Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. In Regulations on procedure for appointment and provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel, No. 848 approved by the resolution of the Cabinet of Ministers of Ukraine of October 21, 1995 "About simplification of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel" (the joint venture of Ukraine, 1996, No. 2, Art. 76; Official Bulletin of Ukraine, 1997, No. 39, Art. 17; 2000, No. 5, Art. 178; 2015, No. 55, Art. 1791, No. 78, Art. 2614; 2016, No. 75, Art. 2501; 2017, No. 40, Art. 1256):

1) in the paragraph the second Item 8 of the word of "prosthetic and orthopedic products, means of rehabilitation" shall be replaced with words "technical and other means of rehabilitation, including payment of monetary compensation of cost for independently acquired technical means of rehabilitation";

2) in the first offer of the paragraph of the fifth Item 12 of the word "to disabled people since the childhood and to handicapped children, attendance allowance for the disabled person" shall be replaced with words "to persons with disability since the childhood and to children with disability, the help with face care with disability", and the word to "disabled people" - words to "persons with disability".

1) in the resolution:

to state the name of the resolution in the following edition:

"About approval of the Procedure for ensuring rehabilitation of persons with technical and other means with disability, children with disability and other separate categories of the population and payment of monetary compensation of cost for independently acquired technical means of rehabilitation, lists of such means";

state Item 1 in the following edition:

"1. approve:

Procedure for ensuring rehabilitation of persons with technical and other means with disability, children with disability and other separate categories of the population and payment of monetary compensation of cost for independently acquired technical means of rehabilitation which is applied;

the list of technical and other means of rehabilitation which provide persons with disability, children with disability and other separate categories of the population, according to appendix 1;

the list of technical means of rehabilitation for persons with disability, children with disability and other separate categories of the population for which the monetary compensation of their cost, according to appendix 2 can be paid.";

Procedure for ensuring rehabilitation of persons with technical and other means with disability, children with disability and other separate categories of the population and payment of monetary compensation of cost for independently acquired technical means of rehabilitation

General part

1. This Procedure determines the mechanism:

free providing persons with disability, children with disability and other separate categories of the population technical and other means of rehabilitation;

payments to persons with disability, to children with disability and to other separate categories of the population of monetary compensation of cost for independently acquired technical and other means of rehabilitation (further - compensation);

non-cash money transfer to the companies which executed individual requests of persons with disability, children with disability and other separate categories of the population on production of technical and other means of rehabilitation, rendering services in their repair.

Action of this Procedure does not extend to persons whose disability is connected with the labor mutilation which was caused labor accident or occupational disease.

Treat technical and other means of rehabilitation which provide persons with disability, children with disability and other separate categories of the population through structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, district, district in, executive bodies of city, district councils in the cities (further - social security authorities of the population):

prosthetic and orthopedic products, including orthopedic footwear;

special means for self-service and leaving;

means for movement;

supportive applications for personal mobility, movement and rise;

furniture and equipment;

special means for orientation, communication and exchange of information.

Treat technical and other means of rehabilitation for which at the request of person with disability, the child with disability, other person or their legal representatives compensation is paid:

supportive applications for personal mobility, movement and rise;

special means for orientation, communication and exchange of information;

prostheses of mammary gland, bodices for fixture of prostheses of mammary gland, including special bodices for occupations physical culture and swimming (bathing suit), orthoses on the upper extremities, in particular compression sleeves in case of limfodema;

Persons with disability and children with disability are provided with technical and other means of rehabilitation according to the individual program of rehabilitation (further - the individual program). The specified means (except means for movement) provide also children aged up to 18 years with shortcomings of hearing, sight, the musculoskeletal device (further - children up to 18 years).

And to children with disability compensation on supportive applications for personal mobility, movement and rise, special means for orientation, communication and exchange of information according to the procedure of priority according to the individual program is paid to persons with disability if other is not provided by this Procedure.

Veterans of military service, veterans of law-enforcement bodies and veterans of the state fire protection are provided with prosthetic and orthopedic products.

Women after mastectomy, and with violations of development of mammary glands are provided to sectoral resection of mammary gland, kvadrantektomiya with prostheses of mammary glands, postoperative prostheses, bodices for their fixture, special bodices for fixture of prostheses of mammary gland for occupations physical culture and swimming (bathing suit), orthoses on the upper extremities, in particular compression sleeves in case of limfodema.

Elderly people are provided with prostheses of the upper and lower extremities, special means for self-service and leaving which are obligatory for application when providing with such prostheses.

Military personnel (reservists, persons liable for call-up) and workers of Armed Forces, National guard, Security service, Service of foreign intelligence, State frontier service, face of the private, the commanding structure, military personnel of Management of the state protection, the Gosspetssvyaz formed according to the laws of other military forming employees of the Ministry of Internal Affairs, police officers and employees of National police who protected independence sovereignty and territorial integrity of Ukraine also were directly involved in anti-terrorist operation, ensuring its carrying out (implementation of the actions connected with prevention, identification and suppression of terrorist activities) and there were directly in the area of conducting anti-terrorist operation, and also employees of the companies, organizations, organizations which were attracted and were directly involved in anti-terrorist operation around its carrying out according to the procedure, established by the legislation, and also civilians of Ukraine who lived in the area of conducting anti-terrorist operation, under condition if by such person it is not made criminal offenses (further - injured with anti-terrorist operation), are provided with technical and other means of rehabilitation irrespective of establishment of disability by it based on decisions of the military-medical commissions or the conclusions of the medical and advisory commissions of treatment and prevention facilities.

3. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 27.03.2019 No. 309.

4. Persons with disability, children with disability, other persons are provided with technical and other means of rehabilitation, including by compensation payment, without the right of their sale, donation and transfer during the term for which such means is issued.
