About approval of regulatory legal acts in the field of safety and labor protection in civil aviation

According to the order of the Government of the Republic of Kazakhstan of December 31, 2015 "About approval of Rules of acceptance of regulatory legal acts of safety and labor protection by the relevant authorized bodies" I ORDER to No. 1182:

1. Approve:

1) Requirements for safety and labor protection for the transporter performing loading of onboard food according to appendix 1 to this order;

2) Requirements for safety and labor protection for washermen of aircrafts according to appendix 2 to this order;

3) Requirements for safety and labor protection for persons on duty on meeting and landing of passengers according to appendix 3 to this order;

4) Requirements for safety and labor protection of stewards of civil aviation according to appendix 4 to this order.

2. Declare invalid the order of the acting minister of transport and communications of the Republic of Kazakhstan of February 6, 2008 No. 30 "About approval of regulatory legal acts on safety and labor protection in civil aviation" (registered in the Register of state registration of regulatory legal acts for No. 5169, published on May 9, 2008 in the Yuridicheskaya Gazeta newspaper).

3. To provide to committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Requirements for safety and labor protection for the transporter performing loading of onboard food

Chapter 1. General requirements of safety and labor protection

1. These Requirements for safety and labor protection for the transporter performing loading of onboard food (further - Requirements) contain the main requirements for safety and labor protection in the organizations of civil aviation (further - the organization) for the transporters performing loading of onboard food and is aimed at providing their safety, preserving health and working capacity in the course of work.

2. The transporter performing loading of onboard food (further - the transporter) is profession to which the additional requirements on safety and labor protection including special requirements for training, certification, the admission to independent work, instructing in safety and labor protection and recurring inspection of knowledge by profession to both safety and labor protection are imposed.

3. Transporters not more young than 18 years having the certificate on the right of management of entrance (departure) of special machines to the aircraft (further - the certificate of the transporter) and having the following knowledge about (about) are allowed to independent work:

1) the name of the postponed and transported loads;

2) technological sequence of loading of onboard food;

3) embarkation regulations and transportations of onboard food;

4) methods of stacking of containers with onboard food;

5) admissible regulations of cargo transfer manually;

6) technologies of interaction of the services providing flights (in the part concerning loading of onboard food);

7) rules of entrance (departure) of special machines in case of commercial servicing of aircrafts;

8) procedure for execution of acceptance and accompanying documents;

9) first-aid treatment and uses of the medical first-aid kit.

4. Irrespective of qualification and length of service timely all types of instructing in safety and labor protection also shall be in full passable:

1) training under the leadership of the experienced transporter before independent work for acquisition of practical skills of work;

2) repeated instructing in safety and labor protection - at least once a half-year;

3) unplanned instructing, in cases of violation of safety requirements and labor protections, and in case of work stoppage more than for 30 calendar days.

About passing of instructing and training of safety and labor protection the corresponding entry in the certificate of the transporter who is constituted in any form is made.

5. Persons which showed unsatisfactory knowledge and skills of safe performance of works are not allowed to independent work. The repeated examination is carried out within one month.
