According to Item of 1 part one of article 28 of the Law of Ukraine "About financial services and state regulation of the markets of financial services", to the subitem 70 of item 4 of the Regulations on the National commission performing state regulation in the field of the markets of financial services, No. approved by the Presidential decree of Ukraine of November 23, 2011 1070, the National commission performing state regulation in the field of the markets of financial services DECIDED:

1. Approve Changes in the Regulations on the single centralized database of rather compulsory insurance of civil responsibility of owners of land vehicles approved by the order of State commission on regulation of the markets of financial services of Ukraine of July 09, 2010 No. 566, registered in the Ministry of Justice of Ukraine on August 16, 2010 for No. 691/17986, which are applied.

2. To submit to department of insurance regulation and supervision together with department of legal providing this order to the Ministry of Justice of Ukraine for state registration.

3. And members of the commission to provide to management of ensuring activities of the Chairman publication of this order after its state registration.

4. This order becomes effective from the date of its official publication.

5. Control over the implementation of this order to assign to the member Natskomfinuslug Yastreba of D. A.

Changes in Regulations on the single centralized database of rather compulsory insurance of civil responsibility of owners of land vehicles

1. To state Item 1.3 of the Section I in the following edition:

"1.3. In this Provision terms are used in such values:

the MTSBU database - the MTSBU single centralized database of rather compulsory insurance of civil responsibility of owners of land vehicles;

identification data set - the minimum set of details in which data are sufficient for their identification in the MTSBU database;

identification of data - verification of data on availability in them of the details containing unique, correct and complete codes which provide originality of such data within the MTSBU database;

users of open information of the MTSBU database are insurers - members MTSBU, public authorities, the companies, organizations, the organizations, citizens;

users of information with limited access to the MTSBU database are insurers - members of MTSBU and insurers (regarding information on prisoners such insurers and insurers of agreements of compulsory insurance of civil responsibility) MTSBU, public authorities;

obligatory data set - set of details and data which are sufficient for forming of obligatory and standard reports of the MTSBU database;

the operator of the single centralized database (further - the Operator) - MTSBU which provides creation, maintaining, material and technological support of the single centralized database, safety and information security containing in it;

full range of data - set of the details and data which are sufficient for accomplishment of all available functions of search, the analysis, forming of forms and reports in the MTSBU database;

suppliers of information in the MTSBU database are insurers - members of MTSBU, MTSBU, state bodies in the field of traffic safety;

the software of the insurer - set of the software and systems of information processing of the insurer intended for accomplishment by the insurer - the member of MTSBU of tasks on forming and transfer of data in the MTSBU database, including internal electronic insurance contracts, necessary for the conclusion;

centralized reference books - the classified and codified data which values and codes are single for all users of the MTSBU database and for all records of the MTSBU database.

Other terms in this Provision are used in values according to the Laws of Ukraine "About compulsory insurance of civil responsibility of owners of land vehicles" (further - the Law), "About information", "About electronic commerce", "About information security in information and telecommunication systems".".

2. In the Section II:

1) subitems 2.1. 2.1.2 Items 2.1 to state 1, in the following edition:

"2.1.1. Data on the lost, damaged and destroyed forms of policies of compulsory insurance of civil responsibility of owners of land vehicles.

2.1.2. Data on the signed and ahead of schedule stopped internal agreements of compulsory insurance of civil responsibility of owners of land vehicles.";

2) in Item 2.2:

state subitem 2.2.1 in the following edition:

"2.2.1. Data about issued to insurers - to members of MTSBU forms of policies of compulsory insurance of civil responsibility of owners of land vehicles.";

exclude subitem 2.2.3;

3) to add the Section after Item 2.2 with new Item 2.3 of the following content:

"2.3. The operator provides forming with software of the MTSBU database of the data necessary for the conclusion of internal electronic insurance contracts. Determination of criteria of check of correctness of information provided by insurers is within the competence MTSBU".

With respect thereto Items 2. 2.4 to consider 3, respectively by Items 2. 4, 2.5;

4) Items 2. 2.5 to state 4, in the following edition:

"2.4. Quality control of the data provided by insurers - members of MTSBU in the MTSBU database, is carried out by comparison of these rather secure vehicles provided by insurers and about the events having signs of insured events with the relevant data of state bodies in the field of traffic safety.
