainable and balanced development of the companies of coal industry, ensuring the advancing implementation of priority investment projects, building-up of amounts of production and supply of coal and coal products, taking into account the predicted perspective requirement, for needs of industries of economy, the social sphere and the population for 2017 - 2021:

1. For failure to provide of the timely and high-quality organization of realization of adopted agenda of upgrade, technical and technological modernization of the companies of the coal industry and its balanced development for 2013 - 2018 to issue to the CEO of JSC Uzbekugol Sh. Pulatov the reprimand.

2. Determine priority tasks of further development of the coal industry of the republic:

upgrade and diversification of the coal industry in the medium and long term due to use of the modern high-productive mountain machinery and equipment;

expansion of source of raw materials of the coal industry by involvement in development of new fields, having provided including implementation of coal production by underground method;

coal production growth in volumes in interface to amounts of overburden works, to unconditional observance of requirements of industrial safety when conducting mining operations;

rational use of source of raw materials of the coal industry and simultaneously extracted minerals;

radical enhancement of system of delivery and realization of coal products to economy industries, organizations of the social sphere and the population of the republic, meaning satisfaction in full of requirements for the autumn and winter period;

implementation of modern technologies and the equipment by determination of quality of coal products, and also the information and communication technologies allowing to conduct surveys for studying in real time of the need of the population for solid fuel and qualifying standards to its quality;

strengthening of personnel capacity of the companies of the coal industry, including preparation, retraining and advanced training of personnel on demanded specialties of the sphere of underground coal production, capable to realize major problems on further development of coal industry.

3. Approve developed JSC Uzbekugol, JSC Uzbekenergo together with the Ministry of Economics of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on geology and mineral resources, the State inspection Sanoatgeokontekhnazorat the Program of further development and upgrade of the coal industry for 2017 - 2021 (further - the Program) including:

target parameters of amounts of conducting the exploration works on coal performed by Goskomgeologiya's companies of the Republic of Uzbekistan for 2017 - 2021 according to appendix No. 1;

target parameters of amounts of overburden works and coal production for 2017 - 2021 according to appendix No. 2;

the list of priority investment projects on construction new and upgrades of the operating coal-mining companies for 2017 - 2021 according to appendix No. 3;

target parameters on training of specialists for the companies of coal industry for 2017 - 2021 according to appendix No. 4.

Assign to heads of JSC Uzbekugol the personal responsibility for timely and high-quality realization of the target parameters and investment projects provided by the Program, and also providing timely and in full return of the attracted loans (loans) for implementation of investment projects.

4. To JSC Uzbekugol, the Ministry of Economics of the Republic of Uzbekistan together with the State committee of the Republic of Uzbekistan on investments into two-month term to develop and submit for approval in the Cabinet of Ministers of the Republic of Uzbekistan:

complex measures for ensuring achievement of target parameters for amounts of the overburden works and coal production for 2017 - 2021 provided in appendix No. 2;
