Federal regulations and rules of use of atomic energy "Installations on production of plutoniysoderzhashchy nuclear fuel. Safety requirements" (NP-098-17)

I. Appointment and scope

1. These federal regulations and rules of use of atomic energy "Installations on production of plutoniysoderzhashchy nuclear fuel. Safety requirements" (are developed by NP-098-17) (further - Safety requirements) according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy" and the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 1999, No. 27, Art. 3380; 2000, No. 28, Art. 2981; 2002, No. 4, Art. 325; No. 44, Art. 4392; 2003, No. 40, Art. 3899; 2005, No. 23, Art. 2278; 2006, No. 50, Art. 5346; 2007, No. 14, Art. 1692; No. 46, Art. 5583; 2008, No. 15, Art. 1549; 2012, No. 51, Art. 7203).

2. These Safety requirements establish requirements to safety of pilot and industrial plants on production of plutoniysoderzhashchy nuclear fuel (further - pilot plants and industrial plants).

3. These Safety requirements extend to the designed, constructed and operated installations on production of plutoniysoderzhashchy nuclear fuel (further - installations).

4. These Safety requirements do not extend to the nuclear installations intended for:

researches of properties of plutoniysoderzhashchy nuclear fuel and development of engineering procedures of production of plutoniysoderzhashchy nuclear fuel;

productions of plutoniysoderzhashchy nuclear fuel for reactor installations from nuclear materials in the form of solutions or fusions of uranium salts and plutonium;

production of the heat-generating assemblies from the fuel elements manufactured on other nuclear installations.

5. The procedure for reduction of installations in compliance with these Safety requirements, including terms and amount of necessary actions, is determined in each case in the conditions of action of the license for placement, construction, operation.

6. Terms and determinations are given in appendix No. 1, the list of reducings - in appendix No. 2 to these Safety requirements.

II. The requirements to safety realized when designing

7. The system physical (static and dynamic) the barriers interfering distribution of ionizing radiation, nuclear materials and radioactive materials to the environment shall be provided in the project documentation of installation (further - the project of installation).

8. The quantity, appointment, reliability and control methods physical (static and dynamic) barriers shall be established and proved in the project of installation and are provided to OOB.

9. Use only of static barrier between plutoniysoderzhashchy technological circles and the room of installation is allowed if the following conditions are satisfied:

with the plutoniysoderzhashchy technological circles placed in the amount isolated by this static barrier other technological transactions, except transactions of storage, transportation or control are not made;

control of hermeticity of static barrier is provided;

between the room of installation and the environment there are static barrier and dynamic barrier.

10. The project of installation shall conform to the basic provisions and general requirements of ensuring nuclear safety established by federal regulations and rules of use of atomic energy.

11. The project of installation shall correspond to basic provisions of providing vzryvo-and fire safety, established by federal regulations and rules of use of atomic energy.

12. In the project of installation technical and organizational measures for safety during the using, conversion, storage, movement, transfer and inside transportation of nuclear materials and plutoniysoderzhashchy YaT shall be provided and proved.

13. In the project of installation the system of radiation control and system of the alarm system about emergence of self-sustaining chain reaction shall be provided and proved.

14. When designing the equipment intended for production of plutoniysoderzhashchy YaT in which the treatment of nuclear materials with different nuclide structure is possible restrictions of nuclear safety shall be set on most yaderno dangerous composition of nuclear materials.

15. Biological protection shall be designed for the most radiation dangerous nuclide composition of nuclear materials taking into account accumulating of affiliated products of their disintegration.

16. For the purpose of ensuring nuclear safety with the project of installation transfer of the initial raw materials containing nuclear materials (except for depleted uranium) for production of plutoniysoderzhashchy YaT, shall be provided in cameras (boxes) with use of the safe equipment.

17. Cameras (boxes) intended for loading of packagings with nuclear materials in shipping containers and their extraction, weighings, openings, sampling, overload shall have the lock-chambers or devices of hermetic connection of shipping containers supplied with the pressurizing devices both from the room, and from the camera (boxing).

18. The design of cameras (boxes) in which the treatment of nuclear materials in the form of powders is performed and (or) occurs formation of finely divided dust, shall provide possibility of use of means of dust removal, including for carrying out deactivation. Such means shall be determined in the project of installation.

19. The installation equipment in which technological transactions with mechanical impact on nuclear materials are made and (or) in which chemical reactions with use or education vzryvo-and flammable substances, exothermic reactions proceed shall be placed in hermetic cameras (boxes) designed taking into account the factors of danger connected with these impacts (reactions).

20. In the project of installation for all technological transactions with powders of compounds of uranium and plutonium, and also metal uranium measures for providing vzryvo-and fire safety shall be provided and proved. Properties of end and intermediate products of engineering procedure of production of plutoniysoderzhashchy YaT, including the characteristic and condition of ignition and explosion shall be determined.

21. In the installation equipment where formation of explosive concentrations of gaseous substances is possible, their dilution by the inert atmosphere to safe concentration and removal through system of gas purification shall be provided.

22. The technological transactions of production of plutoniysoderzhashchy YaT providing production of fuel tablets with plutoniysoderzhashchy YaT shall be carried out in hermetic cameras (boxes) with the inert atmosphere.

23. Measures for safe handling of the recycled turnovers of nuclear materials returned on head stages of engineering procedure of production of plutoniysoderzhashchy YaT shall be provided in the project of installation. The quantity of the recycled turnovers of nuclear materials shall be minimized. Concerning not recycled turnovers of the nuclear materials which are formed on installation the measures excluding their accumulating on installation shall be provided is higher than the values established and proved in the project.

24. For industrial plants for each dynamic barrier of the indication of devices of control of pressure difference and (or) speed of flow of air shall be removed on Item (board) of management. The Item (board) of management shall be equipped with emergency light and sound signals for each dynamic barrier.

25. Equipment by filters of system of gas purification and system of ventilation of rooms of installation in which intake of radioactive materials is possible shall be provided in the project of installation. Efficiency of cleaning of filters shall be proved in the project of installation and is provided to OOB.

26. In the project of installation criteria (including in case of which achievement replacement of filters is required by efficiency of cleaning of filters) shall be determined, and methods and control facilities of the corresponding parameters are provided.

27. The design, geometrical features and constructional materials of filters of the first step of system of gas purification and system of ventilation of rooms of installation in which intake of nuclear materials is possible shall exclude possibility of STsR in case of normal operation and violations of normal operation, including accidents.

28. Systems of ventilation of rooms of installation shall be designed so that air flows in rooms were directed from top to down. The first filter on the way of the deleted air shall be located in close proximity to entrance to the exhaust ventilation.

29. The filters and materials used for their production shall meet requirements of the class "slow-burning materials" according to GOST 12.1.044-89 (ISO 4589-84) "The interstate standard. Occupational safety standards system. Fire-and-explosion hazard of substances and materials. Product indicators and methods of their determination" (it is approved by the resolution of the State committee of the USSR on product quality control and standards of December 12, 1989 No. 3683).

30. The organizational and technical measures excluding possibility of ignition of filters of system of gas purification and system of ventilation when accumulating on them vzryvo-and flammable substances shall be provided in the project of installation.

31. In the project of installation the procedure, frequency and the list of tools for control of accumulating of nuclear materials in communications and the equipment of system of gas purification and system of ventilation shall be determined.

32. In systems of forced ventilation of installation filters with efficiency of catching of atmospheric dust not lower than 80% shall be used.

33. Systems of forced ventilation shall be designed so that the consumption of the air given to rooms of installation did not decrease below project value because of increase in resistance of the filter in use in case of all weather conditions considered in the project of installation.

34. Devices of intake of external air of systems of forced ventilation shall be protected from hit in them atmospheric precipitation. Hit in air intakes of systems of forced ventilation of emissions of systems of the exhaust ventilation, vzryvo-and flammable and (or) toxic substances is not allowed.

35. Reservation of elements of systems of ventilation of installation shall be proved in the project of installation and it is provided to OOB.

36. Communications (air ducts) of systems of the exhaust ventilation of rooms of installation in which hit of nuclear materials is possible shall be designed so that in case of the fire on installation with the maximum project fire loading and duration of the fire functional characteristics of filters of systems of ventilation were kept and their destruction (combustion, fusion) is excluded.

III. Requirements to safety during the commissioning and operation

37. Before input of installation in operation on the basis of the project of installation, OOB and production schedules the operating organization shall provide development of the instructions and managements determining actions of workers (personnel) for safety in case of violations of normal operation including the instruction for liquidation of project accidents and the control directive with beyond design basis accidents. The actions of workers (personnel) ordered by instructions and managements shall be based on signs of the taking place events and the forecast of the accidents of conditions expected in development. The actions of workers (personnel) based on this forecast shall be directed to restriction of effects of accidents.

38. Input of installation in operation shall be performed according to requirements of Item 7.1 of federal regulations and rules of use of atomic energy "General provisions of safety of objects of nuclear fuel cycle" (NP-016-05) approved by the resolution of Rostekhnadzor of December 2, 2005 No. 11 (are registered by the Ministry of Justice of the Russian Federation on February 1, 2006, registration No. 7433) (further - NP-016-05). At the same time the operating organization shall provide development and program implementation of input of installation in operation.

39. Upon completion of trial operation of installation by the operating organization actual data about emissions and dumpings of radioactive materials into the environment for the purpose of confirmation of the values accepted in the project of installation and entering of changes into it if necessary shall be obtained.

40. Acceptance of installation in commercial operation is performed in accordance with the established procedure upon completion of trial operation.

41. Operation of installation shall be performed according to requirements of the Item 7.2 NP-016-05.

42. The rooms of installation used for the treatment of nuclear materials shall be equipped with fire extinguishing means. It is forbidden to use fire extinguishing means which use can increase value of effective coefficient of reproduction of neutrons.

43. Routes of evacuation of workers (personnel) from yaderno danger area shall allow to evacuate freely workers (personnel), to minimize time of evacuation and dose of radiation of personnel, to have marking and emergency lighting.

44. Compliance of the actual efficiency of cleaning of filters of system of ventilation and system of gas purification to the values established in the project of installation shall prove to be true instrumentalno in use.

Terms and determinations

1. The inert atmosphere - the gaseous circle which is not entering interaction with reaction products, working environments and materials of constructional elements of installation.

2. Biological protection - barriers, including the building constructions intended for protection against ionizing radiation.

3. Dynamic barrier - the physical barrier limiting distribution of radioactive materials and nuclear materials out of the limits set by the project of installation due to system operation of the ventilation creating depression or directed flows of air.

4. Not recycled turnovers of nuclear materials - the products containing the nuclear materials formed in YaT production process, directed to conversion for the purpose of extraction of nuclear materials, removals of the contaminating impurity and subsequent use of the extracted nuclear materials in engineering procedure.

5. The pilot plant - installation with yearly rated output capacity of the plutoniysoderzhashchy YaT containing up to 200 kg of plutonium.

6. Plutoniysoderzhashchy nuclear fuel - YaT containing compounds of plutonium and (or) mix of compounds of uranium and plutonium.

7. The industrial plant - installation with yearly rated output capacity of the plutoniysoderzhashchy YaT containing at least 200 kg of plutonium.

8. The recycled turnovers of nuclear materials - the products containing HOLES, formed in production process of YaT which can be used in engineering procedure without cleaning.

9. Static barrier - the physical barrier representing barrier on the way of distribution of ionizing radiation (due to their easing), radioactive materials and nuclear materials (due to their physical isolation).

10. Installation on production of plutoniysoderzhashchy nuclear fuel - the nuclear installation intended for production of fuel tablets, the fuel elements, TVS with plutoniysoderzhashchy YaT.
