WE ORDER:

1. Bring in the joint order of the Minister of Finance of the Republic of Kazakhstan of December 30, 2016 No. 706 and the Minister of national economy of the Republic of Kazakhstan of December 30, 2016 No. 540 "About approval of the Technique on efficiency evaluation of goal achievement and indicators of budget programs" (it is registered in the Register of state registration of regulatory legal acts for No. 14781, it is published on March 2, 2017 in Reference control bank of normative legal acts of the Republic of Kazakhstan) the following changes:

to state heading of the joint order in the following edition:

"About approval of the Technique on goal achievement efficiency evaluation";

to state Item 1 of the joint order in the following edition:

"1. Approve the enclosed Technique on goal achievement efficiency evaluation.";

The technique on efficiency evaluation of goal achievement and indicators of budget programs approved by the specified joint order to state in edition according to appendix to this joint order.

2. To provide to development department of system of public administration of the Ministry of national economy of the Republic of Kazakhstan in the procedure for the Republic of Kazakhstan established by the legislation:

1) state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this joint order the direction it the copy in printing and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this joint order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

4) within ten working days after state registration of this joint order submission to Department of legal service of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this joint order on the supervising vice-minister of national economy of the Republic of Kazakhstan and the supervising vice-Minister of Finance of the Republic of Kazakhstan.

4. This joint order becomes effective after ten calendar days after day of its first official publication.

Technique on goal achievement efficiency evaluation

Chapter 1. General provisions

1. This Technique on goal achievement efficiency evaluation (further – the Technique) is developed for the purpose of realization of System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, the city of republican value and the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954 (further – System of assessment).

2. The technique is intended for determination of the efficiency of the measures taken by state bodies on development supervised the industry/spheres/region and also on use of budgetary funds.

3. The goal achievement efficiency evaluation (further – efficiency evaluation) is performed according to the Schedule of carrying out annual efficiency evaluation of activities of state bodies (further – the Schedule of assessment) approved by Administration of the President of the Republic of Kazakhstan.

4. The efficiency evaluation is performed by the following state bodies (further – the state bodies authorized on assessment):

Administration of the President of the Republic of Kazakhstan – efficiency evaluation of the central state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan;

Prime minister's department of the Republic of Kazakhstan – efficiency evaluation of authorized bodies on state planning and budget implementation;

The Ministry of Finance of the Republic of Kazakhstan (further – authorized body on budget implementation) – efficiency evaluation of local executive bodies on achievement of indicators of budget programs, and also recheck of reporting these central state bodies on implementation of budget programs;

The ministry of national economy of the Republic of Kazakhstan (further – authorized body on state planning) – efficiency evaluation of the central state bodies on goal achievement of strategic plans and indicators of budget programs, including efficiency evaluation of local executive bodies on goal achievement of development programs of the territories.

For evaluating efficiency of the central state bodies on goal achievement of strategic plans and indicators of budget programs including efficiency evaluations of local executive bodies on goal achievement of development programs of the territories, in authorized body on state planning the working group (further – the Working group on state planning) which is subgroup of the Commission on annual efficiency evaluation of activities of the central state and local executive bodies of areas, the city of republican value, the capital is created (further – the Commission on annual assessment). The structure of the Working group affirms the order of authorized body on state planning.

For evaluating efficiency of local executive bodies on achievement of indicators of budget programs, and also for recheck of reporting these central state bodies on implementation of budget programs in authorized body for budget implementation the working group (further – the Working group on budget implementation) which is subgroup of the Commission on annual assessment is created. The structure of the Working group affirms the order of authorized body in the field of budget implementation.

Chapter 2. Information sources for goal achievement efficiency evaluation

5. The efficiency evaluation is performed on the basis:

strategic plans of the central state bodies;

development programs of the territories of local executive bodies;

reports on implementation of strategic plans;
