Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve regulations and rules on ensuring nuclear and radiation safety "Safety of nuclear power plants. Requirements to development of actions for emergency readiness and reaction in case of radiation accident" (are attached).

2. This resolution becomes effective on June 19, 2017.

Regulations and rules on ensuring nuclear and radiation safety "Safety of nuclear power plants. Requirements to development of actions for emergency readiness and reaction in case of radiation accident"

Chapter 1. General provisions

1. Regulations and rules on ensuring nuclear and radiation safety (further – Rules) establish technical requirements to safe operation of the NPP regarding development of actions for emergency readiness and reaction in case of RA. Actions for emergency readiness and reaction in case of RA are developed by the operating organization as a part of the actions plan for protection of personnel and the population against radiation accident and its effects (further – the Internal emergency plan).

2. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus of June 22, 2001 No. 39-Z "About rescue services and the status of the rescuer", the Law of the Republic of Belarus of July 30, 2008 No. 426-Z "About use of atomic energy", the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety" and also the following terms and their determinations are used:

operation personnel of the NPP – personnel from among the heads, specialists and the working NPPs working in change and performing complex of transactions on management of engineering procedures for the purpose of development of electrical and (or) heat energy;

radiation survey – direct actions for collection and transfer of reliable data about radiation situation in certain territory;

the condition "Emergency readiness" – the mode of functioning of the NPP in case of which project limits and (or) conditions of safe operation of the power unit are violated, but acceptances of special measures on direct protection of workers and (or) the populations is not required;

the condition "Emergency environment" – the mode of functioning of the NPP in case of which project limits and (or) conditions of safe operation of the power unit are violated and is required acceptance of special measures on protection of workers and (or) the populations.

3. For the purposes of these rules the following reducings are used:

АСиДНР – rescue and other urgent works;

ACKPO – the automated control system of radiation situation;

ATs NPP – the internal emergency center in structure ZPUPD of the NPP;

ATs G – the external emergency center as a part of ZPUPD of;

The NPP – nuclear power plant;

ZN – observation zone;

ZPM – zone of preventive measures;

ZPSM – zone of planning of urgent protective measures;

ZPUPD of the NPP – the protected control center antiemergency actions in the territory of the NPP;

ZPUPD of – the protected control center antiemergency actions in the city under the NPP;

The check point – check-point;

SKTs – The crisis center of the operating organization;

KChS NPP – the object commission on emergency situations on the NPP;

MTO – material logistics;

NANOSECOND of the NPP – the shift supervisor of the NPP;

PPU – mobile control center;

RA – radiation accident;

The SPZ – the sanitary protection zone;

SIZ – individual protection equipment;

Emergency – emergency situation.

Chapter 2. General requirements to the internal emergency plan

4. The internal emergency plan is component of the Plan of the prevention and liquidation of emergency situations of the NPP.

5. The purpose of development of the Internal emergency plan is determination of actions of the operating organization in case of RA and ensuring liquidation of this accident, to restriction or minimization of its effects.

6. The internal emergency plan establishes measures for ensuring emergency readiness and emergency response in case of RA to the NPP. Such measures shall cover all phases of development of RA, and also include protection against dangerous factors of other types of accidents which arose owing to RA or are its prime cause.

7. The actions containing in the Internal emergency plan are obligatory for all employees of the NPP, and also other persons allowed during its action on the SPZ territory of the NPP according to the established procedures (further – workers).

8. The internal emergency plan is developed based on the analysis of radiation effects of severe beyond design basis accident with maximum permissible emergency emission of radioactive materials in the environment according to the documents proving safety of the NPP.

9. The internal emergency plan is adjusted in the cases specified in Item 9 of the Regulations on conditions and procedure for development of emergency plans approved by the resolution of Council of Ministers of the Republic of Belarus of August 27, 2010 No. 1242.

10. In case of modification and (or) amendments in the Internal emergency plan its approval and approval are performed according to the procedure, established by the legislation.

11. The internal emergency plan becomes effective along with acceptance by the head of the NPP or person of the decision on the announcement of condition authorized by it "Emergency readiness" or "Emergency environment".

12. Provisions of the Internal emergency plan cannot establish the regulations reducing requirements to radiation safety and the guarantees of their providing established by the legislation and shall not contradict provisions of other planning documents enacted fully or partially in case of threat or emergence of RA.

13. Local legal acts of the NPP, including the instruction and other documents regulating actions of heads and employees of the NPP in the conditions of RA shall not contradict provisions of the Internal emergency plan.

14. On the NPP the system of bringing urgent provisions of the Internal emergency plan to heads of the NPP and other interested organizations regarding them concerning shall be provided.
