About approval of the General technical regulation about safety of the equipment working under pressure

In pursuance of the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements to safety of the equipment working under pressure, the Cabinet of Ministers decides:

1. Approve the General technical regulation about safety of the equipment working under pressure according to appendix and enact it after six months from the date of official publication.

2. Take into consideration that according to requirements of the Law of the Republic of Uzbekistan "About technical regulation", with enforcement of technical regulations, the accepted earlier regulating documents on standardization on products specified in them, works and services lose binding character and acquire voluntariness of application in accordance with the established procedure.

3. To the Uzstandart agency together with authorized bodies to take measures for cancellation of binding character and ensuring voluntariness in case of application of the regulating documents on standardization establishing mandatory requirements to the equipment working under pressure from the date of enforcement of the General technical regulation approved by this resolution in accordance with the established procedure.

4. To provide to the state committee of industrial safety of the Republic of Uzbekistan, the Uzstandart Agency together with National broadcasting company of Uzbekistan broad informing the population, bodies of the public and economic board, subjects of business activity about the purposes, content and procedure for application of the approved General technical regulation.

5. To impose control of execution of this resolution on deputy prime ministers of the Republic of Uzbekistan G. I. Ibragimov and U. U. Rozukulov.

The general technical regulation about safety of the equipment working under pressure

Chapter 1. General provisions

§ 1. Purposes and scope of the General technical regulation

1. This General technical regulation (further - the Technical regulation) establishes requirements to safety of the equipment working under pressure (further - the equipment), in case of its development (designing), production (production) and marking for the purpose of:

protection of life and health of the person, environmental protection, property of legal, physical persons and state;

preventions of the actions misleading consumers concerning its appointment and safety.

2. The technical regulation extends to the following types of the equipment:

a) the vessels intended for gases, the liquefied gases dissolved under pressure and vapors, the groups 1 used for working environments and having:

settlement pressure over MRA 0,07 (kgf/cm 2) 0,7, capacity of more 0,001 of m3 and the work of value of settlement pressure upon the value of capacity making from above MRA 0,0025 • m3;

settlement pressure is over 20 MRA (200 kgf/cm 2), capacity over m3 0,0001 to m3 0,001 inclusive;

b) the vessels intended for gases, the liquefied gases dissolved under pressure and vapors, the groups 2 used for working environments and having:

settlement pressure over MPa 0,07 (kgf/cm 2) 0,7, capacity of more 0,001 of m3 and the work of value of settlement pressure upon the value of capacity making from above MRA 0,005 • m3;

settlement pressure is over 100 MRA (1000 kgf/cm 2), capacity over m3 0,0001 to m3 0,001 inclusive;

c) the vessels intended for liquids, used for working environments of group 1 and having:

settlement pressure over MRA 0,07 (kgf/cm 2) 0,7, capacity of more 0,001 of m3 and the work of value of settlement pressure upon the value of capacity making from above MRA 0,02 • m3;

settlement pressure is over 50 MRA (500 kgf/cm 2), capacity over m3 0,0001 to m3 0,001 inclusive;

d) the vessels intended for liquids, used for working environments of group 2 and having:

settlement pressure over 1 MRA (10 kgf/cm 2), the capacity of more 0,01 of m3 and the work of value of settlement pressure upon value of capacity and the constituting over 1 MRA • m3;

settlement pressure is over 100 MRA (1000 kgf/cm 2), capacity over m3 0,0001 to m3 0,01 inclusive;

e) the coppers having the capacity of more 0,002 of m 3, intended for receipt of hot water, which temperature over 115? With, or couple, which excessive pressure over MRA 0,07 (kgf/cm 2) 0,7, and also vessels with fire and steam heating having the capacity of more 0,002 of m3;

e) the pipelines having settlement pressure over MRA 0,07 (kgf/cm 2) 0,7, nominal diameter more than 25 mm intended for gases and vapors and used for working environments of group 1;

g) the pipelines and fittings having settlement pressure over MRA 0,07 (kgf/cm 2) 0,7, nominal diameter more than 32 mm and the work of value of settlement pressure upon the value of nominal diameter making over 100 MRA • mm intended for gases and vapors and used for working environments of group 2;

h) the pipelines and fittings having settlement pressure over MPa 0,07, nominal diameter more than 25 mm and the work of value of settlement pressure upon the value of nominal diameter making over 200 MRA • mm intended for liquids and used for working environments of group 1;

i) the pipelines and fittings having settlement pressure over 1 MRA (10 kgf/cm 2), nominal diameter more than 200 mm and the work of value of settlement pressure upon value of nominal diameter over 500 MRA • mm intended for liquids and used for working environments of group 2;

j) equipment elements (assembly units) and the component parts to it maintaining impact of pressure of 0,07 of MRA (kgf/cm 2) 0,7;

k) the pipeline armature having nominal diameter more than 25 mm (for the equipment with working environment of group 1), the armature having nominal diameter more than 32 mm (for the equipment used for gases with working environment of group 2), the armature having nominal diameter more than 200 mm (for the pipelines intended for liquids and used for working environments of group 2);

l) the showing and safety devices;

m) pressures chamber (except single medical);

o) devices and devices of safety.

3. The technical regulation does not extend to the following types of the equipment:

a) bulk distribution lines, inside the field and local distribution pipelines intended for transportation of gas, oil and other products, except for the equipment used at stations of regulation of pressure or at compressor stations;

b) networks of gas distribution and network of gas consumption;

c) the equipment which is specially designed for work with the radioactive circle;

d) the vessels working under pressure which is created in case of explosion in them according to engineering procedure or when burning in the mode of the self-extending high-temperature synthesis;

e) the equipment which is specially designed for use on river crafts and other watercrafts;

e) brake equipment of railway vehicles of rail transport, motor transport and other vehicles;

g) the equipment which is specially designed for use by airplanes and other aircraft;

h) equipment of defense appointment;

i) the parts of machines which are not representing independent vessels (cases of pumps or turbines, cylinders of engines steam, hydraulic, internal combustion, air machines and compressors);

j) medical single pressures chamber;

k) the equipment with aerosol sprayers;

l) covers of the high-voltage electric equipment (distributing devices, distribution mechanisms, transformers and the rotating electrical machines);

m) the covers and casings of elements of systems of transfer of electrical energy (cable products of power supply and cables of communication) working under excessive pressure;

o) the equipment manufactured (made) of nonmetallic flexible (elastic) cover;

o) mufflers of noise of exhaust or absorption of gases;

p) reservoirs or siphons for carbonated drinks;

c) fire extinguishers of different types;

r) networks for giving and water drainage with temperature below 115 °C, and also the bringing conduits in hydropower plants and their armature;

s) heating devices and pipelines in systems of water heating.

4. The equipment is released in the territory of the Republic of Uzbekistan in case of its compliance to the Technical regulation.
