According to Item 3 of the Presidential decree of the Republic of Belarus of July 25, 2016 "About procedure for forming, financing, accomplishment and efficiency evaluation of implementation of state programs" and the paragraph the fifth Item 11 of the Presidential decree of the Republic of Belarus of July 4, 2017 No. 240 "About the state support of citizens for construction (reconstruction) of premises" the Council of Ministers of the Republic of Belarus DECIDES: No. 289

1. Bring in the State program "Housing construction" for 2016-2020 approved by the resolution of Council of Ministers of the Republic of Belarus of April 21, 2016 No. 325 (The national legal Internet portal of the Republic of Belarus, 04.05. 2016, 5/42009), following changes and amendments:

1.1. in Chapter 1:

1.1.1. in part five of the Section "Characteristic of Previous Period of Housing Construction":

shall be replaced with words the words "26, 8 trillion rubles" "26, 8 trillion rubles *";

add part with the interlinear note of the following content:

"Due to the need of providing the military personnel and members of their families with premises of commercial use of the state housing stock the construction of premises of commercial use of the state housing stock for the military personnel of Armed Forces of the Republic of Belarus in 2018-2020 is provided.";

1.1.3. in the Section "Housing Construction for the Citizens Having the Right to the State Support, Equity Method as a part of Building Consumer Cooperatives and on the terms of the State Order":

"For building-up of amounts of construction of housing with the state support without attraction of issued credit facilities the Presidential decree of the Republic of Belarus of July 4, 2017 No. 240 "About the state support of citizens for construction (reconstruction) of premises is issued" (The national legal Internet portal of the Republic of Belarus, 06.07. 2017, 1/17147) providing new forms of the state support of citizens for construction (reconstruction) of premises.

Housing construction mechanism with the state support provided by the called Decree is directed to involvement in housing construction of credit resources of all commercial banks that will allow to increase amounts of its crediting, and in the long term completely to replace preferential crediting. For the purpose of decrease in financial load of citizens – receivers of such credits this Decree provides rendering targeted state support to them by payment from the budget of subsidies for payment of part of interest for using the credits and on repayment of principal debt for the credits issued by banks on construction (reconstruction) of housing.";

The amount of financing of the subprogramme 1 according to appendix 5 constitutes 22 523 564 674, 62 rubles, including means of the republican budget – 2 430 587 225 rubles (from them 184 988 665 rubles – direct expenses, 2 245 598 560 rubles – indirect expenses), local budgets – 806 869 449, 62 rubles (from them 618 513 223, 33 rubles – direct expenses, 188 356 226, of the 29th ruble – indirect expenses), credit resources – 1 821 340 000 rubles (from them preferential credit resources – 1 033 650 000 rubles), means from other sources (means of the population, the organizations, including loans, foreign sources) – 17 464 768 000 rubles.

The amount of financing of the subprogramme 2 according to appendix 6 constitutes 3 833 379 285, ruble, including means of the republican budget – 2 158 709 447 rubles (from them 1 387 780 000 rubles – direct expenses, 770 929 447 rubles – indirect expenses), local budgets – 1 586 039 838, 82 rubles (from them 1 435 976 379, the 28th ruble – direct expenses, 150 063 459, 54 rubles – indirect expenses), credit resources of "Development Bank of the Republic of Belarus" open joint stock company on the customer to the Department of Energy and means of the organizations subordinated to the Ministry of Communications and Informatization – 88 630 000 rubles.";
