Rules of perishable traffic

(as amended of the Order of MTS No. 27 of March 11, 2002., 18.07.2002 No. 177)

I. GENERAL PROVISIONS

1. These rules are developed by the Ministry of Transport and Communications according to the Code of road transport (the organic Law N116-XIV of 29.07.1998, OHM of N90-91, 1998 g, the Art. 581) and the rules of motor transportations of loads approved in accordance with the established procedure.

2. These rules light specifics of perishable traffics and are obligatory for all parties participating in the organization of these transportations.

3. These rules establish procedure for the organization of city, suburban and long-distance perishable traffics by road transport in the territory of the Republic of Moldova.

4. Perishable are understood as the loads which are most located to spoil in the conditions of the environment and which require special conditions of transportation, protection against action on them high and low temperatures of outside air and term of realization according to regulating documents on this type of products.

5. Treat perishable loads:

- products of plant origin: fruit, berries, vegetables, mushrooms, live plants: saplings of trees and fruit bushes, grape shanks, strawberry stolona, fresh flowers and cut off, etc.;

- animal products: meat and meat products of different animals and birds, fish, caviar, milk, eggs, etc.;

- conversion products: dairy products, fats, the different refrigerated fruits, sausages, cheese, oil, etc.

6. Perishable traffic between the countries is performed based on preliminary approval of state body of the Republic of Moldova, of the Public veterinary service of the republic, including the corresponding rules of their loading, execution of veterinary documents (for products of animal origin) and hygienic certificates.

The food products imported into the Republic of Moldova can be transported on its territory after payment of customs fees on condition that their expiration date does not exceed 2/3 terms, established by standards, and on labels and container have the relevant information in state language.

7. On each vehicle, the state company "Motor Transportation Inspection" issues "Karnet korespunder to pentr automobit".

The railway vehicles allocated for perishable traffic (products) shall be technically operational, equipped for transportation of this type of products and to meet the requirements of sanitary standards and national standards.

The railway vehicles shall be net, dry, without foreign smells and have the sanitary passport and text with indication of type of cargo for which it is intended.

Transportation of perishable products in isothermal transport for lack of refrigeration is not allowed.

8. In transit perishable loads carrier agents, consignors and consignees shall observe the existing sanitary and hygienic requirements and shall be provided with special footwear, overalls, gloves, etc.

9. Perishable loads shall be shown to transportation in transportable condition and correspond on quality, packaging and marking to the requirements established by national standards and other existing regulating documents in the Republic of Moldova.

Availability of the certificate of conformity and quality, and also hygienic and phytosanitary certificates, commodity-transport delivery note and the veterinary certificate (for animal products) with indication of on them date and hour of the end of engineering procedure, date and hour of the expiration of realization, storage temperature is obligatory.

The container shall be in good shape, strong, net and allowed by the Ministry of Health for contact with food loads.

Upon the demand of the carrier agent or the delivery driver the consignor (consignee) shall show standards or the corresponding specifications for check of condition of load and container.

10. After unloading of perishable loads the consignee shall wash out railway vehicles and if necessary make its disinfection.

II. MEAT, OFFAL AND MEAT SEMIFINISHED PRODUCTS

11. These rules provide conditions of city and suburban transportations of meat, offal and meat semifinished products.

12. The consignor shall show to transportation meat, offal and meat semifinished products with temperature according to appendix 1.

The consignor shall note temperature of the load shown to transportation in the way bill.

13. Transportation of meat, offal and meat semifinished products is carried out in the refrigerator trucks, isothermal cars or vans equipped with refrigerator installations.

14. Loading of the meat, offal and meat semifinished products, including suspension cooled and the cooled-down meat on крючья in body of railway vehicles, shall be made by forces and means of the consignor, and unloading - the consignee.

Carrier agents according to the transportation agreement can take part in loading and unloading with assignment of these functions on drivers.

Representatives of the supplier and the consignee, including drivers who perform loading unloading functions shall have the medical book, sanitary clothes, undergo hygienic instructing.

15. Frozen loads (meat, offal, salted pork fat), meat products in container shall keep within the consignor in car body dense stack.

The cooled cooled-down meat in hulks shall be suspended on крючья.

16. Acceptance to transportation from the consignor and delivery to the consignee of meat loads in the container having marking weight is performed by the carrier agent by quantity of cargo pieces without preponderating; acceptance and delivery of meat in blocks, hulks and half carcasses, offal - in the number of places and weight; acceptance and delivery of sausages, myasokopchenost, meat semifinished products - in container behind the consignor's seal in the presence of the certificate of conformity and quality, the veterinary certificate, and also hygienic and phytosanitary certificates.

On sausages and myasokopchenost the mark in consignment notes of number and the date of issue of the veterinary certificate granted to the company on lot of products developed for specific change is allowed.

17. The consignee shall show, and the carrier agent to deliver to the consignor empty inventory container in the terms established by the contract between the supplier and the buyer.

III. MILK AND DAIRY PRODUCTS

18. Whole-milk products are transported by unpacked method in specialized cars tanks or tare method in the refrigerator trucks, isothermal cars or vans equipped with refrigerator installations.

Dairy products are transported by tare method.

Carrier agents shall allocate for tare transportation of milk and dairy products specialized railway vehicles with regulated temperature condition depending on in-transit time, type of container and temperature of outside air.
